The supply includes the emptying of the transformers oil and its recycling and valorisation through appropriate disposal channels, the dismantling of the transformers and the recycling of their components. Part of this dismantling shall be done on CERN sites located on the French territory; the remaining part shall be done at contractor s premises. The present market survey will be followed by the issue of an invitation to tender to qualified and selected firms for a contract to start in April 2018. February 2018

EDMS No.: 1844886 1 1. INTRODUCTION CERN, the European Organization for Nuclear Research, is an intergovernmental organization with over 22 Member States 1. Its seat is in Geneva but its premises are located on both sides of the French-Swiss border (http://cern.ch/fplinks/map.html). CERN s mission is to enable international collaboration in the field of high-energy particle physics research and to this end it designs, builds and operates particle accelerators and the associated experimental areas. At present more than 10 000 scientific users from research institutes all over the world are using CERN s installations for their experiments. The accelerator complex at CERN is a succession of machines with increasingly higher energies. Each machine injects the beam into the next one, which takes over to bring the beam to an even higher energy, and so on. SCOPE OF THIS MARKET SURVEY CERN intends to place a contract for the sale of about 100 written-off oil-filled electrical transformers, including the supply, installation and dismantling of the needed systems for emptying the transformers oil at CERN, the conditioning, the partially dismantling of transformers at CERN for transport purposes, their transport, final dismantling and the cleaning treatment valorisation. Hereinafter referred to, in whole or in part, as the supply as defined in this technical description. The written-off oil-filled electrical transformers are of three categories, they will be divided in five work packages with different quantities, dimensions and weights. Estimated quantities of different components are as follows: Transport mass: maximum 1022 tonnes (copper, iron and insulation materials); Included in the above is the estimated mass of maximum 200 tonnes of copper; In addition to the above total weight, there is a quantity of maximum 400 tonnes of mineral oil. All CERN property is tax- and duty-free during its official use by CERN. When leaving the Organization definitively, and due to a transfer of property, the customs status for the property should be regularized according to the customs regulations in the country of destination. The contractor shall be solely responsible for all applicable customs duties and/or VAT. Depreciation for customs takes place after five years. The value is calculated on the market value of the components/materials which make up the transformers (copper, scrap metal, etc.) and the transport costs. 2.1 Activities Included in the Contract The execution of the contract shall be in full compliance with the Regulation (EC) No 1013/2006 of the European Parliament and of the council of 14 June 2006 on shipment of waste. As the written-off oil-filled electrical transformers are on the French territory, the activities shall also be in full compliance with ADR (European Agreement concerning the International Carriage of Dangerous Goods by Road). Main activities are as follows: Preparation of documents to process VAT aspects of the sale; Preparation of all official documents and authorizations; Preparation of CERN work-site, including elaboration of a risk analysis in cooperation with CERN, as well as definition and implementation of preventive and protective measures in order to avoid any contamination of the environment; Installation then dismantling of any tooling, such as but not limited to, dedicated mobile retention equipment required for oil emptying from the transformers; Extraction of the oil from transformers tanks to tanker vehicle provided by the contractor; Transport of the oil from CERN to the oil elimination/valorisation site;

EDMS No.: 1844886 3 Pre-dismantling the transformers into components and conditioning for transport optimization; Preventing any oil leakage, by closing flanges or pipes or any other part of the transformers, including making and supply of elements for closing the flanges; Evacuation of the emptied transformers and any other components related to them from Prevessin (France) and other LHC sites (all on the French territory); Provision of sufficient transport units and any needed tooling for the safe transportation of the transformers from CERN site to the contractor s site; Setting-up of the contractor s site in order to avoid any environmental damage or contamination; Transport of the transformers and components to the contractor s site ; Pre-dismantling the transformers components; Collection and disposal of any hazardous or contaminated waste deriving from the execution of the contract; Separation, recycling and conditioning of different materials from the transformers such as, but not limited to, copper, iron or insulation materials; 2.2 Authorizations and Documentation The firm shall provide the proof of an up-to-date authorization to operate according to the Regulation (EC) No 1013/2006; add a valid certificate copy; Authorizations for exceptional transport; add an exemple; 2.3 Items and Services provided by CERN CERN will provide an appropriate mobile crane for loading the transformers onto the contractor`s lorries, once the transformers are all emptied of their oil. In order to assure an efficient use of CERN S crane, the minimum quantity to be loaded on the contractor s trucks shall be at least five transformers per day. 3. TECHNICAL DESCRIPTION 3.1 General For the execution of the contract the firm shall be certified ISO9001, ISO14000 and OHSAS18000 or equivalent, or be able to demonstrate compliance with an equivalent certification. For transport, all transformers shall be completely emptied of their mineral oil contents on the CERN site. The transport of the oil shall be done by the contractor in dedicated tanker vehicles to an official oil elimination/valorisation site. This oil can only be sold to or discharged on an official elimination /valorisation site. Partial dismantling of the transformers is required to prepare them for transportation, and in several cases to reduce their transport dimensions. The dismantling shall take place on the CERN site at Prevessin, France, and also on four other CERN sites also located in France. All CERN sites are located within a road distance of 20 km from CERN Prevessin.

EDMS No.: 1844886 5 Fig. 2 shows one of the biggest transformer to be dismantled in WP 1-4 One very large transformer (total transport mass of 115 tonnes) which represents the fifth WP (see Table 1). As the transport of this large unit requires special conditioning, this transformer shall be dismantled directly on the CERN Prevessin site in France. 6 EDMS No.: 1844886 3.3 Transformers area Some of the transformers are on a dedicated pit with stones and others are on concrete slab areas. 4. SAFETY AND ENVIRONMENTAL PROTECTION 4.1 Environmental protection It is the contractor s responsibility to take all protective and preventive measures to prevent any contamination of the environment, on the CERN sites as well as on the contractor s premises. Any environmental pollution caused by the contractor on the CERN site during the execution of the contract will be cleaned up by CERN, at the contractor s expenses. 4.2 Working platforms and scaffolding The contractor shall provide appropriate working platforms and scaffolding for the work at height. 4.3 PCB (Pyralene) Contents CERN sent oil samples of all transformers to a specialised chemical laboratory. The laboratory confirmed that all transformers are free of PCB (their PCB contents is less than 50 ppm). Upon request, CERN can provide the corresponding test certificates for all transformers. 5. RESOURCES The contractor shall provide the following human and material resources: 5.1 Personnel The contractor shall assign a sufficient number of qualified and trained personnel for the performance of this contract. 5.2 Tooling and Materials The contractor shall provide all the necessary tools required for the execution of this contract (except the appropriate mobile crane which will be provided and operated by CERN). All materials and tools used by the contractor on the CERN site shall be in conformity with European directives and regulations. 5.3 Facilities The contractor shall make available suitable facilities for the performance of the service at his own premises. This should include an oil-tight working platform and an oil separator to avoid any oil contamination of the environment. Before the contract is awarded CERN will make sure that facilities are in full compliance with CERN requirements.

EDMS No.: 1844886 7 5.4 Transport and Evacuation The contractor shall provide the necessary transport means. The contractor shall be in charge of the transport and evacuation of the transformers from CERN. An appropriate mobile crane will be made available by CERN and this following a pre-established calendar. The contractor shall provide any authorization for exceptional transport, if needed.
