SMALL HARBOR IMPROVEMENT PROJECTS PROGRAM (SHIPP) - MUNICIPAL Connec=cut Port Local Matching CITY - TOWN PROJECT DESCRIPTION Project Total Authority Funding Funds Essex Update Harbor Management Plan $ 42,500.00 $ 30,000.00 $ 85,000.00 Fairfield Update Harbor Management Plan $ 6,500.00 $ 6,500.00 $ 13,000.00 Fairfield Reconstruct Ramp and Dredging $ 266,000.00 $ 11,478.20 $ 277,478.20 The Town Boat Yard at Southport Harbor project is to dredge the marina basin and reconstruct the boat launching ramp, thereby providing for increased u>lity of the boat launching ramp at all stages of the >de cycle and for long- term efficient use of the south marina docs. The Town Boa Yard provides floa>ng docks, a boat launching ramp, a public landing and other facili>es used by Town residents and the general public for access to the harbor. Norwich Update Harbor Management Plan $ 7,500.00 $ 7,500.00 $ 15,000.00 Wethersfield New Boat Ramp $ 765,000.00 $ 100,000.00 $ 865,000.00 This project is for the construc>on of a replacement boat launch ramp at Wethersfield Cove. The Town developed a master plan for improvements to Wethersfield Cove in 2000. The goal was to invigorate use of the marina by improving the facili>es. The replacement boat launch is the final phase of the Cove Marina Facili>es project. The boat launch is designed to func>on during the wide range of Connec>cut River water levels making it more accessible to users and emergency services.

West Haven Feasibility Study for Ramp $ 59,800.00 $ - $ 59,800.00 This planning grant is to undertake a Feasibility Study to complete a conceptual design of a new boat launch ramp. The State of Connec>cut DEEP has approved the use of State owned property located on Kimberly Avenue adjacent to I- 95. The City has an interest in developing a new facility along the federal naviga>on channel providing sufficient water depths at all >de ranges. Clinton Reconstruct Ramp and Dredging $ 110,000.00 $ - $ 110,000.00 The Town is seeking a planning grant to undertake Engineering Design and Permi[ng associated with replacing the Town s boat ramp facility located at the Town Marina. The Clinton Marina provides services for recrea>onal boat dockage, Clinton volunteer Marine Division, and the Clinton Policy Department Marine Division and boat launch. Stamford West Beach Ramp & Docks $ 120,000.00 $ - $ 120,000.00 The City is seeking a planning grant to undertake Engineering Design and Permi[ng associated with replacing the City s boat launch ramp. The project site is in West Beach on Westco\ Cove. The City s Master Plan completed in 2015 recommended improvements to the West Beach boat ramp, including lengthening and adding addi>onal floa>ng docks. The improvement will increase public access and convenience. The project will also address the dredging needs to maintain a viable boat launch ramp. Milford Lisman Landing Dock Repairs $ 398,000.00 $ - $ 473,260.00 This project funds the re- decking of the exis>ng docks in the Lisman Landing Marina. The decks were installed new in 1985. The City hasn t had the need to improve the decks un>l now. This project will improve public safety and use of the facility. Norwalk Reconstruct Visitors Dock $ 908,250.00 $ 908,250.00 $ 1,816,500.00 The project is to reconstruct the visitor docks at the Donovan Boa>ng Center. The Norwalk visitors dock and public boat launching ramps is the central facility for public boa>ng ac>vi>es in the harbor and for public access to the Norwalk waterfront. Reconstruc>on of the docks will ensure op>mum use and long- term viability of the water dependent facility.

