Page 3 of 10 1.0 Introduction Over the passage of time, we have gained the sense of purpose and direction by creating architecture that would incorporate and express the technology of our time. We have also redirected our energies toward an environmental architecture responding to vital physical, social, educational, and economic circumstances. We understand how to strike balance among the four important factors of architectural design- Aesthetics, Economics, functions and environment. Hindustan Petroleum Corporation Limited (HPCL) is setting up a Grass Root Refinery cum Petrochemical Complex in Barmer District of Rajasthan. The Proposed Site for Refinery cum Petrochemical Complex has been suggested and allocated by Govt. of Rajasthan in Pachpadra of Barmer District. Approximately 5 km from proposed HPCL refinery, a 100 Ha Green Township and about 67.31 Ha for reservoir is to be developed. This Township shall be a comprehensively planned development that offers a variety of residential formats and associated facilities. Its development embodies density, open space and affordability while employing innovative construction technologies to create relatively low rise clusters of differing typologies. In terms of facilities; the township shall be self contained and shall not have a negative impact on the facilities of the neighborhood. 2.0 Approach Townships today are becoming consumptive in nature that use up vast resources from near and far and give back very little into the ecosystem of the bio - region they are located in. It is no more sufficient to plan efficiently but to plan for low energy buildings. Radical changes are required right from the time when planning is done with more focus on long term impact rather than short term results alone. It is becoming imperative for upcoming townships to form a restorative relationship with Mother Nature in terms of water resources, energy, transportation, livelihoods and society. This can be achieved through adoption of an Eco friendly Architecture style right from the initiation of planning for the living habitat: 2.1 Better orientation and efficient fenestration design helps us limit thermal gain and hence, reduce air-conditioning loads. 2.2 Incorporation of Podium parking helps us segregate the parking areas from the livable areas and in areas where water table is relatively higher, digging basements results to be a costly affair. 2.3 Use of Cement and building blocks with fly ash content. 2.4 Use of AAC (Autoclaved Aerated Concrete) Blocks for infill walls helps us achieve quick, easy and efficient construction. AAC Blocks even require less of mortar. 2.5 Reduced use of synthetic and plastic materials in construction helps us doing less harm to Mother Nature. 2.6 Treatment and recycling of wastewater for non-potable uses like garden irrigation and flushing etc. 2.7 Renewable energy generation by solar panels etc. within the township for lighting common areas. 2.8 Planning an efficient storm water drainage system and reclaiming Rainwater from all paved and roof surfaces, and re-directing it to Rainwater Retention/ Rain water harvesting structures and replenishing the Ground Water. 2.9 Landscaped areas to have a maximum of shrubs and plants of native species which require less of water for irrigation. 2.10 To reduce the consumption of non-renewable energy sources, passive solar architecture features shall include
Page 4 of 10 2.11 Maximum use of North South facing building orientation with minimum façade facing East West Orientation 2.12 Vertical staggering of elevation and horizontal staggering of plan to create mutually shaded facades and roofs 2.13 Provision of light wells and ventilation shafts to reduce energy requirements 2.14 Provision of green landscaped areas in covered and semi covered areas 2.15 Evaporative cooling by water bodies in covered and semi covered areas. 2.16 Semi covered corridors to create verandah like impact and enable wind tunnel effect. 3.0 Environmental Sustainability Measures Township is a place where nature connects to a recreation destination, social activities and gracious living. The township is less dense with large green landscapes all around to give the residents an experience of elegant living. The township would be based on designing with nature causing minimal disturbance to the natural topography, vegetation, flora and fauna and shall meet the stipulations of relevant codes. The buildings and facilities shall be designed on the principals of Sustainable built structures. Following sustainable measures can be adopted to achieve the goal. These three measures cannot be analyzed or define the township separately. The measures are mostly co related with each other. 