Content Scope and background Experiences on Best Practice BESTFACT approach BESTFACT outcome and results expected 2
Freight Transport in the EU White paper Importance of EU transport industry 10 Mio employees 5% of GDP Transport goal in the White Paper transport has to use less and cleaner energy, better exploit modern infrastructure and reduce it s negative impact on the environment 3
Competiveness goals in the EU White paper CO2 free city logistics in major urban centers by 2030 30% of road freight over 300km distance shifted to other modes by 2030 Modern traffic management (system) network (ERTMS, RIS, Galileo etc.) by 2020 Establish a framework for European multimodal transport information, management and payment system by 2020 Zero fatalities in road transport by 2050 Move towards full application of user/polluter pays principles in charging schemes 4
Approach of the EGCI EGCI road map targets: 1. Transport efficiency, improving load factor, reducing empty running 2. Transport emission, reducing CO2, NOx, SOx and small particles 3. Congestion, reducing transit time To be tackled by a three pronged approach addressing: City logistics Concentration of long distance freight traffic in major (Green) Hubs and along (Green) corridors (which link the hubs) Intelligent logistics solutions reflecting the optimisation of e-freight initiatives. 5

Best Practice history Increasing interest to fill the gap of Addressing freight transport issues Stimulation of innovation Enabling access to best practices Starting 1999 as new project type Thematic network without own research efforts aiming at Best practices Internal discussion on how to assess measures Which are the best practices when looking at given good practice innovations? Practical approach chosen: Description of innovations with additional information about advantages, disadvantages, experiences etc. as available 7
How to structure such a project Workshops Mainly to increase knowledge on new projects and innovations and to offer a discussion platform Conferences Mainly to present and to disseminate a kind of innovation state of the art Clustering of projects Dissemination Network (Members/Subcontractors) 8
Values of Best Practice initiative: BESTUFS I Set up and implementation of a Thematic Network Link up with initiatives and experts Setup of an appropriate workshop approach Development of a practical methodology for Best Practices in Urban Freight Transport Collecting and processing urban freight solutions Assessment and presenting urban freight best practices in a user friendly format enhancing the awareness on urban freight transport Constantly increasing the community Enhancing the awareness on urban freight transport Constantly increasing the community 9
BESTUFS II Best Practice on larger scale Workshops and conferences Best Practice Handbooks and Best practice search BESTUFS Good Practice Guide on urban freight transport in 17 languages National seminars in local languages Urban freight data harmonization and modeling Quantification of Urban Freight Transport Effects Information provision about interesting urban commercial transport related developments, demonstrations and events on European, national, regional and local level 10
Review after 10 years BESTUFS The interest of cities to look at and to improve city logistics activities is continuously growing since several years More and more cities start with experimentations Cities become interested in other cities experiments and experiences More information about impacts of measures/solutions is becoming available Large cities set up (freight) transport master plans More and more cities organize round tables dedicated to freight transport Private (logistics) actors recognize that contribution to a clean environment leads to an advantage in competition 11
BESTFACT Objectives BESTFACT develops, disseminates and enhances the utilization of Best Practices and innovations in freight transport that contribute to meeting European transport policy objectives with regard to competitiveness and environmental impact. 12
Three thematic clusters Gather and process information about Best Practices Find critical success factors, barriers and limitations Bring stakeholders together Gather and exchange information and experiences Create synergies Urban Freight Green logistics and co-modality efreight 13
Work packages Enhance methodology on: Freight transport Best Practices Policy impact assessment and Best Practice transferability Dissemination and knowledge management 14
WP1 Project Management WP2 Best Practices Urban Freight Green Logistics and Comodality efreight WP3 Best practice impact and recommendations WP4 Dissemination and knowledge platform 15
Outcome 150 short descriptions of European Best Practice cases 60 detailed Best Practice surveys on European freight logistics solutions 10 cluster workshops 3 BESTFACT conferences 4 Best Practice implementation support actions 3 analyses on the development of innovative policy schemes BESTFACT knowledge platform www.bestfact.net Best Practice handbooks, leaflets and brochures Bookmark our next BESTFACT workshop: on 6/7 December 2012 in Brussels dedicated to the urban freight cluster 16
