This individual will plan, organize, CHARACTERISTICS: coordinate, and direct the daily operation of the City's wastewater treatment facility and will also operate wastewater facility in compliance with Federal and State requirements. The incumbent may be required to assist in public activities or meetings, and coordinate with other service areas and perform other job related work as required. This classification is assigned to the miscellaneous bargaining unit for labor relations purposes and is subject to overtime, call-back, and standby assignments. An eligibility list will be established from this recruitment that will be valid for six (6) months. All employees are required to serve a twelve (12) month probationary period. ESSENTIAL FUNCTIONS: Duties may include, but are not limited to the following: Plans, develops, and implements or directs the implementation of goals, objectives, policies and priorities relating to operation, and improvement of the wastewater treatment facility and related facilities. Participates in the development of the wastewater treatment operations unit budget; forecasts additional funds needed for staffing, equipment, materials, and supplies; monitors; expenditures; implements mid-year adjustments. Develops and administers operating and reporting procedures including training schedules. Ensures City compliance with Federal, State and local laws and codes relating to safety standards, personnel programs, regulatory requirements and construction codes. Oversees the biochemical testing laboratory and takes appropriate corrective action to make operational changes to ensure compliance with water quality requirements. Monitors biosolids beneficial reuse program in accordance with Federal, State and local requirements. Ensures close coordination with other City departments and affected outside groups.

Page 2 of 7 Participates in recruitment and selection activities; makes recommendations for appointment of new staff; assists with staff orientation and training. Supervises staff including provision of timely performance evaluations; recommends and implements approved discipline; provides staff development; and maintains high standards necessary for efficient, professional operations. Assists in establishing budget guidelines; reviews unit expenditures. Makes presentations before various groups, Commissions, professional and public meetings, as needed. Builds and maintains respectful, positive working relationships with staff, supervisors, outside agencies and the public using principles of good customer service; provides effective conflict resolution, as needed. Provides a wide range of technical information regarding unit activities, operations, policies and procedures to representatives of other agencies. Reviews, prepares and presents reports; inspects and evaluates unit and contract operations; performs long range planning studies; reviews and makes recommendations on construction plans and specifications. Selects trains, and evaluates personnel; establishes and monitors employee performance objectives; prepares and present employee performance reviews; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline and termination actions. Maintains a variety of technical project files and records. Models appropriate professional conduct; maintains appropriate confidentiality of sensitive information; complies with and supports City policies and procedures, labor laws, and MOU provisions. Attends assigned meetings and training; interacts with outside agencies; provides leadership for teams, or committees, as needed. Assures staff works in a safe manner; follows safety requirements; monitors and assures compliance with regulations and other legal requirements. Supervises and maintains a variety of employee training and work safety activities. Perform related duties as assigned. MINIMUM QUALIFICATIONS: Knowledge of: Principles and practices of wastewater treatment facility construction, maintenance and operation. Methods, materials, techniques, tools, and equipment employed in wastewater treatment facility construction, maintenance, and operations programs. Principles, objectives and tests used in a biochemical laboratory including methods of bacteriological and chemical sewage analysis. Operating principles of valves, pumps, and motors. Principles and practices of supervision, staff selection, training and personnel management. Safe work practices and related regulations. Principles of public speaking, conflict resolution and excellent customer service.

Federal, State and local regulations and codes relating to wastewater treatment facility construction, maintenance and operation. Principles and practices of organization and personnel supervision. Ability to: Lead, manage, evaluate and train personnel effectively and maintain discipline. Diagnose and troubleshoot complex problems and provide and coordinate appropriate solutions. Organize, implement and supervise departmental goals and City objectives. Plan, organize, direct and supervise the work of wastewater treatment facility operations staff. Establish and maintain cooperative working relationships with elected officials, administration, other employees, and the general public. Prepare clear and concise reports; develop policy and procedure recommendations. Make presentations before groups and represent the City in public forums. EXPERIENCE Six (6) years of increasingly responsible experience in the operation and maintenance of a wastewater treatment facility, including two (2) years of supervisory responsibilities. LICENSE AND/OR CERTIFICATE Possession of a valid Grade 4 Wastewater Treatment Operator's certificate as issued through procedures established by the California State Water Resources Control Board. EXPERIENCE AND EDUCATION: EXPERIENCE: Refer to Minimum Qualifications section. EDUCATION & TRAINING: Equivalent to the possession of an Associate's Degree with coursework in

Page 4 of 7 biology, chemistry, or a closely related field within four (4) years of appointment as a condition of continued employment. LICENSE AND/OR CERTIFICATE Possession of a valid California Driver's License in the category necessary to perform essential duties of the position may be required at the time of appointment. SELECTION PROCESS: 1. Candidates invited to compete in the testing process may be required to take a written examination, which will be based on a pass/fail basis. If a written examination is conducted and a large number of candidates receive a passing score, the City reserves the right to

Candidates who are invited to participate in the oral examination and receive a score of 70% or more will be placed on an eligibility list. Ranking on the eligibility list will be based solely on the results from the oral exam. 6. Completion of a practical exercise may be conducted in order to further evaluate skills relating to essential job functions. 7. Top candidates on the eligibility list will be referred to the Municipal Services Director for final appointment consideration. 8. Final appointment will be contingent upon passing the following: reference review, medical examination which includes a drug screening, hearing exam and vision exam. VETERAN'S PREFERENCE SYSTEM The City of Turlock has adopted a veteran's preference system (effective January 1, 2002). The percentage score achieved through an entrance (non-promotional) examination which ranks applicants on an eligibility list shall be adjusted to provide: (a) one (1) percentage point added to the final test score for each six (6) months of active service during a time of armed conflict, up to a maximum of five (5) points, and (b) five (5) percentage points added to the final test score for veterans who are disabled as a result of active military service during a time of armed conflict, regardless of length of service. To receive preference points, applicants must provide supporting documentation and proof of honorable discharge. In no event shall an applicant receive more than a five (5) point adjustment. This request should be made in section #12 of the employment application form. A copy of your DD214 must be attached for this request to be considered. This Policy describes guidelines regarding appropriate work attire, appearance and hygiene for the City of Turlock and applies to all regular and part time employees, volunteers and interns. Employees are evaluated on the quality of customer service they provide. BENEFITS Holidays: Ten (10) paid holidays and three (3) floating holidays. Vacation: Paid vacation that increases with years of service. Sick Leave: Accrual of one day (eight (8) hours) for each month worked. Retirement: Qualified candidates who are currently a CalPERS member or have been a CalPERS member within the last six (6) months or are subject to reciprocity with another eligible retirement plan, may be a "classic member" and may be enrolled in the City's 2.7% @ 55 plan. Employee pays employee contribution rate of 9% on a pre-tax basis. Non-classic or "new members" will be enrolled in the 2% @ 62 plan.
