Mid-term review by independent panel (2012) EMRP is a well-managed and progressively more and more integrated European programme. It has transformed a specialised and fragmented community into a successful public-public partnership confirming the advantages of the European Research Area. 17
Working together to deliver on Europe 2020 Particular features of national metrology which work together in support of this effective leveraging of funds are: All partners NMIs and governmental programme owners share common, well-defined mission Most partners know each other and have cooperated internationally for many decades Metrology relies on obtaining consensus amongst different laboratories National metrology considered in all countries as public mission rather than commercial concern: area of Market failure EU Research & Innovation
Planning for a new Programme EMPIR Innovation Wider participation Capacity building Internationalisation 19

Development of Guidance Documents This document has been prepared by EURAMET as a guide to the operation of National Metrology Institutes (NMIs). It aims to provide information for the top level management of a NMI and those persons who are responsible in the respective ministry for the national metrological infrastructure. Depending on the size of a country and the specific metrological needs of industry, society and the scientific community, the scope of a NMI will vary, but key elements for the structure and the operation can be identified. The information contained in this guide reflects the experience of larger and smaller European NMIs obtained over recent years and reflects the growing need for European and international cooperation.

Managing diversity
Supporting NMIs in Emerging Economies A joint EURAMET WELMEC Focus Group has been established recently. The objective is to Facilitate National Metrology Infrastructure Development in emerging economies and to assist EURAMET/ WELMEC members and associates to integrate into their structures
Activities of the FG Organise training, comparisons Help implementation of EU regulations and Directives Assist NMIs and national authorities gain EURAMET/Welmec membership Facilitate collaboration and joint use of facilities Awareness & discussion fora and networking
Final Remarks Growing demand for metrology in a rapidly changing world Accelerating pace of technology and increasing cost Limited resources for many NMIs Global challenges need global approaches and solutions RMOs growing in their influence and have a key role Opportunity to enhance impact through increased collaboration amongst RMOs
