OVERVIEW The Transport and Logistics Industry Skills Council (TLISC) covers a broad range of industry sectors including: Aviation Maritime Ports Rail Road Transport and Logistics Warehousing. The MAR13 Maritime Training Package, which was endorsed in February 2013 was developed to ensure close alignment with the regulatory requirements of national, state and territory marine authorities and to better address enterprise requirements and the changing technological nature of the Maritime Industry. In March 2013 the Australian Maritime Safety Authority (AMSA) became the maritime national regulator for commercial vessel safety regulation. AMSA also assumed the maintenance and development of the National Standard for Commercial Vessels (NSCV), which was revised and subsequently endorsed in May 2013. Revisions to the NSCV particularly impacted on the suite of near coastal qualifications in MAR13. As a consequence the MAR Maritime Training Package was developed to include near coastal qualifications and relevant units of competency. The suite of oceangoing qualifications will be added to the MAR Maritime Training Package in the near future. The MAR Maritime Training Package units of competency, qualifications and Skill Sets are a direct response to changes in NSCV Part D (Crew competencies). The endorsed components have also been restructured to align with the National Skills Standards Council Standards for Training Packages; a quality assured Companion Volume Implementation Guide has been developed and is available on the TLISC website. The MAR Maritime Training Package meets the requirements of the Standards for Training Packages and that this has been confirmed by the independent Quality Report (refer to Appendix B). Stakeholder agreement has been obtained for the components of the Training Package being submitted for endorsement. There are no outstanding issues related to any of these components. This submission to the NSSC includes: 11 qualifications 98 units of competency 5 Skill Sets. 3

SECTION 1 RESPONSIVENESS & RECOGNITION QUALITY PRINCIPLES Reflecting contemporary work organisation and job profiles With the development of MAR13, sector specific reference groups were established with representation from various aspects of the Maritime Industry and associated job roles. The reference groups comprised representatives from appropriate industry operators and peak bodies, regulators at both state and federal levels, major registered training organisations (RTOs) and union representatives, where applicable. Members of the Deck Near Coastal and the Engineering Near Coastal reference groups were reconvened to ensure the Coxswains and Engineer Class 3 qualifications for the MAR Maritime Training Package reflected the changes in NSCV Part D (as endorsed in May 2013). In MAR13 reference group members were required to establish the job roles applicable to their sectors and to identify the competencies that would be required. The job roles were then aligned to regulatory requirements and a structure for each qualification proposed. Once a structure had been agreed to, units of competency were developed and discussed with reference group members. With the development of the MAR Maritime Training Package the reference groups were asked to validate the MAR13 near coastal qualifications and provide advice on any changes that may be required. The AQF level for each qualification was also validated. Drafts of agreed material were then placed on the TLISC website for comment. Driven by industry needs The Government s new shipping reforms introduced new structural and regulatory changes that are aimed at revitalising Australia s Maritime Industry. The MAR Maritime Training Package will assist the Maritime Industry to meet these requirements. Responding to government broad policy initiatives In 2009 the Council of Australian Governments (COAG) agreed to establish a national transport regulator for the Maritime Industry as part of the government reform agenda. Under the new Marine Safety (Domestic Commercial Vessel) National Law, in March 2013, AMSA became the maritime national regulator for commercial vessel safety regulation, delivering a national system in Australia for the first time. With the commencement of this national system, AMSA assumed responsibility for the maintenance and development of the NSCV. TLISC has worked closely with AMSA to ensure the MAR Maritime Training Package will support this regulatory reform. The MAR Maritime Training Package qualifications, Skill Sets and units of competency: ensure close alignment with the regulatory requirements of national, state and territory marine authorities accommodate multiple job roles, enterprise requirements and the changing technological nature of the Maritime Industry. 4

In the MAR Maritime Training Package, qualifications and Skill Sets are directly aligned with the skills and knowledge requirements specified by marine authorities for regulated occupations in near coastal operations as defined in the NSCV Part D. On 16 November 2012 the Standing Council on Tertiary Education, Skills and Employment endorsed the Standards for Training Packages. In the future all Training Packages developed by Industry Skills Councils (ISCs) must comply with these standards. A key outcome of the development of the MAR Maritime Training Package is the transition of near coastal units of competency and qualifications in MAR13 into the Standards for Training Packages templates. Recognising convergence and connectivity of skills Safety underpins all work in the Maritime Industry and is specifically reflected in the MAR Maritime Training Package through two Skill Sets the MAR Safety Training Certification Skill Set and the MAR Shipboard Safety Skill Set. MAR Maritime Training Package qualifications build on these Skill Sets to reflect Maritime Industry specific requirements. The other Skill Sets reflect additional skills required to either bridge certification requirements or support additional roles: Marine Emergency Care, Craft and Communication Skill Set Marine Engineering Class 3 Near Coastal Maintenance Skill Set Marine Engineering Class 3 Near Coastal Shipboard Safety Skill Set. Supporting movement of skills within and across organisations and sectors While work in the Maritime Industry is specific to the industry, it is anticipated that other industries and sectors with a link to the Maritime Industry (such as fishing, tourism, harbor craft, public safety) will find MAR Maritime Training Package units of competency applicable to their situation. Where feasible, units of competency have been imported from other Training Packages (such as Business Services and Health). Promoting national and international portability The MAR qualifications, units of competency and Skill Sets have national portability. They are structured to meet the regulatory requirements of the Maritime Industry and as such are recognised nationally and internationally. MAR Maritime Training Package units of competency are based on international standards, where they apply. MAR Maritime Training Package qualifications are aligned to the Australian Qualifications Framework (AQF); the qualifications range from Certificate I to Diploma. Reflecting licensing and regulatory requirements Regulatory reform has been the main driver in developing the MAR Maritime Training Package. The MAR Maritime Training Package qualifications meet the educational requirements for certification; other certification requirements include sea service, AMSA approved first aid certificates, appropriate radio certificates, certificate of medical fitness and short course requirements. This information is identified in the qualifications concerned; people seeking certification are advised to check with AMSA. 5

