JOB SPECIFICATION & RECRUITING PROFILE OF VACANCY 14 March 2018 The following vacancy exists at NSFAS Position General Manager: ICT Type & Grade 5 Year Fixed Term Contract Operations Grade 14 Vacancy No 72 of 2017/2018 Department & Unit ICT POSITION OVERVIEW The General Manager: ICT Operations will lead and manage the ICT Operations and be responsible for the development and implementation of a long-term Information, Communication and Technology (ICT) Strategy for NSFAS. The incumbent is furthermore responsible for the identification of changes and trends in computer and systems technology, including its impact on the organisation, and interprets its meaning for executive and senior management. The incumbent reports directly to the Chief Information Officer. He/she will have the responsibility to work with the Chief Information Officer, ICT Executive leadership team and all employees to execute and accomplish the goals/metrics of the strategic plan. It is expected that the General Manager ICT Operations will be an individual who is skilled in balancing internal management with external leadership, strategic plan development and visibility to support the goals of NSFAS. While managing NSFAS's overall activities, he/she will foster an environment of accountability, excellence, collaboration, and innovation among the staff and will demonstrate fiscal responsibility. Lead, plan, organize, and manage ICT Operations Human and Capital assets, to ensure the stable and secure operation of the organization s ICT Systems and Processes. This includes developing, maintaining, supporting, and optimizing key functional areas, particularly systems and network infrastructure, data management and communications systems. The General Manager: ICT Operations will manage all stakeholder service level agreements and utilise best practice mechanisms to ensure agreed SLA s are adhered.

POSITION OVERVIEW Given the new student centred model implementation with its focus on an improved student user experience and internal efficiencies, the following Key Performance Areas for the GM ICT OPERATIONS will be expected: Design and implement short- and long-term strategic plans to make certain ICT operational capacity meets existing and future requirements. The overall leadership of the NSFAS ICT Operations through implementing both the traditional ICT role focussed on stability and efficiency, and the innovative, experimental, agile organisation focussed on time to-market, and rapid solution evolution through transitioning the organisation to a digital best practice entity. Achieve the above through influencing and shaping NSFAS organisational Strategy by actively participating in different internal and external forums. Contribute to the operational responsibility which includes business decisions, training others how to leverage Lead and/or advice teams so as to ensure such strategic projects are run as programs internally and externally, with eventual goal of successful commercialisation to target market. Ability to work independently and be self-motivated, in the pursuit of developing Strategies in-line with the general strategic objectives of NSFAS. Develop, implement, and maintain policies, procedures, and associated training plans for network resource administration and appropriate use. Develop strategic partnership that will result in up to date NSFAS ICT operational and systems requirements being met. Develop and advocate for an ICT budget that encourages innovation. Demonstrate a deep understanding of both technology and NSFAS business requirements including the imperative to advocate for both. Conduct research and make recommendations on infrastructure products, services, protocols, and standards in support of network procurement and development efforts. Lead and inspire staff. This will require providing clear coaching to the ICT Strategy and the organisation on how best to manage the dichotomy of maintaining a stable transactional system with a versatile, agile one that is high paced and constantly evolving in a way that fosters the attraction and retention of talent. Provides ownership of problem thru final resolution. Ensure ICT governance and information security risk management of the highest standard in development of such ICT Operations Lead the management of projects and programmes across the organisation. Negotiate with vendors, outsourcers, and contractors to secure network products and services. Page 2

Establish and maintain regular written and in-person communications with the organization s executives, decision-makers, stakeholders, department heads, and end users regarding pertinent network activities. Plan, acquire, and coordinate installation of in-house and remote hardware and software across the organization s network. Manage and ensure effectiveness of all infrastructures and systems, including e-mail, print, and backup servers, and their associated operating systems and software. Responsible for on-site and off-site data centres. Manage operational costs; conduct near- and long-term financial forecasts for expanded functionality/user base. Test network performance and provide network performance statistics and reports; develop strategies for maintaining network infrastructure. Prepares and maintains documentation of network configurations and cabling layouts. Develops, maintains and tests disaster recovery plans. Manages inter-department harmony for IT function effectiveness. Ensure that strategic initiatives implemented are done so with addressing the required organisational structure as well as the underlying change management techniques in collaboration with department heads and Human Resource functions. Continuous delivery of superior, innovative and creative products to act as business enablers and market solutions DESIRED SKILLS AND EXPERIENCE Minimum requirements A NQF level 8 qualification, preferably Bachelor Honours / Post Graduate Diploma in Information Technology related. Project manager qualification A minimum of fifteen (10) years experience in ICT of which at least five (5) years is in an Executive/ Senior ICT Management role. Experience at an organisational level important, as well as portfolio level. Knowledge and broad understanding of the use of ICT as a business driver. Demonstrate an understanding of governance and frameworks (SLDC). Proven track record of leading within an organisation undergoing transformational change. Demonstrate an understanding of Organisational strategic planning and budgeting. Operated within the portfolio of Strategy formulation with documented commercialisation of such initiatives into target market. Competencies: Cisco networking; COBIT ITIL Advanced Networking configuration and design skills (routers, switches, communication protocols, Internet); Page 3

Firewalls and VPN; Active Directory; Cloud technologies e.g. Windows Azure or AWS MS Office; Recommendations: Experience in working in the Financial services sector Knowledge and understanding of the NSFAS Act and the higher education policy environment.
