REQUEST FOR PROPOSAL GPS Fleet Tracking and Camera Monitoring Ogden City Corporation is requesting proposals from qualified technology companies to provide GPS fleet tracking and camera monitoring on fleet vehicles within Ogden City s Fleet Team. Request for Proposals (RFP) may be downloaded at no charge on the Ogden City Website: bids.ogdencity.com. Proposals will be accepted until Thursday, December 14th at 4:00 p.m. Respondents shall submit eight hard copies of their responses to the Ogden City Purchasing Department: 2549 Washington Blvd., Suite 510, Ogden, UT 84401, or delivered in person to same address. General Conditions: Ogden City Corp. reserves the right to accept or reject any or all proposals and to waive any irregularities or technicalities in Proposals received whenever such rejection or waiver is in the best interest of the City. I. PURPOSE The City of Ogden looks to install GPS fleet tracking and camera monitoring on fleet vehicles. HR/Risk and Fleet seek to mitigate the claims received from the general public due to private property damage from fleet vehicles. Ogden City is researching qualified candidates and technology to assist with this mitigation. II. RESPONSE TO RFP Responses to the RFP must be submitted as follows: - Professional binder form (eight hard copies) - Plainly marked with proposer s name, title, and time for submission - Company name - Indicate RFP GPS Fleet Tracking, and Camera Monitoring - Resume - Proposed design including images and framework - Images and examples of prior work - Cost of technology and equipment Deadline for submittal: 12/14/2017, 4:00pm, no exceptions for late submissions. III. SCOPE OF SERVICES 1. Ogden City seeks to have equipment delivered and installed (optional) on fleet vehicles 2. The bidder must supply all equipment, materials, and labor for installation (optional) 3. Proposal shall include warranty information as identified and found necessary 4. The bidder must provide the following types of equipment and technology: a. GPS Fleet tracking 3
i. Harsh events ii. Diagnostic reporting iii. Alerting SMS and email b. Multiple interior and exterior cameras, minimum of two c. Diagnostic reporting d. Interior monitors for camera feeds (optional) e. Exterior tracking sensors f. Dashboard g. Removable SD cards h. Wi-Fi enabled (optional) i. Current backup cameras tied into new camera system (optional) j. GIS integration or web services\api services to access location data of vehicles IV. MANDATORY PRE-BID MEETING There will be a pre proposal meeting on Thursday, December 7, 2017, at 10:00am MST at 2549 Washington Blvd. Suite 710, Ogden, Utah 84401, 7 th Floor Conference Room and through skype for business remote session. Cost of Developing Proposals - All costs related to the preparation of proposals and any related activities are the sole responsibility of the offeror. Ogden City assumes no liability for any costs incurred by offerors throughout the entire selection process. 4
Proposal Ownership Once submitted, all proposals, including attachments, supplementary materials, addenda, etc. become the property of Ogden City and will not be returned to the offeror. Conflict of Interest No member, officer, or employee of Ogden City, during his or her tenure shall have any interest, direct or indirect, in this contract or the proceeds thereof, except as permitted by Ogden City policy. Non-Collusion The offeror guarantees the proposal is not a product of collusion with any other offeror and no effort has been made to fix the proposal price or any offeror or to fix any overhead, profit of cost estimate of any proposal price. Award of Contract - The selection of the company will be made by a selection committee comprised of city employees. The selected company shall enter into a written agreement with Ogden City. Ogden City reserves the right to cancel this Request for Proposal. Ogden City reserves the right to reject any or all proposals received. Furthermore, Ogden City shall have the right to waive any informality or technicality in proposals received, when in the best interest of the Ogden City. Ogden City reserves the right to segment or reduce the scope of services and enter into contracts with more than one vendor. VI. TIMELINE Human Resources/Risk and Fleet would like to start work on the project this winter and complete the installation of technology to fleet trucks by the end of January 2018. 5
