Job Purpose and Organizational Context Working under the direct supervision of the Strategic Planning and Results Specialist of the Regional Bureau for Asia and the Pacific, the JPO will contribute to the implementation of the Strategic Plan within the region, assisting in the appropriate alignment of the country and regional programmes with the Strategic Plan and supporting the development and achievement of higher quality programmes The Regional Bureau for Asia and the Pacific (RBAP) concentrates its efforts on building the region s capacity to promote inclusive, pro-poor growth, effective governance, and sustainable, resilient development as a strategy for accelerating the region s progress towards achieving the MDGs and advancing human development. It implements the UNDP Strategic Plan in Asia and the Pacific and delivers on UNDP s partnerships with development actors in the region while strengthening its own internal capacity in required substantive and managerial areas. The Regional Bureau provides guidance systematisation, portfolio management, performance analysis. The Bangkok Regional Hub (BRH) provides proactive support to country offices (CO) by responding to their demand for policy and programme advice and by ensuring alignment of country programmes with regional and corporate priorities. The Bureau also contributes to UN reform and coordination efforts by supporting the UN Resident Coordinator System in the region for greater coherence and harmonization of UN Country Teams. Technical and analytical support to the Regional Bureau in data collection and research (40%) Support and document key lessons derived from evidence monitoring of UNDP programme and activities, on what works, what does not work. Document effective and/or innovative monitoring practices and approaches for wider dissemination Assist to collect, analyze and consolidate data and information for the Strategic Planning and Oversight Team to draw recommendations for the overall programme and project quality improvement; Assist in identifying, collecting and processing of data on the development context and trends in the region to support periodic analysis and update of the regional priorities and focus, and for preparation of evidencebased publications (op-eds, public lectures etc.) Provide data support to rapid on-demand analyses on the specific issues and themes, as required by bureau directorate, to inform guidance, messaging, partner outreach and other evidence-based approaches 2. Support to regional monitoring and results, and knowledge management (40%) Assist to track and analyze regional programme and CO indicators for effective programme and management decisions; Consolidate data on CO results report and help in the analysis of regional results and performance analysis; Support in the systematic review of the CO and Regional IRRF data and highlight gaps, if any; Support in collecting and collating information for the use in regional and global results-based studies, 2
reviews, evaluations and reports, as required Stay abreast of other regions experiences in data management and results monitoring and share information on good practices for RBAP to consider and learn from Offer ideas, based on international and UNDP practice, for building effective knowledge management systems and tools 3. Partnerships and resource mobilization focal point (10%) Work closely with RBAP BERA partnership focal point to gather data and contribute to the development of donor profiles and intelligence about partners strategies, focus and evolving agendas; help organize and manage relevant databases Participate in key meetings and keep BKK regional hub abreast of the new resource mobilization developments. Assist in data support for donor reporting and annual consultations based on the regional analyses of results and expenditure patterns 4. Provides support to internal communication (10%) Under the leadership of the communications specialist, He/she will work on data visualization, Asia Connect and other internal communications initiatives V. Recruitment Qualifications Education: Qualifications and Experience: Master s Degree or equivalent Advanced Degree in a related field of expertise, such as law, human rights, political science, public administration, development studies, international affairs. Degree in law and/or human rights is an asset. 1. A minimum of two years of paid working experience in a field relevant to planning and data analysis; 2. Demonstrated understanding of monitoring and evaluation. Specific knowledge in area of monitoring techniques and practices is an asset; 3. Knowledge development contexts preferably of the Asia and the Pacific region is an asset; 4. Knowledge of cross-cutting, including gender equality, human rights and Sustainable Development Goals; 5. Excellent communication and writing skills; 6. Interpersonal skills and ability to works a part of a team, sharing information and coordinating efforts within the team; 7. Ability to take initiative, work independently, work under pressure and meet tight deadlines.
