IED and H2 Production IED Applies to H2 production on an industrial scale Annex I par 4: 4. Chemical industry For the purpose of this section, production within the meaning of the categories of activities contained in this section means the production on an industrial scale by chemical or biological processing of substances or groups of substances listed in points 4.1 to 4.6 4.2. Production of inorganic chemicals, such as: (a) gases, such as ammonia, chlorine or hydrogen chloride, fluorine or hydrogen fluoride, carbon oxides, sulphur compounds, nitrogen oxides, hydrogen, sulphur dioxide, carbonyl chloride; 4
IED and H2 Production H2 «small scale» production: In the absence of a definition of «Industrial Scale», MS Authorities are considering that any production falls under the IED scope. Today, Autorisation required at «first molecule». Permitting requirements designed for large scale industrial H2 production ( 10 000-150 000 Nm3/h) are applied to small scale production (10 100 Nm3/h) 5
IED and H2 Production EC Guidance required, Define a minimum threshold for production IED ANNEX I - Categories of activities referred to in Article 10 The threshold values given below generally refer to production capacities or outputs. Where several activities falling under the same activity description containing a threshold are operated in the same installation, the capacities of such activities are added together The Commission shall establish guidance on: (b) the interpretation of the term industrial scale regarding the description of chemical industry activities described in this Annex. H2 Storage at site: Harmonize permitting criteria Existing regulations are based on criteria which differ through EU. Eg: France: Below 100 kg not classified 100 kg-1 t: Declaration Over 1t : Autorisation Italy: A permit must be obtained from the Fire Department prior to installation when the volume of the H2 storage at site is >0,75m3 (water capacity). Filling at high pressure not allowed. Germany: Over 3t,specific permit (BImSchG ) Operation permit from the 1 st molecule for fixed installation (BetrSIchV).. 9
High pressure Transport and ADR High pressure on board 700 bar vessels Type IV are designed with a 2,25 safety factor vs Burst pressure. ADR/TPED/EN Requirement : safety factor 3 (2 x 1,5) limit the use to 525 bar A temporary derogation has been obtained from ADR allowing to use Type IV vessels with a safety factor of 2,25 for road transport in France and Belgium. Continue to work with ADR to expand geographical coverage EN Standard with 2,25 safety factor needed 10
