PREFACE One of the key national education initiatives being implemented to help our youth succeed in the workplace is the School-to-Work initiative. The School-to-Work initiative provides an avenue to prepare students for the world of work by creating a smooth transition from the school environment to the work environment. A diagram of this model is shown below. In Oklahoma, the implementation of the School-to-Work model has led to the development of Occupational Competency Guides. Occupational Competency Guides provide career preparation guidelines endorsed by industry. These guidelines were validated by an Executive Committee composed of top management officials from various size companies throughout Oklahoma. We thank the following Executive Committee members for their support and dedication to the Schoolto-Work initiative. INTRODUCTION This document is composed of four sections. Section One provides occupational job descriptions. These descriptions include the definitions provided in the Dictionary of Occupational Titles and/or Classification of Instructional Programs Code Handbook as well as definitions endorsed by the Oklahoma Occupational Competency Guide Committee. Section Two presents a secondary plan for possible academic and vocational course options. The academic courses introduced in this section represent college entrance and/or state graduation requirement options. The vocational course options that students may select for their career preparation are included on the secondary plan. State and national credential requirements for the occupations included in the career pathway are presented last in this section. When available, specific credentials recommended by the committee are also indicated. Section Three consists the Occupational Skill Standards Lists and Evaluation Guides, which identify the duties and tasks for each occupation. The committee s frequency and criticality ratings are also listed for each task. In addition, the tasks included as core competencies are identified. A Curriculum Resource Guide is presented in Section Four. This guide is presented in a matrix that cross-references recognized curriculum to the skill standards lists. The guide also indicates specific pages within the curricula that present information related to the tasks. OCCUPATIONAL JOB DESCRIPTIONS Definitions Occupation: Career Cluster: Career Pathway: a combination of duties and tasks for which education, training and employment occur. a group of occupations that share many common job duties and have similar characteristics. structured progression through career options within a cluster. In the table on the following page, job descriptions are listed for each occupation identified in this career pathway by the Oklahoma Occupational Competency Guide Committee (see Preface). < The occupational codes listed in The Dictionary of Occupational Titles (DOT) and/or Classification of Instructional Programs Code Handbook (CIP) as well as the corresponding job description matching each occupation within the pathway, are listed in the first column. < The job descriptions provided by the Oklahoma Occupational Competency Guide Committee are shown in the second column. < Student portfolios indicate student aptitude or interest related to occupational categories. 3

Phlebotomy Technician DOT or CIP Descriptions DOT: 079.364-022 PHLEBOTOMIST Draws blood from patients or donors in hospital, blood bank, or similar facility for analysis or other medical purposes: Assembles equipment, such as tourniquet, needles, disposable containers for needles, blood collection devices, gauze, cotton, and alcohol on work tray, according to requirements for specified tests or procedures. Verifies or records identity of patient or donor and converses with patient or donor to allay fear of procedure. Applies tourniquet to arm, locates accessible vein, swabs puncture area with antiseptic, and inserts needle into vein to draw blood into collection tube or bag. Withdraws needle, applies treatment to puncture site, and labels and stores blood container for subsequent processing. May prick finger to draw blood. May conduct interviews, take vital signs, and draw and test blood samples to screen donor at blood bank. Oklahoma Industry Job Description Phlebotomy Technicians collect, process, and distribute laboratory specimens according to established procedures. They also perform data entry and report charting. In addition, phlebotomy technicians perform clerical and receptionist duties as assigned. 5

CREDENTIAL REQUIREMENTS Definition Credential: an industry-sponsored and industry-recognized "document" issued upon occupational mastery. The state and national credentials available for occupations included in the career pathway are presented in this section. Contact information for each organization has also been provided. OCCUPATIONAL SKILL STANDARDS LISTS AND EVALUATION GUIDES Definitions Occupation: Duty: Task: Clarifying Information: Frequency: represents a combination of skills for which education, training and employment occur. represents an area of responsibility comprised of related tasks. is a meaningful unit of work. A task is measurable and/or observable and is independent of other tasks. A task contains an action verb and an object that is necessary for the action. The performance of a task requires the application of one or more skills. denotes general topics and subject matter associated with individual tasks. represents how often the task is performed on the job. Frequency rating scales may vary for different occupations. One rating scale commonly used is presented below. 1 = less than once a week 2 = at least once a week 3 = once or more a day Criticality: denotes the level of consequence associated with performing a task incorrectly. The following ratings are assigned to each task to indicate the level of consequence. 1 = slight 2 = moderate 3 = extreme Core Competencies: represent those tasks that are fundamental for occupational competency and common across an occupational career cluster. 11

Section Three presents an Occupational Skill Standards List and Evaluation Guide for each occupation represented in the career pathway. These Skill Standards lists were developed and validated by the Oklahoma Occupational Competency Guide Committee. When available, nationally or professionally recognized competency lists were used as references to identify the duties and tasks students must master to be successful in the workplace. The Oklahoma Occupational Competency Guide Committee members who validated the skill standards lists were allowed to add additional duties and tasks to these lists. However, no duties or tasks were deleted. The Occupational Skill Standards List and Evaluation Guide is composed of six elements. These elements include: 1. a code number used to identify each task 2. the duties and tasks performed on the job, by occupation 3. a frequency rating for each task 4. a criticality rating for each task 5. core competency identification 6. an evaluation rating scale for each task The duty areas represent major job responsibilities. A task reflects a meaningful unit of work. A task is measurable and/or observable and is independent of other tasks. When necessary clarifying information is presented under the tasks. Clarifying information indicates the topics and subject matter associated with individual tasks. The frequency rating represents how often the task is performed in the workplace. The criticality rating indicates the level of consequence associated with performing a task incorrectly. Core competencies represent those tasks that are fundamental for occupational competency and common across an occupational career cluster. This information may be used by instructors to organize instruction as students progress through a career pathway. 12

The evaluation rating scale may serve as a tool to document student competency levels at the worksite or in the classroom. A competency rating scale is provided to evaluate each task. Evaluators may use the evaluation guide to rate individual students as they actually perform the tasks. Once students complete their learning experience, the Occupational Skill Standards List and Evaluation Guide may be used as an element in the student's portfolio or passport. The rating scale is presented below.
