IV&V Approaches & Methodologies Using over three decades of success in designing and implementing large scale technology projects, IV&V services, and other management support solutions, Brandt will offer each client under the state term contract unparalleled IV&V support to: Provide an independent review of agency technology and business projects, outcomes, and successes. Offer recommendations, strategies, and support to improve processes, streamline operations, and ensure technology projects are meeting business requirements. Verify work quality standards and deliverables meet client, industry, and regulatory standards and compliance requirements. Provide key personnel resources/subject matter experts and industry leading methodologies to verify and validate technology projects. Evaluate project operations to ensure they meet Florida requirements, laws, and administrative rule as well as individual agency protocols and procedures. Any additional resources, personnel, or tools to independently verify and validate technology projects. For each IV&V project, Brandt s expert consultants will follow an organized project structure using PMBOK principles and methodologies to identify the scope, analyze project effectiveness and success, and provide customers with valuable feedback and recommendations to mitigate risks, improve operations, and ensure technology projects meet unique agency needs.

IV&V Activities include: Procurement Reviewing Agency procurement strategies to verify objectives, scope, requirements, etc. Ensuring procurement documents clearly outline and communicate project and service requirements to meet Agency needs. Verifying evaluation factors and scoring methods to ensure the selection criteria and evaluation will offer the best value to the Agency. Management Reviewing & verifying a project plan is established, ensure plans encompass requirements, verify plans are being followed. Verifying issue tracking, project management, reporting, and business processes meet compliance requirements and industry standards. Reviewing/evaluating communication plans, quality assurance plans, and established Work Breakdown Schedules (WBS). Business Process Documentation Reviewing documented business processes, verifying workflows are accurate and properly defined. Offering recommendations to enhance and streamline processes or workflows. Verify business processes are compatible with technologies and resources associated with project development. Ensure a comprehensive library is maintained to document all phases of the project lifecycle. Quality Assurance Reviewing Agency quality assurance plans, offer evaluation and quality control recommendations / improvements. Ensuring QA plans monitor all aspects of the project scope and offer measurable insight. Reviewing results, verifying QA reporting contains actionable, measurable data. Risk Management Evaluating existing risk management plans and identifying additional risks before they impact project progress. Supporting risk management and corrective action efforts to prevent project delays. Providing recommendations based on industry best practices to stay on budget with on time service delivery. Full IV&V Support User training to support independent operation and oversight of project operations and associated software. Industry leading subject matter experts and consultant resources to provide start to finish IV&V personnel support. FInal verification and validation of full breadth of project scope and processes.

IV&V Approach Brandt s expert consulting team offers the State of Florida the expert personnel and industry knowledge and experience to manage IV&V projects from start to finish. Using proven techniques, Brandt offers the highest levels of integrity and confidence in the evaluation and validation of technology or management projects. We use a blended IV&V project approach that incorporates industry leading PMBOK methodologies with Brandt s own customized approach that is tailored to each customer s needs. This IV&V approach is designed to support projects of all size, complexity, and scope. Our project management plan ensures that each project is designed and organized to offer an effective verification and validation approach. A high level overview of our project management and IV&V approach is included. Specific project plans and deliverables will be developed and customized to meet unique customer, agency, and project requirements based on the information provided by the state. 1. Brandt s IV&V project approach includes a customized Plan upon project kick off that will describe the: Scope Activities Deliverables Personnel Resources Work Breakdown Schedule Review Methodologies Requirements Risks & CA Plans Validation Standards 2. Business processes and service requirements are evaluated and documented to provide a comprehensive business and service requirement catalog. This is designed to serve as the reference for verification and validation efforts. 3. IV&V activities are conducted and project progress and deliverables are monitored by the Brandt team to verify accuracy and validate compliance. 4. IV&V activities and deliverable statuses are reported and provided to project stakeholders to maintain the work breakdown schedule (WBS) and ensure on-time project completion. 5. Brandt s consultants will identify inefficiencies or areas of non-compliance, offer recommendations based on industry standards and practices, and develop and support Corrective Action Plans (CAP) to identify and mitigate risks prior to impacting the project s success.

Quality Assurance Kick Off Evaluation & Planning IV&V Execution & Verification Measure & Validate Outcomes Completion Measure Verification & Validation Success / Client Satisfaction Using the information provided in each Statement of Work, Brandt will work with each agency to design and establish project requirements, milestones, and deliverables based on project needs, desired outcomes, and deadline requirements. During this planning/development phase, Brandt will: Provide mutually agreeable project management and verification/validation standards based on the unique RFQ requirements and specifications. Identify project risks and proposed mitigation plans to ensure on time service delivery using industry practices and standards. Establish the roles and responsibilities of all project team members and stakeholders (both Brandt and client) Define a project reporting and success management schedule to ensure tasks are delivered on time and meet quality standards as agreed upon by the client and Brandt. Establish a project reporting and communication plan to provide updates and status reports to project stakeholders. The communication plan will identify status report types (electronic, telephone conference, in person, etc.) and frequency (daily, weekly, monthly) based on project needs and timelines. Quality Assurance & Performance Measurement IV&V projects require agencies and vendors to define critical and measurable project goals to identify project standards, measure adherence, identify areas of mitigation, and provide validation. In order to validate project success, verify adherence, and ensure all project deliverables and outcomes meet the project specifications, Brandt will document all project goals and associated methods of measurement for all phases of the project. Using the established communication plan, Brandt s IV&V project team will report on each deliverable based on the success measurement outlined. Quality assurance team members will review

deliverables, track progress, and offer strategic resolutions or project plans to rectify issues in quality before they impact the project outcome and success.
