RIVER BASIN APPROACH:
(1) For Telemetered River Basins Operation: FLOOD FORECASTING & WARNING SYSTEMS (FFWS) * PABC (Pampanga-Agno-Bicol-Cagayan RB) * Pasig-Marikina RB Telemetered River Basins: Pampanga RB 1973, rehabilitated in 2009 Agno, Bicol & Cagayan RBs 1983 (Agno system was rehabilitated 2011.) Pasig-Marikina 1993, 2004 Major Dams: Angat & Pantabangan 1986 Binga, Ambuklao & Magat 1992 San Roque 2001 In 2009-2012, implemented the JICA Technical Cooperation Project for the Strengthening of Flood Forecasting and Warning System for Dam Operation
Existing facilities for Flood Early Warning System (For River basins and dams): Rainfall station Flood Forecasting and Warning- Main Operation Center Telemetry Equipment Communication tower Water level gauge River Center and its Operation Room Rain gauge and solar panel Fixed and mobile warning facilities
(2) For Dam Operation & Management: FLOOD FORECASTING & WARNING SYSTEMS FOR DAM OPERATION (FFWSDO) - Collaborative undertaking between the and the dam offices, (National Power Corporation and National Irrigation Administration), DPWH, OCD and NWRB - Convene as a Committee (JOMC, Joint Operation and Management Committee) National Flood Forecasting and Warning Center - provides the meteorological condition for the effective operation of the spillway during inclement weather condition Dam authorities in their respective areas of jurisdiction - NPC (Ambuklao, Binga, San Roque, Angat, CBK) - NIA (Magat, Pantabangan) Monitoring agencies
(3) For Non-telemetered/ Ungauged/ Poorlygauged ) River Basins: Issuance of General Flood Advisories (GFAs) Cascaded to Local Government units through the OCD COMMUNITY BASED FLOOD EARLY WARNING SYSTEM (CBFEWS)
Flood Forecast Products 1. Hydrological Forecast is a general information/condition of the river basins which are being monitored by. It is prepared daily during non-flood watch period/ during low flow periods or when the expected streamflow is generally normal. Hydrological Forecasts are prepared and uploaded in the website by the Duty Hydrologist. Time of issuance: 8:00 AM daily, with 24-hours validity period Contents/Information: present weather system affecting the basin, observed and forecast rainfall, forecast average stages/discharge of rivers/lakes/swamps, relevant additional information/comments
Flood Forecast Products 2. Basin Bulletin for Pampanga, Agno, Bicol and Cagayan (PABC) River Basins Basin Flood Bulletins are flood forecasts in the form of warning, which are prepared twice daily during flood watch. In the event that there is a significant rise in the water level, an intermediate basin flood bulletin is issued at 10:00 AM and 10:00 PM. This is being issued by the respective river centers of Pampanga, Agno, Bicol and Cagayan river basin. Time of issuance: Twice daily at 4:00 AM and 4:00 PM Contents/Information: Date and time of issuance, validity period of the bulletin, average basin rainfall (cumulative), forecast rainfall for the next 24 hours, expected hydrological response of the basin and its tributaries, advice to the concerned agencies to take appropriate measures.
Flood Bulletin
Flood Forecast Products 3. General Flood Advisory (GFA) is a flood bulletin in general or simple form. It is a hydrological information for the concerned public to be aware or prepare for the expected flood or high streamflow. It is issued to non-pabc river systems (with or without CBFEWS) where the proximity of the available real-time or near-real-time rainfall (synoptic, etc.) and/or water level data can serve as inputs. It is being issued if there is a forecast of significant rainfall based on the meteorological/numerical models and others, even if the past/observed rainfall over the concerned area is considered nil. Time of issuance: Once daily or as the need arises Contents/Information: present weather, observed rainfall from the nearest synoptic station, forecast rainfall, watercourses that are likely to be affected expected hydrological response of the river system, advice to the concerned agencies to take appropriate measures.
General Flood Advisory For Non Telemetered River Basins Forecast Rainfall Category 1. Light rains 2. Light to moderate 3. Moderate to Heavy Required Actions: 1. To take precautionary measures e.g. close monitoring 2. To be alert for possible flashflood and landslides 3. To take appropriate actions
. Other Products 4. Dam Updates, summary of the current level of the major dams being monitored. It shall be prepared and uploaded daily on the s website by the Duty Hydrologist. It is issued during nonflood watch. Time of issuance: Once daily at 6:00 AM Period of validity: 24-hours NOTE: during Flood Watch, dam updates are carried-out every 2 hours, especially in the event of an increase in the reservoir elevation, increase in gate opening/discharge from the dam Contents/Information: previous & current elevation (at 6:00 AM), deviation from the Normal High Water and Rule Curve elevations, gate opening (if any)
5. Dam Hydrological Situationer, an information about the current hydrological status of the major dams being monitored. It is prepared and uploaded daily on the website by the Duty Hydrologist. It is issued during non-flood watch. Time of issuance: Once daily at 9:00 AM (based on the latest available reservoir water level elevation which is usually at 6:00 A.M.) Period of validity: 24-hours Contents/Information: present weather system, observed and forecast rainfall, expected hydrological response of the reservoir/dam, relevant additional information
6. Dam Discharge Warning, an information about the impending release of water from the monitored dams/reservoir. Time of issuance: opening of gates) As the need arises (at least 5 hours before the Period of validity: Updated on the event that there is an increase in the gate opening/discharge from the dam/reservoir. Any new information regarding the spillway operation shall also be reflected in the Dam Updates. Contents/Information: weather synopsis, basin rainfall (cumulative), forecast rainfall, time & number of gate opening, expected hydrological response Aside from Dam Discharge Warning, the NPA/NIA dam offices will also activate their fixed warning sirens and patrol cars to forewarn the people living in the target areas of an impending release of water from the dam. All information are disseminated to the concerned LGUs thru telephone/fax.
