The Role of the DAFM in the Regulation of GMOs in Ireland Gerry Lohan Department of Agriculture, Food and the Marine Animal Feed Controls Group Backweston Campus Celbridge Co. Kildare

Agriculture in Ireland Land Area: 6.9m ha 63% in Agriculture + 10% in Forestry Area Farmed = 4.5m ha Number of Holdings = 140,000 Average Farm Size = 32 ha Mainly Pasture 80% of feed is derived from pasture/conserved grass/maize

Livestock and Crops In 2012 Number of Cattle = 6.2 Million Number of Sheep = 3.6 Million Number of Pigs = 1.4 Million Number of Horses/Ponies = 106,000 Poultry 11 Million (2.2m laying hens) Area Under Crops 365,000 ha (9%)

The Role of the DAFM in the Regulation of GMOs in Ireland 1. Control of commercial cultivation of authorised GM crops, including seed 2. Coexistence of GM and Non-GM crops 3. Control of Imports of GM Feed

Marketing of GMOs - Only EU-authorised events may be cultivated and marketed - Authorised under Regulation 1829/2003 - Subject to Risk Assessment for Food and Feed Safety and Environmental Impact - Threshold of 0.9% adventitious presence applies to Non-GM Food and Feed - Zero tolerance for unauthorised events except under Reg 619/2011 0.1% (Organic)

Coexistence of GM and Non- GM Crops Inter-Agency Working Group Report 2005 Main recommendations - Pre-approval from DAFM to plant GM crop - Mandatory separation distances + Rotation - Organic + 50% - Compliance inspection process by DAFM

Coexistence of GM and Non- GM Crops Main recommendations (contd) - Register showing crop, area, location - Grower records - GM-Free zone for certain crops if necessary - Compensation/Appeals mechanism - National legislation + regular revision

Authorisation for Food and Feed (a) Food and food ingredients containing, consisting of, or produced from GM-XXX (b) Feed containing, consisting of, or produced from GM-XXX (c) GM-XXX in products containing it, or consisting of it, for any other use than (a) and (b) with the exception of cultivation

Controls on Imports Ireland s island status facilitates strict controls Importer must give 5 day pre-import notice of feed to DAFM All imports are subject to inspection at the ports/airports documentary, identity or physical checks (Customs and DAFM) Close co-operation with NI Authorities

GMO Controls in Feed - Importer must declare GM status of consignment 5 day pre-import notification to DAFM / Labelled as GM - > 95% of SB, Maize, Rapeseed meal from N & S America are declared as GM - At risk commodities declared as Non-GM are sampled and tested in Accredited Laboratory before release to market

GMO Controls in Feed - At-risk feed materials: Maize, Soyabean, OSR, Beet Pulp, Cotton - All At-risk consignments labelled as non- GM are tested + others under Reg 669/2011 - Tests under Regulation 619/2011 (0.1% LLP) may be from GM or non-gm lots - Feed materials from EU or non-gm 3 rd countries are not considered as at-risk

Animal Feed Total Feed 4.3m tonnes annually Of which: - Imports = 2.8m tonnes (65%) - Home Grown = 1.5m tonnes (35%) - 2.2m tonnes of home-grown cereals/annum - 600,000t Used on-farm (900,000t for CF) - 3.7m tonnes of compound feed

Compound Feed Use in Ireland Of the 3.7m tonnes of CF marketed: - Ruminant 66%; - Pig 16% - Poultry 12% - Others 6% - 65% Imported. (UK 37%; Fr 27%; De 26%) - EU is 35% deficient in protein feed
