Chinook Roads Partnership Suite 100, 3131-114 Avenue SE Calgary, Alberta T2Z 3X2 March 5, 2012 Dear Home Owner(s), Re: Installation of a noise wall on Provincial land on the east side of Deerfoot Trail SE south of Highway 22X. The Southeast Stoney Trail Project (SEST) is a public-private partnership (P3) project with the Alberta Government and Chinook Roads Partnership. Chinook Roads Partnership has been contracted to design, build, partially finance and maintain the SEST Project over a 33-year term. The SEST Project will extend from the south side of the current Stoney Trail / 17 Avenue SE intersection south along the east perimeter of the City to Highway 22X, then west to the east side of the Highway 22X / MacLeod Trail interchange. For additional project information, please visit www.sestproject.ca or call 1-877-898-ROAD (7623). Noise Wall Installation You are receiving this information package because your property is directly adjacent to the east side of Deerfoot Trail SE between Auburn Bay Green SE and Autumn Grove SE where a sound wall for noise attenuation will be constructed on Provincial land. Enclosed are the following documents for your attention: Patching Associates Acoustical Engineering Ltd. s (PAAE) Noise Wall Analysis Summary Illustration 1: Noise Wall Example Illustration 2: Noise Wall Placement Illustration 3: Noise Wall Renderings After reading the enclosed information, we encourage you to contact our Project team with any questions or concerns you may have prior to March 26, 2012.

General Information and Key Dates As part of Alberta Transportation s project requirements, a noise assessment study was conducted in 2011 by PAAE. The purpose of the study was to determine the predicted noise levels generated by future traffic on southeast Stoney Trail for the residences directly adjacent to the project, and if required, the height of the noise mitigation measure needed to maintain Alberta Transportation s required noise level of 65 dba L eq (24 hour equivalent sound level). The results of the noise assessment indicated that a noise wall is required in the Auburn Bay community to maintain Alberta Transportation s noise attenuation guidelines. In addition, the existing grass berm adjacent to the east side of Deerfoot Trail SE will be altered for construction purposes. A noise wall will be built to replace the berm impacted by construction. The future wall is scheduled to be constructed approximately from spring (late April 2012) through early fall (September 2012). Please note construction schedules are subject to change. Noise Wall and Construction Details Wall Type - The wall is a pre-cast concrete wall, which has been used with other infrastructure projects in Calgary, including to the east of the Country Hills Boulevard NW and Shaganappi Trail NW intersection. For more information about the future wall, including the colour, please refer to the enclosed illustrations. Wall Placement The wall will be parallel to the east side of Deerfoot Trail SE between Auburn Bay Green SE and Autumn Grove SE and will be constructed on Provincial land. The distance between the noise wall and the existing property line (existing chain link and wooden fences) ranges between 0.6 metres 16.3 metres. Please note that wall construction will not affect your property or the fence. Wall Height - The height of the wall structure is generally 1.8 metres, but the precise elevation of the wall will fluctuate due to the height of the original grass berm. In some locations, the berm height will be lowered; however the height of the future noise wall will always meet the original berm height as a minimum. In some locations the noise wall will exceed the original berm height by more than two metres. Wall and Area Maintenance The distance between the property line (existing chain link and wooden fences) and the noise wall will vary depending on wall placement. The area between the existing property line and the wall will be either grass (if more than three metres wide) or gravel (if

less than three metres wide) and will be maintained by Chinook Roads Partnership s maintenance contractor. Next Steps Please contact our Project team with any questions or concerns you may have prior to March 26, 2012. Your feedback will be provided to the Project s technical team and to Alberta Transportation for their consideration prior to wall construction. Kind Regards, Andy Brown, P.Eng Technical Director Chinook Roads Partnership Telephone: 1-877-898-ROAD (7623) Email: info@sestproject.ca Website: www.sestproject.ca

P A T C H I N G A S S O C I A T E S ACOUSTICAL ENGINEERING LTD_ February 29, 2012 Chinook Roads Partnership Southeast Stoney Trail Project Southeast Stoney Trail Noise Wall Analysis Summary Deerfoot Trail between Seton Blvd and Highway 22X This letter report summarizes results of the noise analysis conducted for the proposed interchange upgrade at Deerfoot Trail and the Southeast Stoney Trail (SEST) as well as the planned roadwork for Deerfoot Trail between SEST and Cranston Rd / Seton Blvd as part of the larger Southeast Stoney Trail road project. The purpose of the analysis is to predict the sound levels generated by road traffic at the residential developments adjacent to the proposed roadways. If required, the study is also to determine the height of barrier needed to maintain the Alberta Transportation (AT) target noise level of 65 dba Leq (24 Hour) as per the Noise Attenuation Guidelines For Provincial Highways Under Provincial Jurisdiction Within Cities And Urban Areas. Noise predictions for road traffic were developed using the Federal Highway Administration s Traffic Noise Model computer program based on proposed road alignment and profiles provided by Stantec Consulting Ltd. Traffic volumes provided by SNC Lavalin for 95,000 vpd (approximate year 2031) were used in the analysis. Classifications of truck percentages for this section of the study area range between 2% and 5%. Stoney Trail and Deerfoot Trail were assumed to be carrying a 1:1 medium to heavy truck ratio. A 2:1 medium to heavy truck ratio was assumed on the crossing road at Cranston Rd / Seton Blvd. Vehicles were modeled travelling as per Schedule 18 at the speeds shown in Table 1. Table 1 Modeled Speeds Roadway Modeled Speed (kph) Stoney Trail 110 Deerfoot Trail 110 Cranston Rd / Seton Blvd crossing road (loop ramps) 70 (50) Calgary, Alberta, Canada www.patchingassociates.com 403.274.5882

Other design considerations included in the analysis: P A T C H I N G A S S O C I A T E S ACOUSTICAL ENGINEERING LTD_ - Proposed basket-weave on NB Deerfoot Trail between SEST and Cranston Rd / Seton Blvd - Re-graded berm on the west side of Deerfoot Trail between SEST and Cranston Rd / Seton Blvd - No berm on east of Deerfoot Trail between SEST and Cranston Rd / Seton Blvd - Existing noise barriers in NW quadrant of Deerfoot Tr / SEST interchange The results indicate that a short section of noise wall 1.8 m in height is required adjacent to the basket weave on the east side of Deerfoot Trail. All other areas in this section of analysis are assessed as receiving adequate benefit from existing screening or located with a separation distance to the roadway great enough to meet the AT target level. Yours truly, Patching Associates Acoustical Engineering Ltd. Calgary, Alberta, Canada www.patchingassociates.com 403.274.5882
