ANNEX 1. SRI LANKA COUNTRY OFFICE - TERMS OF REFERENCE (TOR) FOR INDIVIDUAL CONTRACTORS/ CONSULTANTS PART I Purpose of Assignment As part of the HRDT key activity and also based on the GSS results the assignment should address the combined action point of the HRDT and one of the four dimensions with the lowest score in GSS, namely Office Leadership and Management through a team building and bonding activity. Location of Assignment Duration of contract Background and Justification Outdoor - facilitator to propose location 41 days The UNICEF Sri Lanka Country Office comprises of the main office in Colombo and zonal offices in Batticaloa and Kilinochchi with out posted staff in Badulla. In recent times i.e. 2013 2015, the Sri Lanka Country Office (SLCO) has undergone key changes as a result of the implementation of the GSSC and programme shift along with current country context from emergency to post emergency and now development. This resulted in significant changes in both the programme focus and staffing structure. The process was demanding and intense, leading to a complex transition period. The changes were implemented effective 01 July 2015 to guide the UNICEF SLCO s work for the next two years. The complex transition period saw numerous challenges faced by both staff and senior management, namely low staff morale, low motivation and disengagement of teams and team members, and a gap in communication channels between staff at all levels. While many mechanisms have been put in place to transform the office there is a commitment to continued improvement of team moral. The Human Resources Development and Training (HRDT) committee within UNICEF SLCO recognized the need to provide an opportunity to both new and existing staff members an opportunity to blend and build a strong and motivated team of staff members united towards achieving a common goal: Delivering Results for Women and Children with improved efficiency, effectiveness and accountability. To achieve this a UNICEF SLCO teambuilding activity for all staff was incorporated to the HRDT plan for 2015. This was further described in the Regional and Global Response plan to the 2014 Global Staff Survey. The table below indicates a breakdown of the UNICEF SLCO staff as at 01 November 2015 Staff Category Male Female Total International Professionals 2 4 6 National Professionals 18 11 29 General Service 20 13 33 Total 68 This Terms of Reference seeks proposals from workforce development consultants/trainer and/or a professional institution to guide and facilitate a one and a half day or two days maximum team building activity for UNICEF SLCO Staff. 1
Objective To contract the services of a qualified Institution or consultant to design and facilitate Team Building workshop for all staff in UNICEF, Colombo & Zone Offices Scope of Work The overall objective of the one and a half/two days consultancy is to provide 1) all UNICEF SLCO staff and opportunity to strengthen cohesion, communication channels and team work across the board at all levels 2) address in particular the priorities identified in the GSS action plan, through engaging activities. 3. Renewed commitment to UNICEF Mission Statement and Oath of Office Utilizing the GSS report and the new Country Office Priorities as background information to develop the ideal programme activity, the consultant or professional institution will: a) Reflect and take stock of the current SLCO issues and challenges that need to be addressed b) Highlight the benefits of working as a team, clarify roles and responsibilities, norms and mutual expectations c) Propose ways to strengthen the team cohesion d) Propose mechanisms to improve communication to improve team spirit. e) Propose mechanisms to improve morale and goal congruence f) Propose mechanisms to improve team ability to solve problems and tap into the hidden potential of staff g) Propose mechanisms to reduce unhealthy conflict and improve support and trust levels among staff h) Increase understanding of individual team spirit and team dynamics Activities and Tasks: Specifically, the consultant/trainer (individual or hired through an institution) under the guidance of Una McCauley as lead, in consultation with the Human Resources Officer, and executive members of the Staff Association will undertake the following activities and task: 1. Design and organize the team building activities in line with the objectives stated and propose/suggest type of outdoor activity 2. Facilitate the teambuilding activities 3. Compile a report including an analysis report on key achievements, lessons learned, areas for improvement (how and the what) and recommendations for follow-up action plans and sustaining team building efforts in SLCO Methodology: 2
The training package should be adjusted to the need and context of UNICEF Sri Lanka Country Office and shall reflect adult-learning (andragogy) learning methods according to the methodologies. It may include a combination of presentations, interactive discussions and group exercise, experiential games and activities, role-plays, team and self-awareness paper-based or online instruments. Reporting Requirements: The consultant/trainer will work under the guidance and report directly to Ms. Una McCauley, Representative, who shall work in consultation with the Human Resources Officer, and executive members of the Staff Association. Deliverables Inception Report, including design of the team building activity and development of agenda Facilitation of the teambuilding activity Manage administration and logistics of the outdoor activities Final written report on consultancy highlighting key achievements and proceedings of the team building exercise, lessons learned, areas for improvement (how and the what) and recommendations for follow-up action plans and sustaining team building efforts in SLCO Duration (Estimated # of days or months) Within 3 days of signing contract maximum 2 days 3 weeks At the end of the assignment, 5 days Final Report with all annexes both softcopy and in hardcopy format Timeline/Deadline Schedule of Payment Payment Schedule Payment is on satisfactory completion of deliverables duly authorized by the Supervisor of contract and upon delivery of a final report as stipulated in the deliverable outline. Required qualifications, desired competencies, technical background and experience (Consult with HR on this prior to signing off on the TOR) For individual consultancy/trainers: a) Education: Advance university degree in Psychology, Education, Social Sciences, Development studies or other related field. b) Years of experience: 6 to 8 years of progressively responsible experience in training, proven experience in facilitating training in international context, with specific experience in developing team spirits and team cohesion in small and large offices; 3
c) Specialist skills/training and Competencies: - Training and communication skills - Analytical and conceptualization - Negotiation and mediation skills - Planning, organizing and monitoring - Experience in positive psychology: building appreciative communication and appreciative work culture in teams and the office - Experience in some forms of mediation and relaxation techniques - Creative and innovation in the delivery of short and condensed programmes - Flexible nature and ability to adapt to changing directions/thinking that may occur during the programme d) Languages required: Fluency in English For professional institutions: a) Be a legal entity with a valid business registration b) Minimum 8 to 10 years experience in designing and organizing management training with expertise in corporate team building and leadership management c) Experience in consultancy work with multi-national organizations, inter-government organizations, business companies, and the United Nations Agencies is an advantage d) Evidence of past events managed Administrative issues Conditions Per UNICEF policy, payment is made against approved deliverables. No advance payment is allowed unless in exceptional circumstances against bank transfer, subject to a maximum of 30% of the total contract value in cases where advance purchases, for example for supplies or travel, may be necessary. Consultants are not entitled to payment of overtime. All remuneration must be within the contract agreement No contract may commence unless the contract is signed by both UNICEF and the consultant or Contractor The candidate/institution selected will be governed by and subject to UNICEF s General Terms and Conditions for individual contracts. Provide a minimum of three (3) professional references.