3.1 Environmental Measures Environmental measures include the factors which are responsible to define the environmental conditions of that township. The environmental measures include: 3.1.1 Rain water harvesting (i) Water harvesting pits would be constructed in the township area and runoff from the rooftops and hard landscape areas would be diverted into these pits. (ii) Separate pits would be provided for the different buildings in the Complex and all pits would be provided with sedimentation/ siltation chamber. 3.1.2 Waste management (i) Ensure maximum resource recovery and safe disposal of wastes generated during construction and reduce the burden on landfill. (ii) Segregation of inert and hazardous wastes (iii) Recycling and safe disposal of segregated wastes (iv) Appropriate sewage treatment plant will employ suitable biological treatment process. The treated sewage will be disinfected and filtered for use in green belt development. (if it is not feasible to built sewage treatment plant within the premises then provision to be provided for disposal outside Township.) 3.1.3 Use of Passive technologies for energy generation. (i) Solar thermal systems can help generate hot-water and replace the conventional electrical geyser in buildings. (i) Solar PV panels can help generate electricity which can reduce the buildings dependence on grid power. 3.1.4 Use of eco-friendly materials in building constructions. (i) Replace a part of the energy-intensive materials with less energy-intensive materials and/or utilize regionally available materials, which use lowenergy/energy-efficient technologies. (ii) Portland Pozzolona Cement (PPC) with fly-ash content is used in plaster and masonry mortar. In concrete work admixtures shall be used to reduce water cement ratio, which saves both cement and water. (iii) Modular furniture made from particle board shall be used for interiors.
Page 5 of 10 3.1.5 Gardens and open spaces (i) Extensive tree plantation will be carried out in and around the township. A green belt shall be created on periphery of Township and green landscaped area shall be created within the township using local Vegetation. 3.1.6 Reduction in pollution/ No pollution of Air/water/soil/Noise etc. (i) Minimize on-site vehicular pollution (ii) All the noise generating equipments of the township area will be enclosed in acoustic enclosures or will be provided with vegetative screens to attenuate the noise emanating from these equipments. (iii) Tree plantation in and around the township shall mitigate noise pollution from road traffic. (iv) Proper timing for the construction activity to minimize site disturbance such as soil pollution due to spilling of the construction material and its mixing with rainwater. (v) Dust may be generated during activities of excavation/back filling of foundation. The excavation of small quantity will be done in a minimum time by mechanized way. (vi) The vehicles which will ferry construction material such as sand and others will be covered from top and made wet before movement so that no dust is generated. 3.1.7 Preserve and protect landscape during construction (i) Natural Contours and Drainage of Site shall be maintained. (ii) Natural plantation will be preserved to the maximum possible extent. 3.1.8 Soil conservation (i) Top soil shall be conserved till after completion of construction activity (ii) Proper topsoil laying, stabilization of the soil, and maintenance of adequate fertility of the soil to support vegetative growth. 3.1.9 Reduce landscape water requirement (i) Maximum green area under native vegetation and native trees. (ii) Minimum grass/lawn area 3.1.10 Efficient water use during construction (i) Use materials such as pre-mixed concrete for preventing water loss during mixing. (ii) Uses recycled treated water and control the waste of curing water. 3.1.11 Reduction in waste during construction (i) Construction waste generated from site is likely to include packaging materials (which would be segregated for recycling), debris (used for refill), scrap metal (which would be segregated for recycling), human excreta (which would be disposed off through soak pits). (ii) Broken tiles, brick bats would be crushed and reused as filling material for water harvesting ponds and selected landscape areas. (iii) Soil contaminated due to oils would be used for filling of slopes while ensuring that it does not pollute the ground water or cause leaching. 3.1.12 Utilization of fly-ash in building structure To use low embodied energy industrial waste fl y ash as the construction material. Fly ash, an industrial waste having the properties of cement and very low embodied energy is used in combination with cements that are high in embodied energy.
