CALL TO ORDER Mayor Poulin called the meeting to order at 9:00 a.m. 2. AGENDA 37-17 MOVED by Mayor Poulin that the February 24, 2017 agenda be approved as presented. 3. MINUTES 38-17 MOVED by Deputy Mayor Kirk that the minutes of the January 13, 2017 Regular Council Meeting be approved as presented. 4. DELEGATIONS 39-17 40-17 Dan Golka, Public Works Manager MOVED by Councillor Mazerolle that Administration proceed with getting pricing from Ste. Anne Gas Co-op to move one residential service and lower another and from Telus to put in a temporary line for access to properly grade the ditch and lower some of the culverts in an attempt to resolve the moisture issue on Golf Course Road. MOVED by Councillor Mazerolle that the Large Bin Clean Up Day be scheduled for Saturday, May 27, 2017. Page 1 of 7

BUSINESS 48-17 MOVED by Councillor Mazerolle that the Municipal Reserve Areas remain as they are intended which is to provide active or passive park and recreation areas and to provide walking trails and enjoyment of the natural plant and wildlife for residents and their guests AND THAT Administration continue with the direction that was initiated in 2016 with respect to enforcement of and compliance within the Municipal Reserve Areas. MOVED by Councillor Mazerolle that Council accept for information the annual Silver Sands Landfill Groundwater Monitoring report and the letter to Alberta Environment requesting the reduction or elimination of sampling, both as prepared by Associated Engineering. MOVED by Councillor Mazerolle that Council accept for information the proposal for Peace Officer Services from Seba Beach Patrol. MOVED by Deputy Mayor Kirk that Liz Turnbull, Director of Emergency Management, be authorized to attend the 2017 Alberta Emergency Management Agency Regional Workshop on March 8, 2017 in Edmonton, Alberta. MOVED by Councillor Mazerolle that Council accept for information the Alberta Local Authorities Reciprocal Insurance Exchange (ALARIE) recap and update letter dated January 31, 2017 as prepared by the Alberta Urban Municipalities Association. MOVED by Councillor Mazerolle that Council approve the Alberta First Responder Radio Communication System third party access agreement between the Town of Mayerthorpe and the Summer Village of Silver Sands and authorize execution of same. MOVED by Deputy Mayor Kirk that Council approve continued support of the Association of Summer Villages of Alberta and authorize payment of the 2017 dues in the amount of $850.00. Page 3 of 7

MOVED by Deputy Mayor Kirk that Mayor Poulin be authorized to attend the Alberta Urban Municipalities Association Mayors Caucus scheduled for March 7 and 8, 2017 at the Shaw Conference Centre in Edmonton, Alberta and for June 12, 2017 in Okotoks, Alberta. MOVED by Mayor Poulin that administration forward a letter in support of the January 19, 2017 letter from the Honorable Peter Van Loan with respect to Bill C-323. MOVED by Deputy Mayor Kirk that Council accept for information the discussion and amendments to the Draft 2017 Operating and Capital Budgets. MOVED by Councillor Mazerolle that further to the request for funding from the Darwell Library, Administration advise that there are Family and Community Support Services grant funds that could be accessed for certain library programs. Tom Puffer, Wabamun Lake Regional Bylaw Services MOVED by Mayor Poulin that Council accept for information the proposal and discussion with Tom Puffer of Wabamun Lake Regional Bylaw Services in regards to bylaw enforcement services.