Groton- Town Nau=lus Dock $ 730,000.00 $ - $ 730,000.00 Groton- City The mooring pier of the Historic Ship Nau>lus is connected to the Submarine Force Museum facility by an exis>ng access pier. This exis>ng pier structure is not suitable for accommoda>ng water taxi dockage. The proposed floa>ng dock and associated piles will be connected to the adjacent Ship Nau>lus mooring pier. The new floa>ng dock will serve to connect the Submarine Force Museum to the other Thames River Heritage Park anchor sites via water taxi service. With this dock in place, the connec>on to the rest of the historic and cultural sites on both sides of the Thames River will be complete, allowing a full experience for visi>ng tourists. The U.S. Navy Commanding Officer, Submarine Base New London, has agreed to take final ownership for the dock and all associated life cycle maintenance costs. Thames Street Dock- New $ 54,400.00 $ - $ 54,400.00 Waterford This planning grant is to retain the professional services of a coastal consul>ng firm for the purposes of design development of a non- opera>onal sire into a func>onal waterfront boa>ng and recrea>onal facility. The work is directly related to the City s long- erm plan for the site, which is to develop a passive waterfront park and recrea>onal boa>ng access facility to be known as Thames Street Harbor. Mago Point $ 35,000.00 $ - $ 300,000.00 This planning grant is to implement several small improvement projects at Mago Point. The project will result in increased public access to the Nian>c River and will have a direct benefit to the local economy by connec>ng mari>me ac>vi>es with redevelopment occurring at Mago Point. The projects include the installa>on of new moorings for transient use, construc>on of an accessible dock to accommodate a taxi service in the Nian>c River, and an expansion of public park space adjacent to the river.

Stracord Emergency Service Dock $ 13,700.00 $ - $ 13,700.00 This planning grant is to retain a selected engineering firm to prepare the necessary project plans and regulatory permit applica>ons. The loca>on of the emergency dock is in the area knows as the Coast Guard Auxiliary Pier in the Birdseye Street river access area to the Housatonic River. This is the principal area for Town access to the Housatonic River is include: boat launch ramp and docks, public fishing pier, public parking and overlook. The Straeord Fired Department has iden>fied this site as desirable for permanency berthing of its fire boat. Chester Chester Creek Design and Planning $ 15,000.00 $ - $ 15,000.00 Madison This planning grant is for the evalua>on, engineering design and permi[ng for the dredging of he entrance to Chester Creek off the Connec>cut River. Access to and from the Creek facili>es requires maintenance dredging every 10-15 years. It was last dredged in 2001. The Creek is a valuable channel for traffic for the 542 boats homeported therein. The intent is to place the dredge material on an upland area that has accepted this material in the past. Feasibility Study for Marina $ 90,000.00 $ - $ 90,000.00 Stonington This planning grant is to conduct a feasibility study to explore the possibili>es for expanding the footprint of the recrea>onal boa>ng area at Garvin Point. The study will inves>gate the construc>on of a 40-50 boat marina, the mooring of the Town s fire boat, and boat launching ramp. South Pier $ 255,000.00 $ - $ 255,000.00 This project is a planning grant to complete Phase 1 preliminary design and permi[ng, Phase 2 final design, construc>on documents and bid manual. The South Pier is a cri>cal infrastructure element within Stonington Harbor. The pier is part of the Town Doc complex, and provides an important access point for commercial fisherman, protects valuable resources within the harbor and enables public access. If not repaired, the facility would affect the local businesses that u>lize the pier.

Stonington Breakwater Reconstruc=on $ 135,000.00 $ - $ 135,000.00 This project is a planning grant to complete Phase 2 final design, construc>on documents, and bid manual. This structure was originally authorized by Congress for the US Army Corps of Engineers to construct in 1830. Its purpose was to be a barrier to protect the east side of the harbor providing shelter from storm driven waves into the harbor. Since maintenance was abandoned by the Government, it has been suffering substan>al and accelera>ng damage, as the breakwater has lost both mass and structural integrity. This year the Government de- authorized the structure, placing ownership back to the State/Town. As a result, the Town is moving forward with reconstruc>on of the breakwater. TOTALS $ 4,011,650 $ 1,063,728 $ 5,428,138
