1. Purpose of this document The purpose of this guide is to give potential users a quick understanding and background of these Hyde Framework Agreements and how other social housing providers are able to access them. 2. About Hyde Hyde is an award-winning provider of homes and builder of communities that makes a lasting difference to people s lives. Hyde has been delivering services that matter since 1967, including value added services such as financial inclusion support, employment and debt advice. The Hyde Group builds new homes and neighbourhoods ranging in size from a few homes to complex, major mixed-use urban regeneration schemes providing thousands of new homes. Our Corporate Plan has three strategic priorities: Growth, Increasing Capacity and delivering quality services, which are reflected in Hyde s approach to procuring development and construction services. 3. Procurement @ Hyde The corporate procurement team within Hyde is an established commercial centre of excellence, influencing 100% of all non pay expenditure Our remit within the organisation is as follows: Manage each year >30 large scale (above 100,000 contract value) spend reviews and tenders with 3 rd parties, working closely with relevant budget owners Current pipeline of s over 1bn Provide help, guidance and specialist expertise to all staff in relation to: Value for Money Commercial Market Intelligence Strategic Contract Management Purchase 2 Pay Optimisation Business Partner Negotiation
Manage a central contracts database for all organisational contracts above 100k Work closely with Executive Team members and their teams to ensure full business compliance is achieved against both best practice and legal requirements 4. Framework Objectives This procurement has been designed to recognise the companies who will best fit Hyde s vision and objectives. The markets that Hyde operates in are changing; residents expectations are increasing; technological and communication developments provide opportunities for improving service, management and cost. Hyde has appointed companies that it can work with to help develop and continuously improve the quality of its development programme and drive maximum value for money from its construction supply chain. 5. Framework Scope There are 3 separate Hyde frameworks, which are structured as follows: Frameworks Scope of Services Architectural Services Employers Agent Services Construction Management Architectural Services Landscape Design (optional) Planning (optional) Employers Agent and Contract Management Services (Including Principal Designer and Cost Consultancy) Clerk of Works (optional) Construction Management Services Geographic Scope All geographic regions within the Hyde Group area of operation from time to time including but not limited to London and the surrounding eastern, south eastern and southern areas of the UK. Awarded from November 2014, all three Agreements last for a period of 3 years, with an option to extend by an additional 12 months. However, contracts called off under the Framework Agreement may, where appropriate, continue beyond the 3 year term of the Framework Agreement. It is envisaged that the call-off contracts awarded to framework Consultants will last for a period of up to an initial 3 years, however, the contracts will provide the Employer with the opportunity to terminate or reduce the workload under specified circumstances and appoint other Consultants from the Framework Agreement using a direct selection or mini competition approach. 6. Who can use the Framework? Social Housing Providers in the UK (both those that are in existence now and those that may come into existence during the term of the Framework Agreement) are entitled to call-off contracts under the Framework Agreement. A Social Housing Provider for this purpose means any provider of social housing and includes Registered Providers (as listed on the Tenant Services Authority Website: www.tenantservicesauthority.org), Local Authorities and ALMOs. Applicants should note that, under the Framework Agreement, no organisation that is entitled to call off shall be under any obligation to do so, neither does the Social Housing Provider in question have the automatic right to do so without direct permission from The Hyde Group. 7. Framework Benefits There are a number of potential benefits to be achieved by using this Framework namely: The Framework has already carried out a tender process which is compliant with UK and European Procurement Law - thereby saving you valuable time and resources with greatly reduced procurement timescales. There is no need to advertise the requirements, and there are no minimum time periods within the process to which you must adhere. Consultants listed on the Framework agreements have already been assessed for their operational, technical and professional conformance and capabilities. Pre-agreed terms and conditions are imbedded into the Framework agreement.
Direct Selection or Mini Tender procedure available to ensure that s can get underway quickly and efficiently. Competitive fee structures - fixed for all consultants on the Employers Agent Services & Architectural Services Frameworks 8. Expressions of Interest Users considering using the Frameworks should, in the first instance, contact the Hyde procurement team helpdesk to express your interest in utilising the Frameworks: Email: procurementhelpdesk@hyde-housing.co.uk Tel: 020 3207 2533 Once received you will be contacted by the Framework Manager to discuss your and request in more detail. The Hyde Framework Manager will then assess whether your qualifies for using the Framework. If eligible, the Framework Manager will provide information on how to access the Framework. If a Social Housing Provider wishes to use any of the Frameworks, they must sign an access agreement and comply with the Frameworks terms and conditions of use. Participating bodies should develop their own individual working procedures that comply with their own contractual procedure rules and the Framework principles. 9.
