The Canadian Clean Power Coalition A national association of coal and coal-fired electricity producers Represents over 90 percent of Canada s coalfired electricity generation Our objective is to demonstrate that coal-fired electricity generation can effectively address all environmental issues projected in the future, including CO 2

The CCPC Project A public-private initiative to: Research and develop clean coal technology Build a full-scale demonstration project for the removal of carbon dioxide and other emissions from an existing coal-fired power plant by 2007 Develop clean coal technology for new power plants - demonstration by 2010

Why do this? Coal is vital for electricity generation nationally and internationally for the long term. We must address the pressing air quality issues associated with coal-fired generation. Advanced technology is the long-term solution. Potential for technology which is transferable and exportable.

Technology Development Programs In Place IEA GHG R&D Program 18 countries sharing funding to evaluate technology options for mitigation of GHG emissions from fossil fuel production and use. US DOE Vision 21 program - targets technology development for power generation for ~2015. Carbon Capture Project US DOE, BP, Chevron, Suncor & EnCana seek to demonstrate advanced capture technology for gas & refinery residue combustion.

Planned CO 2 Related Demonstrations CO 2 use for coalbed methane (Alberta Research Council in Alberta and BP Amoco in the U.S.) Gas fired solid oxide fuel cells with CO 2 extraction (Shell Hydrogen and Siemens-Westinghouse)

CCPC Plan: Demonstration of CO 2 Extraction From Power Plants Construct and operate a full-scale demonstration project to remove greenhouse gas and all other emissions of concern from an existing coal-fired power plant by 2007 Demonstrate a low emission technology for new power plants by 2010 Range of fuels includes bituminous, subbituminous, lignite.

Greenfield Plant Technology Options Pre-screening study showed gasification as best option Provides high efficiency, ease of emission reduction and lowest energy penalty to add CO 2 capture Efficiency improvements from new advanced gas turbines will benefit technology.

CO 2 Use & Storage Evaluation Reviews prior work on EOR & CBM use in western sedimentary basin. Separate study for Nova Scotia to examine potential for CBM in coal beds. Evaluation of storage options in deep saline aquifers and depleted reservoirs

Emissions Control Study Looks at retrofit emission control for NOx, SOx, Hg, particulates and all other pollutants Excludes CO 2 Allows net costs for CO 2 to be calculated by comparison with the other studies Prior CO 2 extraction studies usually include capture of other emissions but get no financial credit. This will allow more realistic costs to be determined.

Project Status Funding for Phase I Feasibility studies in place. Work scopes for initial studies defined and contractors selected. Pre-screening study completed 2002 Studies now in progress to assess technology options and costs for: Retrofit plant options Greenfield plant options Control options for emissions all except CO 2 Examination of CO2 use and storage Planning commenced for the next phase Detailed engineering, permitting, construction

In Summary The Canadian Clean Power Coalition is moving forward with plans to demonstrate technology to remove all emissions by 2007 in a retrofit project. The coalition represents the majority of coal interests in Canada The coalition has expanded to include international participation with the addition of the IEA and EPRI The goal is to maintain coal as a key option for power generation in Canada, while meeting all environmental concerns about its use.
