Comment Sheet 1 of 5 Sheets 1 Page 17, 6.D 6.D: Conflict of Interest states that the Lead Contractor and Lead Designer on a designbuild team are prohibited from submitting on multiple proposal for the Project. Please advise if a Lead Contractor on a design-build could be submitted as a dedicated subcontractor for a specific scope of work on a separate design-build team. The lead contractor is prohibited from submitting on multiple proposals. 2 Page 11, E.1 E.1: Experience of Proposer s Team states to provide descriptions for a maximum of 10 representatives projects. There are 10 pages allowed for these 10 projects. In order to provide the required project information, would Palmetto Railways increase the allowable number of pages to 20? The maximum page limit will not be changed. 3 5.B.5 (p16 of 23) and 3.D (p8 of 23) The font size of 12-point Times New Roman and double space requirements will limit the information provided in the resumes. We request Palmetto Railways consider making the font size 10-point Times New Roman and single space for the resumes so responders will be able to submit the information needed to provide all the necessary qualifications for each key personnel positions. 1.5 spacing will be allowed. A change to 5.B.5.c. will be reflected in Addendum 2 to the RFQ. 4 3.C.1 Organizational Chart and Team Structure is limited to one (1) page but this section also requires a) narrative describing functional relationships, b) One (1) additional page will be allowed for the Team Structure narrative. In addition to the 11x17 Organizational Chart, we kindly suggest at least two additional pages be added to this section in order to include the requested narrative. 5 D Experience of Key Personnel is limited to 16 pages. Can we reduce the requirement for line spacing from double space to 1.5 or single spacing in order to fully demonstrate our Key Personnel capabilities and most relevant experience? Otherwise, we kindly suggest using the 2-page SCDOT D/B Resume Template (copy attached). 1.5 spacing will be allowed. A change to 5.B.5.c. will be reflected in Addendum 2 to the RFQ. 6 E.2 Can we include the Quality of Past Performance narrative behind each corresponding Project Description form in the appendix? If not, where should we include this narrative? SCDOT allows separate forms for the Quality of Past Performance (copy attached). Quality of Past Performance should be addressed within the 10 page limit of E and/or within D of the Project Description Form (Attachment B). 7 G In addition to the contracting entity, are the other firms on the Team required to sign the Disclosure of Potential Conflict of Interest Statement forms (Lead Design Firm as well as subcontractors, and subconsultants)? Disclosure of Potential Conflict of Interest Statement. 6E states that If no member of a Proposer s team has a potential conflict of interest, the Proposer shall submit only one Disclosure of Potential Conflict of Interest Statement. Otherwise, any team member with a potential conflict of interest shall submit a Disclosure of Potential Conflict of Interest Statement. 8 3.D.5.a.iii Referencing the requirement that the Camp Hall project be the Lead Design Engineer s sole responsibility which requires him to be dedicated No, it is not acceptable that the Lead Design Engineer have competing project responsibilities during the design phase of the Project. Given the quality of the Lead Design Engineer that we are intending to propose he will have some other responsibilities within the firm to guide design teams with various clients. We will commit that our Lead Design Engineer will be responsive and available for discussions throughout the design phase to ensure a quality design, we believe this complies with the intent of the RFQ, is this acceptable? the Lead Design Engineer is dedicated solely to the Project for the duration of the design phase. It is reasonable to assume that the Lead Design engineer would have other non-project and admininstrative responsibilities within his or her firm. 9 5.B Proposer requests that tabs, cover and table of contents do not count towards page restrictions. Cover page and Table of Contents shall not be counted towards the specified page limit in 5.B.2. 5.B.2 states that Dividers or tabs are not included in the specified page limit. 10 C.2.c Proposer requests that one 11x17, in place of an 8.5x11 sheet can be used to show project risks to better demonstrate the project approach. This page would only count as one page within the existing page restrictions. No change will be made in response to this question. The referenced, Resources and Project Approach, is limited to 7 8.5 x 11 pages. 11 4 12 Can Palmetto Railways provide a summary of the evaluation criteria metrics, and maximum points to be assigned on the selection criteria items to be used for scoring the Statements of Qualifications submitted by proposers? Does the Proposer need to prepare a formal presentation for the SOQ interview? If so, does Palmetto Railways have prescription for an outline on the SOQ interview? SOQ s will be evaluated against the Project goals and minimum requirements identified in the RFQ. Specific values for these will not be shared with Proposers. Additional guidance regarding the interview format and content will be provided as part of the invitation. How many members of the Proposer s team may be permitted to attend the SOQ interview? 13 3.D.4.e 14 15 Would you consider changing the requirement for the Project Manager to reside within thirty miles to forty miles to encompass the metropolitan Charleston area? In order to evaluate our project approach and critical risks, we need to know what materials will be supplied by the Owner and what is the delivery method of each? In particular, the following: a. Rail: What lengths will be supplied (ribbon rail or 80' lengths)? b. Rail, Turnouts, Ties & OTM: What is the delivery method? Can you provide the percent complete for the following design elements? This will allow us to determine the engineering and design needs to properly prepare the SOQ. Project site is approximately 30 miles from Charleston, and the Project Manager shall reside within 30 miles of the project site. Any reasonable deviation from this requirement, will be evaluated on a case-by-case basis. Final approval of any deviation will rest with Palmetto Railways. All materials will be provided by the owner and will be FOB a certain location. Details related to materials supplied by the Owner, if any, will be provided in the RFP. An Environmental Assessment (EA) is being prepared for the Project under the direction of the United States Army Corps of Engineers (USACE) and the Surface Transportation Board (STB). Road crossings. underway to a level commensurate with the progress of the ongoing NEPA study. Upon issuance of the RFP, shortlisted Proposers will be given access to the available design information, which is anticipated to be at the 60% level for bridges and at the 30% level for all other elements. Along with the design products, it is anticipated that a preliminary drainage report, a preliminary geotechnical report, and a preliminary utility report will be provided to shortlisted Proposers. A draft outline of the RFP package is attached as information. 16 Can the Attachment B project forms, tables, charts and other graphics developed for the SOQ be single-spaced? Attachment B shall be formatted as required in 5.B and does not count against the. The Attachments B and C will be provided to Proposers in native Word format so that additional sace may be used if necessary. 17 Is the required one inch border to the text or to anything printed, i.e. to a header or footer for page top/bottom or pictures on the side?
