READING The Corporate Officer gave a reading from the works of Thomas Edison. 2. APPROVAL OF THE AGENDA Council approved the agenda as amended. 3. MINUTES Moved by Councillor Dudy, seconded by Councillor Wallace, that Council adopt the following minutes: August 29, 2017, Regular Council Meeting August 29, 2017, Public Hearing 4. PUBLIC SUBMISSIONS Bylaw No. 18-376, Road Closure Bylaw, 2017 (6998 Furrer Road) The purpose of this bylaw is to close approximately 537 m² of undeveloped road that is surplus to municipal requirements. Don Porter, 1297 Highridge Drive: Inquired if closing the undeveloped road will eliminate public access the river in this area. On question, the Assistant Development and Engineering Services Director/Real Estate Manager advised that once this road is closed, there will not be any public access to the river in this area. Deputy Mayor Singh advised that improvements for public access would be made further down the road. There were no further submissions, and no correspondence was received regarding the adoption of this bylaw.

CONSIDERATION OF PUBLIC SUBMISSIONS Bylaw No. 18-376, Road Closure Bylaw, 2017 (6998 Furrer Road) Moved by Councillor Lange, seconded by Councillor Dudy, that Bylaw No. 18-376 be adopted. 6. PUBLIC INQUIRIES Frank Desmet, Kamloops Resident: Inquired about the $2.8 million spent on the Peterson Creek Multi-use Path and why this money was not spent on upgrades to Barnhartvale Road. The Public Works and Utilities Director advised that construction on Barnhartvale Road is scheduled for 2019. Requested information regarding the operating costs for all of the parks in Kamloops and the revenue generated by these parks. The Chief Administrative Officer advised that staff will provide him with the information. Don Porter, 1297 Highridge Drive: Inquired about the upgrade to Barnhartvale Road and why it does not include the last 200 m to Shumway Road. Deputy Mayor Singh advised that staff will contact him with the information. 7. REPORTS - Chief Administrative Officer The Chief Administrative Officer s Report was presented to Council as follows: Request for a Closed Council Meeting Moved by Councillor Dudy, seconded by Councillor Wallace, that Council authorize staff to schedule a Closed Council Meeting for September 18, 2017, under the Community Charter, Section 90(2)(b), the consideration of information received and held in confidence relating to negotiations between the municipality and a provincial government or the federal government or both, or between a provincial government or the federal government or both and a third party.

Page 3 Moved by Councillor Wallace, seconded by Councillor Dudy, that Council authorize staff to schedule a Closed Council Meeting for September 19, 2017, under the Community Charter, Section 90(1): (c) (e) (i) labour relations or other employee relations the acquisition, disposition, or expropriation of land or improvements the receipt of advice that is subject to solicitor-client privilege, including communications necessary for that purpose 2018-2021 Permissive Tax Exemption Applications for Not-for-profit Organizations September 5, 2017, prepared by the Finance Department to seek Council s authorization to approve 2018-2021 permissive tax exemption applications for not-for-profit organizations. Moved by Councillor Lange, seconded by Councillor Dudy, that Council: a) authorize the preparation of a bylaw for the properties identified on Attachment A to be one-third exempt from property tax for the year 2018, two-thirds exempt for the year 2019, and 100% exempt for the years 2020 and 2021 as a Permissive Exemption under Section 224 of the Community Charter b) DENY the permissive tax exemption application identified on Attachment B in accordance with Attachments A and B to the report dated September 5, 2017, prepared by the Finance Department. Agricultural Land Reserve Application No. ALR00042 (2725 Rosehill Road) August 31, 2017, prepared by the Development and Engineering Services Department to seek Council s approval to forward a proposed subdivision application in the Rose Hill neighbourhood to the Agricultural Land Commission for consideration.

(2725 Rosehill Road), to the Agricultural Land Commission for its consideration. Development Variance Permit Application No. DVP00493 (2634 Valleyview Drive) September 1, 2017, prepared by the Development and Engineering Services Department to vary the minimum lot street parcel in the RS-1 (Single Family Residential-1) zone from 15 m to 6 m to facilitate a panhandle subdivision in the Valleyview neighbourhood. Moved by Councillor Dudy, seconded by Councillor Wallace, that Council authorize distribution of Notice of Intent to issue Development Variance Permit No. DVP00493 for Lot 15, Sec. 1, Twp. 20, Rge. 17, W6M, K.D.Y.D., Plan 8262 (2634 Valleyview Drive) to vary Zoning Bylaw 5-1-2001, Division Seventeen, RS-1 (Single Family Residential-1), Section 1703, Regulations, to reduce the minimum lot street frontage for interior lots from 15 m to 6 m to facilitate a panhandle subdivision, in accordance with Attachment A to the report dated September 1, 2017, prepared by the Development and Engineering Services Department. Development Variance Permit Application No. DVP00503 (2135 Tranquille Road) Deputy Mayor Singh declared a conflict of interest with regard to his mother living adjacent to the subject property. August 31, 2017, prepared by the Development and Engineering Services Department to reduce the minimum street frontage in the RS-1 (Single Family Residential-1) zone from 15 m to 6 m to allow the creation of two panhandle lots within a four-lot subdivision in the Brocklehurst neighbourhood. Moved by Councillor Dudy, seconded by Councillor Lange, that Council authorize distribution of Notice of Intent to issue Development Variance Permit No. DVP00503 for Lot 91, D.L. 253, K.D.Y.D., Plan 1105 (2135 Tranquille Road) to vary Zoning Bylaw No. 5-1-2001, Division Seventeen, RS-1 (Single Family Residential-1), Section 1703, Regulations, to reduce the minimum street frontage for proposed Lots 3 and 4 from 15 m to 6 m, in accordance with Attachment A to the report dated August 31, 2017, prepared by the Development and Engineering Services Department.
