Organizational Context UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. 1

The UN Women Multi-Country Office (MCO), located in New Delhi India, oversees programming in India, Sri Lanka, Maldives and Bhutan. The MCO plays a strategic role ensuring close communication and cooperation in partnership with the UN Women Regional Office in Bangkok. Under the strategic guidance and direction of the UN Women Representative, the Deputy Country Representative is responsible for the day-to-day management of the Multi-Country Office (MCO). The incumbent is responsible for substantially contributing to the design, implementation, management and oversight of the Country programme and to the operations supporting its implementation to ensure effective and efficient delivery of results as planned in UN Women s Strategic Plan and the MCO s plans. The incumbent is expected to bring innovative thinking which fits and adapts to the changing environment to the strategic development of the programme portfolio, and to help raise resources to fund it. He/she also plays a key role in ensuring effective use and management of UN Women resources (material, financial and human) in compliance with UN women programming and operational policies and regulations. III. Functions Summary of key functions: 1. Provide advisory and specialized technical support on the strategic direction of the office; 2. Manage the MCO s programme teams and coordinate with the operations team; 3. Participate in UN System Coordination; 4. Provide technical support in creation of strategic partnerships and resource mobilization strategies; 5. Represent UN Women and support advocacy strategies; 6. Facilitate knowledge management, innovation and capacity building. 1. Provide advisory and specialized technical support on the strategic direction of the office: Act as senior member of the management team; Advise the Country Representative on strategic areas and formulation of programs and management operations, including work planning; Provide specialized technical and strategic support in managing all aspects of Country Office programme design and management of related activities and for ensuring accountability in programme monitoring, reporting and evaluation; Draft policy documents, briefs and other strategic papers/materials for use in the development and presentation of innovative and coherent policy and programmatic positions in support of national development priorities and commitments to gender equality and women s empowerment, incorporating regional and global perspectives and contributing to regional and global strategies. 2. Manage the MCO s programme teams and coordinate with the operations team: Serve as officer-in-charge in the absence of the Country Representative; Manage the day-to-day work of the programme team and work closely with the operations team; Provide advice on best and innovative programming and management practices to enhance programming and operations; Manage the effective application of results based management tools and monitor progress on mutually agreed results frameworks and performance indicators; Finalize programme and operations annual workplan for the Country Representative s approval and monitor day-to-day implementation of programmes; Coordinate the planning and conduct of situational analysis by the programme team in the MCO to gather information and data for programme design, planning, management, monitoring and evaluation; Oversee/Lead the process of programme formulation, planning and preparation, ensuring alignment with the Country Strategic Note, corporate policies/procedures and guidelines; 2

Lead the process of preparing programme implementation progress reports and identify areas for UN Women Representative s action and/or decision; Oversee the management of material and financial resources, in line with UN Women policies, rules and procedures; Provide managerial direction, guidance and leadership to programme staff and provide performance feedback and coaching to staff under supervision; Provide technical support to the development of the Office security strategy and plan as required. 3. Participate in UN System Coordination: Represent UN Women in the UNCT to strengthen UN system interagency coherence, collaboration, cooperation resource mobilization, advocacy, common services, and operations, in the Representative s absence; Collaborate with inter-agency partners/colleagues on UNDAF development planning of programmes; Promote UN coordination on gender equality, including in gender theme groups, UNDAF formulation and monitoring, promote joint programming initiatives and innovations in partnership with the UNS incountry. 4. Provide technical support in creation of strategic partnerships and resource mobilization strategies: Establish and maintain relations and consultations with government, partners, stakeholders and donors to achieve active collaboration, cooperation and alliances on programme development and implementation, resource mobilization and strategic partnerships; Represent UN Women in meetings as delegated/appropriate; Seek out UN Women s participation in UN system thematic and other working groups to advance UN Women s mandate; Advocate UN Women s mandate with government counterparts, donor communities and other partners through programme implementation. 5. Represent UN Women and support advocacy strategies: Represent UN Women in meetings as delegated/appropriate; Represent UN Women in national and international fora as requested; Provide inputs to advocacy and public communication strategies. 6. Facilitate knowledge management, innovation and capacity building: Identify lessons learned and areas of emphasis to guide programme improvements and future strategic development planning; Manage the process of collecting and sharing lessons learned on gender equality and women s empowerment to build knowledge and capacity of partners and stakeholders; Design and implement capacity building training activities to enhance skills and knowledge in results based management; results based reporting and budgeting, and systematic quality assurance; Identify lessons learned from resource and staff management to ensure effective change management as required in adapting the programme and MCO to meet changed circumstances. IV. Key Performance Indicators The effective support provided by the Deputy Representative to the strategic development and management of programmes, to their effective and efficient integration with operations in the country office, and the technical support provided to UN Women s coordination mandate, directly impact the quality of UN Women s programme development, implementation and results and the quality of its technical expertise. This in turn directly impacts on the credibility and image of UN Women as an effective and efficient partner and as the leading knowledge-based technical and advocacy organization for gender equality and for the empowerment of women. 3

VI. Recruitment Qualifications 4

Education and certification: Master s degree in international development, public administration, public policy or other relevant social science fields. Experience: A minimum of 7 years of relevant professional experience that combines intellectual, strategic and managerial leadership in development programmes with a strong focus in the area of gender equality and women s empowerment at the national or international level, preferably in developing countries within the UN system, Agencies, Funds or Programmes. Field based experience working with multi-cultural teams. Experience in leading a team Language Requirements: Proficiency in written and spoken English is required Knowledge of another UN working language will be an asset.
