Scope The Scope of this contract anticipates providing General Engineering Consulting (GEC) services for the project management and oversight of the I- 64 Hampton Roads Bridge-Tunnel Expansion Project. Expression of Interest Must be submitted in two separate volumes Electronic EOI submittals through VDOT s Falcon system required All information must be uploaded and received prior to 2:00 pm on 11/08/2017 All items shall be on 8 ½ X 11 and printed one side with single spaced type no smaller than 10 point where applicable. 10
DBE and SWaM The DBE goal for this procurement is 15% The SWaM goal for this procurement is 27% DBE and SWaM goals to be met with the Annual Work Plans. C-48 PSC required to be included with EOIs. Available on VDOT website (http://www.virginiadot.org/business/gpmps.asp) 11
Conflict of Interest The consultants and its team members will not be allowed to participate in ANY subsequent contracts (design and/or construction) related to this project. Overtime, Travel & Escalation Overtime Consultant Personnel other than Construction Inspectors are not eligible for overtime compensation for work hours exceeding 40 hours/week. Travel Travel calculated from assigned VDOT office location. Travel calculated from Consultant s office in Hampton Road s District located closest to VDOT Office where the work will be performed. For firms without an Office in Hampton Roads District - Travel calculated from the Prime Consultant s office closest to the VDOT Office where the work will be performed. Escalation For AWP 1 (From Contract Execution to June 30, 2018) - Escalation rate of 0.75%. For AWP 2 (From July 1, 2018 through June 30, 2019) - Escalation rate of 1.5%. From AWP 3 onwards - Escalation rate published by VDOT. 14