Page 6 of 10 3.1.13 Adopt energy efficient technology in construction Replace a part of energy-intensive materials with less energy-intensive materials and/or utilize regionally available materials, which use low-energy/energy-efficient technologies. 3.1.14 Waste water treatment (i) Waste water is treated and reused for irrigation 3.1.15 Reduce building water use (i) low-flow fixtures (ii) dual plumbing systems 3.2 Social measures Social measures include the factors which are responsible to define the social conditions of township. The social measure includes. 3.2.1 Social interaction space provisions in township 3.2.2 Provision of temple, worship areas 3.2.3 Provision of a community gathering area, Community hall, community centers 3.2.4 Provision of Commercial areas in the same premises for peoples of different income groups. 3.2.5 Senior citizen meeting places 3.2.6 Exhibition areas for cultural development etc. 3.2.7 Safety measures for the residents inside the township like Safety from accidents, safety from fire, provision of hospitals within a short distance, schools etc 3.2.8 Suitable sanitation and safety facilities for construction workers 3.3 Economical measures Economical measures include the factors which are responsible to define the economic conditions of township. The economic measures includes 3.3.1 Provision of housing for different categories of employees. 3.3.2 Adopt energy efficient technology in construction. 3.3.3 Use of passive technologies in planning to reduce the overall energy consumption and ultimately the cost. 3.3.4 Utilization of fly-ash in building structure

Page 8 of 10 4.2 Facilities Proposed 4.2.1 Commercial Facilities The Township shall be equipped with Shopping Centre to provide basic needs of residents of Township & surrounding area. It shall have got a small cafeteria also. I. Area for Commercial Centre: Convenience shopping (1 for 5000 population) as/nbc Area - 1500 m 2 II. Distribution of Areas in Commercial Centre: (As per Urban Development Plans Formulation and Implementation Guidelines.) o shopping (retail service, repair) o Informal Shopping o Electric Substation o Convenience 4.2.2 Schools Various educational needs from kindergarten to affiliated high schools that are proposed to be the part of the development with all sports activities and open spaces for the convenience of the residents. (as / NBC) Integrated School without hostel facility (Class 1 to 12) Strength of School- 1500students Area of School - 3.5Ha o School Built-up Area - 0.70Ha o Play Field Area - 2.5 Ha o Parking - 0.3Ha 4.2.3 Hospital Medical care services and facilities are proposed within the premises of the township. (as/ NBC) Capacity -25 to 30 Beds Area - 0.20 to 0.30 Ha Incinerators shall be provided for medical waste disposal. Biomedical waste shall be processed with the facilities covered in Hospital. 4.2.4 Recreation Facilities To maintain physical fitness of employees, Gymnasium, sports club, etc. with modern facilities were proposed within the premises of the township. (as / NBC and Urban Development Plans Formulation and Implementation Guidelines.) Note: Water in a pool shall be filtered, disinfected, and recycled to accepted pool water standards (IS 3328/SPATA, the maintenance of water quality is essential to ensure health and comfort of users).
Page 9 of 10 Only make up water is added to compensate water loss due to evaporation, suction sweeping of pool and backwashing of filter. Water usage shall be optimized to the fullest. (as/ NBC) Parking space for flats upto 90m 2 (500 flats) - 250 cars Parking space for flats upto 90m 2 (800 flats) - 800 cars 4.2.13 Facilities for Construction Workers/ Labourers No permanent facilities will be developed in the township for Construction Worker/Labour, However necessary facilities like drinking water sanitation facility etc shall be extended to the workers during construction activities.
Page 10 of 10 4.2.14 Sewage Treatment Plant (STP) Human waste shall be treated in STP s and treated water so generated shall be utilized in the Township for Green belt irrigation. Other Solid wastes shall be segregated and be disposed in coordination with local authorities. 4.2.15 Fire Protection system Fire protection shall be developed keeping in view the guidelines of NBC, however same shall be developed during detailed engineering, keeping in view various design aspects to the buildings as envisaged in the townships Note: Further detailing of township shall be done during detailed engineering of township in line with various standards and statutory guidelines.
