Florida Stormwater Association Excellence Award Nomination for Stormwater Programs City of Winter Haven Water Sustainability Program Submitted by Mike Britt, P.E., Natural Resources Division February, 2014 Description: The City of Winter Haven is a small community within a very significant hydrologic area. With a population of almost 36,000 people, it is at the headwaters of both the Floridan aquifer and the Peace River watershed. Many of the water bodies within this watershed do not meet their minimum flows and levels or water quality standards due to past hydrologic impacts. In 2004, the City adopted one of the few stormwater quality utilities in the state to fund restoration and followed up with a separate stormwater maintenance utility for the maintenance of the physical storm drain system. Combined, the two utilities generate approximately $1.4M in revenue and employ 7 people, including engineers, scientists and maintenance crews. The City s stormwater program is focused on how to best manage rainfall for multiple benefits. The framework for this effort focuses on water sustainability which began with staff s participation in the Chamber of Commerce s Vision by Design process in the year 2000. The highest priority statement of this effort was Water benefits all aspects of our economy, culture and environment. With 50 lakes surrounding the community and making up over 25% of the land area, community leaders understand the value of water both for natural systems and people. Over the next 10 years, staff made nearly 100 presentations throughout the community and state to discuss the idea of hydrologic connections and local accountability in managing water resources. The end result was the adoption of the Sustainable Water Resource Management Plan and the Chain of Lakes Water Quality Management Plan. These two plans together put the City of Winter Haven on a new path for water management for both water supply for lakes and people and for water quality restoration (24 out of 50 lakes in the community are listed as impaired). The idea of Green Infrastructure is somewhat new but also a focal point of local efforts. The general concept is that as we manage water, we can also improve communities both socially, economically and environmentally. The City of Winter Haven plans most of its water projects in close coordination with the Leisure Services and Utility Divisions to maximize all of the benefits associated with water. Plans call for the restoration of 6,300 acres of lost wetlands for water storage and aquifer recharge and for their use as new nature parks with water access and walking trails. The construction of raingardens in the high recharge zones redirect stormwater into the ground as it did naturally to help with water supply and provide needed community revitalization. This natural infrastructure approach will save future funding and meet multiple objectives, including flooding, aquifer recharge, water quality, recreation, health, education, habitat, etc. By supporting the City as overall water managers and preparing a long range plan that maximizes the use of limited rainfall, staff is providing leadership within the community and the state. In the future, any community that values water for environmental, social and economic purposes should follow this example.

GOALS OF THE SUSTAINABLE WATER RESOURCE MANAGEMENT PLAN The area's restored hydrologic network resembles a "necklace" of water, known in Winter Haven as the "sapphire necklace." Meet the long-term water resource needs of people and natural systems. Manage all sources of waterñincluding floodwaters, stormwater, reuse water, groundwater, and rainfallñ as a finite, interconnected resource. Mitigate any impacts to water supply, water quality, hydrology, and natural systems within the Peace Creek watershed. chapter 1 introduction winter haven Because Winter Haven is situated at the headwaters of the surface water and groundwater systems that comprise the much larger Peace River Basin, the water that falls within the watershed is the only source for all uses. The Peace Creek watershed, shown at left, is approximately 150,000 acres in size and comprises about 11% of the Peace River Basin. From its beginning in Winter Haven, Peace Creek flows into the Peace River, which extends 110 miles south to Charlotte Harbor and the Gulf of Mexico. chapter 2 past & present network The impacts to water resources of future development should be considered and addressed during the planning and approval process. Furthermore, all impacts to water resources should be compensated for or mitigated locally, if possible, since the Peace Creek watershed receives no water from outside the watershed. Cost-effective best management practices (BMPs) to increase infiltration, improve water quality, protect natural systems, and improve flood protection should be required and implemented for all existing and proposed development. In addition, stormwater and treated wastewater should be recycled and reused to supplement aquifer recharge. Incorporating water resource restoration projects as amenities for development, recreation, and beautification will increase the sustainability of water resources as well as the community's economic and cultural viability. If the City and neighboring communities continue with future development according to today's standards, the condition of the area's water resources will only continue to worsen in the future. As economic and population growth continue, significant opportunities exist for the sustainable management of water resources over the long term. The time is right for a proactive, long-term approach. principles of sustainable water resource planning & management 1 The total rainfall in the region is that region's water budgetñsupplies from outside the region are considered to be "borrowed" or "leased" and cannot be counted on during drought or after the watershed is built out. The storage of water in the landscapeñin aquifers, lakes, rivers, and wetlandsñallows variations in rainfall to be averaged, and this vital function should be restored and protected. 