Public Hearing/Possible Adoption - Municipal Budget a. COLA has been calculated at 0.5%; b. Ordinance No. 01- authorizes 3.5% increase and allows CAP banking; banking is not permitted without the adoption of the Ordinance; adopted on January 25, ; c. proposed budget is within 3.5% appropriations CAP; d. the proposed levy is within the 2% Levy CAP; e. revenue projections State aid will remain flat for ; f. 6th consecutive year since 2012, the Council has consistently reduced the municipal tax levy (: $5,031,254; 2016: $5,042,521)

g. 6th consecutive year since 2012, the Council has consistently reduced the municipal rate ( preliminary rate: $0.21; 2016 actual: $0.22); h. The Borough s gross surplus balance as of 12.31.2016 is $2,479,144, with a usable balance of $2,422,883; after reductions for the surplus anticipated and other liabilities, the net usable surplus balance is $839,681, representing 12.9% of our operating budget. To put this figure in perspective, in 2008, the Borough's net usable surplus balance was approximately $30,000, or now 25 times greater. i. Maintains all services at current levels; j. The final County levy figure will not be available until the conclusion of the appeal process, expected to be on or about May 4; k. Shade Tree News please note the new date: the Borough s Shade Tree Commission is participating in the DEP s Sandy Tree Recovery Program and will be distributing free bare root seedlings of various species to residents on Saturday, April 29 from 9:00 AM to 11:00 AM from the school parking lot. Planting directions will be distributed with the seedlings, but the trees must be planted within 48 hours of receipt. The seedlings are for planting on private property (they are not suitable apron trees). c. Other Tickets are now on sale for the Borough s September 9, Once in our Lifetime Centennial Celebration including a parade with children s activities immediately following at Baltimore Park and an evening of dinner and dancing under tents on the grounds of the NGTC.
