Proposed Dates

Agenda Welcome, Housekeeping and Introductions History and CAC Charge Stormwater Utilities Meeting Logistics and Approach Exercises: Groundrules, Topics, Objective Criteria Next Meeting and Communication Stuff 6:40

History of PWD Stormwater Fees Stormwater Fees in Sewer Charge 1880 s to 1968 Equivalent Meter Charges 1968 to 1996 Meter Charges + Parcel Based Charges (Residential) 2002 to 2009 Move to Parcel Based Charges 2010 to present

How We Charge for Stormwater Mgmt: The Past Equivalent Meter Based on size of meter Poor proxy for runoff potential Only available proxy in 1970 s Recovers $112M annually in costs 40,000 non metered customers not billed

How We Charge for Stormwater Mgmt: The Change to Parcel Based What drove change? Commercial customer concerns Why? Believed overpaying due to large meters and small IA When? Appealed to PWD since late 80s Results of appeal: 2002 Rate Case PWD commitment 2008 Rate Case Change approved

Current Situation Concerns over large rate/bill changes 2011: CAC reformed to discuss: Rate relief Special ratepayer py cases Credits Incentives

Charge to the CAC To provide advisory opinions to PWD on topics related to rate structure, stormwater credits and incentives, and special ratepayer situations to be considered as a part of the PWD s 2012 rates case.

Agenda Welcome, Housekeeping and Introductions History and CAC Charge Stormwater Utilities Meeting Logistics and Approach Exercises: Groundrules, Topics, Objective Criteria Next Meeting and Communication Stuff 7:00

How Nature Manages Stormwater Evaporation Plant uptake Soil infiltration Water is cleaned as it filters Replenishes the groundwater Feeds stream base flow

Consequences of impervious land Two to five times the level of runoff volumes peak flows, and pollution: Combined system overflows to rivers and streams Overflows contain sewage, g, bacteria, trash, oils, etc Basement backups Flooding Reduced groundwater tables

What costs us money? That is what we have to charge for Peak Flow = flood control issues, conveyance sizing Volume of Flow = maintenance, volume treatment costs Quality of Flow = compliance, stormwater treatment Combined Sewers Complicate Things

The two parameters that best reflect peak, volume and water quality are GROSS AREA IMPERVIOUS AREA of 1200 stormwater user fees of 1200 stormwater user fees 94% use IA or GA+IA only

A user fee must Be fair and reasonable Be based loosely on demand Not be illegally discriminatory Have total t costs substantially related to provision of facilities and services Include a reduction provision i.e. credits

How a Fee is Calculated Example Fee Calculation 80,000 gross area 20,000 impervious area Fee = 80000/500*$0 $0.526 = $84.16 20000/500*$4.145= $165.80 $2.53 fixed fee Total Fee= $252.49/mo Phase in July 2010 for four years, 25% a year Residences pay $13.48/mo

Agenda Welcome, Housekeeping and Introductions History and CAC Charge Stormwater Utilities Meeting Logistics and Approach Exercises: Groundrules, Topics, Objective Criteria Next Meeting and Communication Stuff 7:15

PWD has a singular goal to hear you! Open dialogue before the next rate case Hear and understand different opinions we all will learn Hear new ideas Understand the range of opinions Gage level of agreement with ideas and concepts Consensus is not necessary sharing and listening i is! i!

We need to stay within some safe boundaries We have some givens PWD will continue to do stormwater and bill for it (#1 & #5) PWD must pay for its complete program revenue neutrality (#2) We must stay legal and meetrational nexus tests: parcel based fees (#3 & #4)

Simple Three Week Process Pre meeting materials a week ahead Good dfood! Short Presentation/Orientation Discussion and Exercises Out by 8:30 (unless you give permission to stay a bit longer to finish something)

Agenda Welcome, Housekeeping and Introductions History and CAC Charge Stormwater Utilities Meeting Logistics and Approach Exercises: Groundrules, Topics, Objective Criteria Next Meeting and Communication Stuff 7:30

Potential Ground Rules Play Nice 1. Wait to be recognized. Stayon topic 2. Stay on topic Do you want to: 3. One question at a time 4. Sharetime with others 5. Avoid sidebar discussions 6. Arrive on time and stay till the end 7. Send an alternate if you cannot attend a meeting Delete any? Change any? Add any? a culture of honor

What will we be discussing? We need a certain amount of money zero sum game We must pass legal and rational nexus tests Our goal is fairness everyone do their share Higher Fees Lower Fees The Sleepy Valley

The steps we take in rate development 1. What is stormwater? 2. What does it cost? (costs to pay for) 3. How should we divvy up the costs? (basic rate structure) 4. Where else can we get money? (other fees and income) 5. Are there loopholes to close? (special cases) 6. Who should get a break? (exemptions) 7. Who should be rewarded? (credits) 8. What do we want to stimulate? (incentives) THEN

Proposed Roadmap See handout 3 for details What are we missing? What are we missing? You can make suggestions later too

Previous CAC s Criteria 1. Be clear and understandable d 2. Promote stormwater revenue stability 3. Rfl Reflect what hthas been learned din other places 4. Promote good stormwater management behavior 5. Don t tharm the City (residents or businesses) 6. Be efficient 7. Becost effective Deletions? 8. Be revenue neutral 9. Be equitable and fair 10. Promote good stewardship of financial and environmental resources Changes? Additions?

Announcements 10 meetings, Thursdays Next meeting is May 19 th Handouts will be sent around May 12 th Thank you awesome CAC!