SECTION 2 FLEXIBILITY & FUNCTIONALITY QUALITY PRINCIPLES Meeting the diversity of individual and enterprise needs The MAR Maritime Training Package qualifications are structured to meet the regulatory requirements of the Maritime Industry and as such use a core only model. The qualifications clearly indicate where MAR Maritime Training Package qualifications are currently cited as meeting some of the requirements for certification or accreditation by AMSA and that people seeking such certification or accreditation should check with AMSA. Supporting equitable access and progression of learners There are no prerequisite units of competency in MAR Maritime Package Training qualifications. In each unit of competency the guidance information for assessment states that Assessment processes and techniques must be appropriate to the language and literacy requirements of the work being performed and the capacity of the candidate. Supporting learner transition between education sectors The MAR Maritime Training Package supports learner transition between education sectors by allowing direct entry to qualifications and links to the higher education sector. MAR10313 Certificate I in Maritime Operations (General Purpose Hand Near Coastal) and MAR10413 Certificate I in Maritime Operations (Coxswain Grade 2 Near Coastal) provide school leavers with an introduction to the Maritime Industry. Supporting implementation across a range of settings The MAR Maritime Training Package Companion Volume Implementation Guide provides advice on pathways into and from the qualifications. The assessment requirements support implementation across a range of settings and can be modified for distance-based learners, be culturally appropriate, and suitable to the communication skill level, language, literacy and numeracy capacity of the candidate and the work being performed. Supporting sound assessment practice The requirements for assessment within the MAR Maritime Training Package only vary slightly from the wider requirements within MAR13. The assessment requirements specify: performance evidence knowledge evidence assessment conditions. Evidence of performance must be provided to demonstrate that the learner has successfully met the requirements of the elements and performance criteria in the units of competency. The frequency and volume of this evidence is to be determined by the assessor and would vary depending on the context under which assessment is conducted and the aptitude of the learner. 6

This approach supports AMSA s requirements for certification to be about an individual s progression through certification requirements (and by implication Training Package qualifications), as well as the Australian Skills Quality Authority (ASQA) principle that quality and quantity of evidence presented reflects that all aspects of competency have been satisfied and that competency can be demonstrated repeatedly. The Knowledge Evidence in the units of competency reflects the Skills and Knowledge required for certification as defined in NSCV Part D. In all cases where practical assessment is used it should be combined with targeted questioning to assess Knowledge Evidence. Holistic assessment with other units relevant to the industry sector, workplace and job role is recommended. Support implementation through compliance with National Register requirements The materials have been written to comply with the Standards for Training Packages and with NSCV Part D and the NSCV Part D skills and knowledge requirements. (See Appendix B for a copy of the Quality Report.) 7

SECTION 3 IMPACT OF CHANGES There are no known structural barriers to the implementation of the MAR Maritime Training Package. Industry priorities and expectations Industry priorities are that the MAR qualifications reflect the changes in the NSCV Part D (Crew competencies) and that training providers focus on providing quality training and assessment that meets the outcomes identified in the units of competency. Industry s imperatives and timelines for implementation of the components The National Standard for Commercial Vessels (NSCV) was endorsed in May 2013 and is currently being implemented. It is therefore critical that the MAR Maritime Training Package is implemented from 1 January 2014. Overarching expectations of industry for the delivery/assessment of the components No impact. Public/private training and assessment services The MAR Maritime Training Package qualifications and units of competency will replace the relevant near coastal qualifications and units of competency in MAR13. RTOs wanting to deliver and/or assess against the MAR Maritime Training Package will need to update their scope of registration accordingly. The revised assessment requirements in all units will assist application in a variety of industry environments and workplace contexts. Enterprises No impact. Licensing and regulatory environment No impact. Policy environment Training and VET policies were addressed through the consultation process. Systemic issues Key issues that will ensure the effective implementation of the new/revised qualifications and units of competency include: 8

robust and reliable assessment by RTOs, especially in relation to skills recognition practices enabling a twelve month transition arrangement from endorsement where previous and new qualifications could be available. 9

In March 2013 AMSA became the maritime national regulator for commercial vessel safety regulation. AMSA also assumed the maintenance and development of the NSCV. The NSCV is the standard prescribed in the Marine Safety (Domestic Commercial Vessel) National Law Act 2012. NSCV Part D is the prescribed standard in Marine Order 505 for crew competencies. The pathways include Certificate I for school leavers and participants in VET in Schools programs.
