The Consultants who are having their office at Mumbai / Navi Mumbai and registered/empanelled with Central/State Govt./ Govt. Undertakings/ RBI/ LIC/ Public Sectors / Corporate offices / Hotels having experience in executing similar nature of works may apply in the prescribed form as given Annexure-II. The eligibility criteria for above works are as under: 1. The Consultant should be based at Mumbai / Navi Mumbai or should have office in Mumbai / Navi Mumbai. 2. The Consultant shall have minimum experience of 5 years in the field of executing similar works. 3. Should have executed similar work for at least one Govt. Dept., Banks, Financial institutions and Public Sector Undertakings for similar works. 4. Annual average fee turnover during last 3 years ending March 31, 2015 should be at least Rs.20.00 lakh each year. 5. The consulting firm should have successfully completed similar works during last 5 years till January 31, 2016 as under : They should have satisfactorily provided similar services and completed three projects each costing not less than Rs.60.00 lakh each. OR 1 / 14

They should have satisfactorily provided similar services and completed two projects each costing not less than Rs.75.00 lakh each. OR They should have satisfactorily provided similar services and completed project each costing not less than Rs.120.00 lakh each. Similar works shall mean work involving designing of services, electrical, CCTV, Fire Alarm Systems AC layouts suitable for office buildings. The services shall involve preparation of layouts, BOQ & specifications, working drawings, physical verification and measurement of quantities, supervision, and certification of bills as per the requirements of the Bank. 6. The bidder should have valid registration with all Statutory Authorities such as Registrar of firms, VAT / Service Tax, PAN etc. Bidders may download the document from Bank s website (www.idbi.com / www.idbibank.com). Completed applications duly filled in Annexures and receipt of Earnest Money Deposit (EMD) of Rs.10,000/- along with all documents shall be dropped in the tender box kept for the purpose at 4th floor, Limited, IDBI Tower, WTC, Cuffe Parade, Mumbai 400 005 before 3.00 pm on February 17, 2016. The EMD has to be deposited in IDBI s current account No.0126102000001663, IFS code IBKL0000126 (Cuffe Parade Branch). Tender not accompanied by a proof of EMD deposited shall be summarily rejected. EMD shall not bear any interest and this amount shall be forfeited in the event of refusal or delay on the part of the tenderer to sign and execute the contract, in case his tender is accepted. The EMD of unsuccessful bidders shall be returned after finalization of tender. The EMD of the successful bidder shall be adjusted in security deposit. If any information furnished by the applicant is found to be incorrect at a later date, the bidder shall liable to be debarred from tendering / taking up the work in IDBI 2 / 14

Architects / Consultants for Electrical, HVAC and Allied Works at IDBI Office building at CBD Belapur, Navi Mumbai 1. General: TERMS AND CONDITIONS Annexure - III Description Terms Scope of work 1. Designs & BOQs: a) Preparation of lay-out drawings, designs and working drawing with details of Electrical, HVAC (ducting layouts) and Allied works in consultation with Interior Architect. b) Preparation of Electrical Designs including CCTV, Access Control, Fire Alarm Systems etc., with load calculation details, Schematic Layouts etc. c) HVAC designs with Heat load calculations. d) Preparation of BOQs for these works. e) To provide the required number of copies of drawings & Soft copies in Autocad / Pdf format for the purpose of tendering and working drawings for execution of the project. 2. Project Management Consultancy: a) The consultant is required to visit the site at least once in a week for approving the layout markings, detailing the plans, makes and design, and monitor the progress and quality of the work. b) Project Implementation, monitoring the progress, day-to-day supervision of the work by engaging an experienced & qualified degree / diploma holder engineer / architect. c) Controlling and checking the quality of work & materials used & co-ordination with various agencies for smooth 9 / 14