3 Any impacts to water resources in a watershed should be mitigated in the watershedñspecifically, mitigation for wetlands, water quality, recharge, and flooding impacts should be carried out in the areas of the watershed that are critical to increased infiltration, storage, and conveyance. 5 Stormwater, wastewater, and reuse water should be viewed as a valuable resource, rather than a form of waste to be disposed of. This resource should be recycled and recharged at a rate commensurate with useñthe storage and recharge of stormwater, wastewater, and reuse water should be achieved at the neighborhood, community, and regional scale. 2 In the long run, it is far more efficient and cost-effective to use the watershed's natural infrastructure to provide multiple long-term water resource benefits than to restore lost hydrologic function using structural, man-made meansñit is essential to preserve and protect whatever is left of the watershed's existing natural landscape, which provides multiple water resource services and benefits (such as improved water quality, water supply, natural systems, and flood protection) at a lower cost. 4 The locations of surface water and groundwater storage areas to protect and restore water resources must be integrated into urban and community designñthe development of areas such as nature parks and the setting aside of open spaces create a strong sense of place in the community. 6 Each parcel of land should contribute to the water budgets of both the watershed and the regionñ the postdevelopment water budget for each parcel should equal the predevelopment water budget as much as possible, and historical hydrologic functions such as recharge, water quality treatment, storage, and conveyance should be restored and protected to the greatest extent possible. page 27

Benefits of the Sustainable Water Resource Management Plan The Sustainable Water Resource Management Plan is an investment in the capacity of the natural landscape to provide multiple water resource benefits. In contrast, man-made structural solutions such as channels, ditches, reservoirs, and pipes are generally implemented primarily for singular benefits. In the long term, using the natural landscape to provide these multiple benefits will result in a less costly, more efficient water supply system for people and the environment. The Plan's multiple benefits include the following:. water quality benefitsñimproves water quality in the Peace Creek watershed's lakes, rivers, and wetlands, and restores water quality in impaired waters as part of the state's Total Maximum Daily Load (TMDL) Program. Environmental benefitsñrestores wetlands; enhances water levels in the lakes and the wetlands surrounding those lakes; creates and protects quality habitat for fish, wildlife, and plants native to the community; and helps to restore natural rainfall and climate patterns in the area. Economic benefitsñrestores and protects lakes, which are the reason that many people move to the area; expands the effective amount of waterfront to attract future development; creates economic opportunities for mitigation banking, water storage, and stewardship for landowners; facilitates economic growth by establishing a viable watershed approach to mitigation planning and stormwater permitting for future development; and saves money over the long term by using the natural infrastructure to provide valuable water resource services. Paying for these services now by restoring and preserving the natural infrastructure will provide more benefits and will be less costly than implementing and maintaining structural solutions in the future. Water supply benefitsñrecharges aquifers where all public water supply and most other supplies originate; provides more water for natural systems, lakes, and aquifers in the Peace Creek watershed; contributes to the maintenance of Minimum Flows and Levels (MFLs) in the Peace River; and is an important component of the Southwest Florida Water Management District's Recovery Strategy for the larger regional aquifer. Flood protection benefitsñincreases the capacity of the landscape to treat and store the water from small rainfall events that is currently being discharged from the watershed in the name of flood protection and, through increased storage and conveyance, provides much-needed flood protection during large storms. Social, cultural, and recreational benefitsñprovides an integrated system of parks, trails, and other recreational areas (such as greenways and blueways), improves the area's aesthetic beauty, provides a more enjoyable and safe place to live with increased property values, strengthens the community's identity, creates a collaborative water resource management framework for many of the east Polk County cities and towns, provides the basis for making future land use decisions, and improves quality of life. page 42 sustainable water resource management