completion of works in scheduled time. d) Verification and certification of samples of materials used and confirming strictly on the adherence of specifications and make of materials used by various vendors. e) Certify the measurement for RA bills of various agencies. f) Ensuring the completion of Project within scheduled time. g) Final bill certification as per Bank s approved format with proper detailing of measurements and providing necessary drawings and tables in proof of measurements. h) Three sets of As- Built drawings of all services to be submitted after completion of the Project along with consultancy bill. i) To attend site meetings to solve issues at site during execution of work. j) Preparation of rate analysis for the items, if any, which are not covered in the tender. k) Ensuring timely completion of work. Professional Fees (PF) l) Issuance of completion certificate after completion of the work. Stages of the payment of consultancy fee on the project cost plus service tax as applicable. On finalization of preliminary concept design in respect of basic layout space allocation and various services to be provided and approval of the same from the Bank in respect of basic layout and various services to be provided, the stages of the payment will be: a) 10% on approval of concept designs by the Bank b) 30% on submission of BOQ, preparation of tenders including 10 / 14

tender drawings c) 40% during execution of work on pro- rata. d) 10% on settlement of contractor s final bill e) 10% on expiry of defect liability period of one year from the date of final bill. The Final Project Cost for calculating the fee shall include: a) All electrical and Net Working Works b) The cost of ducting & Installation for AC Ductable units & Cost of Installation works for other type of units for Air- Conditioning. (Excluding cost of Air conditioner Machines and Air Handling Unit) Brought-out items like DG set, Voltage Stabilizers, Signage, Transformer, EPABX, Computer & IT Peripherals, UPS, Photocopier machines, Strong Room Doors, Lockers, AC and AHU Machines etc. and any other items procured by Bank directly, will not be included in the project cost for calculating professional fees. 2. Time Schedule: SL Description of Works No 1 Intimation from the Bank for availability of site for inspection 2 Visit of Project Site by the Architects to take up the work. 3 Submission of Layouts with details as mentioned in Scope of works. 4. Approval of the drawings by IDBI Bank Ltd. 5. Submission of final Layout Drawings after final modifications, Starting Time D D + 1 D + 3 D + 5 D + 7 Remarks Intimation by Email from respective Official to be taken as Confirmation Once approval from bank is received, the drawings need to be taken up with 11 / 14

if any. 8. Submission of Final Designs of Electrical, A/c designs & respective BOQs to Bank 9. Approval of Final Designs of all works by Bank after necessary modifications by Architect 10. Follow up with electrical contractor for completion of Works 11. Final Bill Certification of all vendors 3. Procedure of submission of tender: D + 10 D + 12 D + 20 IF Architect s team for arranging for respective designs. Any modifications as required by Bank to be made immediately. 15 Days Final bills to be verified and submitted to Bank within 15 Days from the date of submission of Final Bills by Contractor. Follow up and Co-ordinate with all agencies for Final Bill verifications at site and submission with in time frame. Envelope 1: should contain the following documents super scribing Technical bid Consultants for Electrical, HVAC and Allied works a. Forwarding letter (Annexure-I) on letterhead of the firm. b. Application Form (Annexure-II). c. Copy of general terms and conditions (Annexure III). d. Copy of receipt of EMD deposited. e. Copies of certificates from clients regarding satisfactory performance and duration of services rendered. Original certificates are required to be produced for verification as and when needed. f. Copies of Balance Sheet and Profit & Loss Account statement for last 3 years ending March 31, 2015. g. Copy of registration certificate(s). i. Registrar of firms ii. iii. PAN Envelope 2: should contains the price bid (Annexure IV) super scribing Price bid - Consultants for Electrical, HVAC and Allied works. Envelope 3: Should contain both the envelopes 1 & 2 super scribing Architects / Consultants for Electrical, HVAC and Allied works and shall be addressed to The General Manager (FIMD), 4th floor, Limited, IDBI Tower, WTC, Cuffe Parade, Mumbai 400 005, on or before 3.00 pm on February 17, 2016. Bidders shall note that Cover-1 (Technical Bid) shall be opened at 15.30 hrs on the same day. The price bids (Cover-2) of the bidder who found suitable will only be considered for the opening and further processing. Please note the followings: 1. Fees is calculated on the items of work in which consultancy services are involved. However, brought-out items like DG set, Voltage Stabilizers, Signage, Transformer, EPABX, Computer & IT Peripherals, UPS, Photocopier machines, Strong Room Doors, Lockers, A/c Machines etc. and any other items procured by Bank directly, will not be included in the project cost for calculating professional fees. 2.
