Curdridge Reading Rm Invitatin t tender fr renewable energy feasibility study Abut Curdridge Reading Rm Curdridge is a cmmunity f arund 1,500 residents in Suth Hampshire. The Reading Rm is effectively the cmmunity hall, and sits at the heart f this idyllic village. It runs fr the benefit f all the inhabitants f Curdridge and neighburing villages. By prviding a facility fr recreatin, sprt, religin and learning activities, Curdridge Reading Rm truly lives up t its mtt as the village hall with endless pssibilities. Hwever, the existing facility is n lnger fit-fr-purpse and we plan t cnstruct a new building n an adjacent plt, funded by the sale f the current building. We wuld like t explre the feasibility f n-site renewable energy systems t make the facility as sustainable as pssible. With plans t sell part f the existing site t a husing develper, there is als ptential fr cnnecting new hmes via a lcal energy netwrk. This feasibility study has therefre been cmmissined t assess the scpe fr renewable energy at Curdridge Reading Rm. Intrductin t this scpe f wrk This ITT is fr wrk carried ut under Stage 1 f the Rural Cmmunity Energy Fund (RCEF). Our applicatin has been reviewed and prvisinally accepted by the Waste and Resurces Actin Prgramme (WRAP), pending the selectin f a suitable tenderer and full grant applicatin. The fcus fr services will be t evaluate the feasibility f renewable energy pprtunities n key cmmunity facilities new building and prpsed husing as described in mre detail later in this dcument. The Rural Cmmunity Energy Fund (RCEF) has been designed by the DEFRA and BEIS t help supprt rural cmmunities maximise the incme generating ptential f renewable energy and prmte cmmunity-wned renewable schemes. The Fund is administered by WRAP, and aims t achieve its bjectives by prviding funding fr cmmunity rganisatins t establish the feasibility f and develp the business plan fr renewable energy facilities. We wish t apply fr the grant t cmmissin a feasibility study fr cmmunity facilities in the village. This is a significant pprtunity fr Curdridge Reading Rm t investigate renewable energy systems fr the prpsed wrks. Installing such systems can prtect cmmunities frm vlatile fuel csts and generate incme which can be used t prvide benefits t the lcal cmmunity, like undertaking educatin prjects, tackling fuel pverty, and mre. Currently the Reading Rm facilities are used by varius members f the cmmunity and hst mnthly meetings fr charities and similar grups. Imprving ur facilities fr these grups will strengthen cmmunity ties and ensure the viability f these grups. Page 1 f 7

Prject brief Curdridge Reading Rm wish t appint a suitably qualified cnsultant t deliver a feasibility study cmpliant with RCEF s Stage 1 feasibility apprach (http://www.wrap.rg.uk/sites/files/wrap/stage%201%20feasibility%20reprt%20 Structure%20v16.1.pdf) fr renewable technlgies at the new building and a ptential energy netwrk. We wish t explre the ptential fr building-integrated renewable systems and have identified slar PV, slar thermal and heat pumps (grund r air) as ptential. The capacity will depend n the specificatin f the new cmmunity centre and the new huses, apprximately 10 dwellings are prpsed. These systems wuld be sized t meet the energy demand f these facilities (accunting fr any anticipated uplift fr future use changes); the exact sizing will be determined during the study. Initial estimates suggest that 120kWp f rf munted slar PV, 350kWth f slar thermal and ver 100kW f grund surce heat pumps culd be pssible at the site. The planned husing develpment has stimulated plans fr a lcal energy netwrk t cnnect the new hmes. This has been eched by develpers f the scheme and is cnsidered a viable pprtunity fr the prject. In rder t deliver a reprt cmpliant with the Stage 1 feasibility apprach, we therefre require the cnsultant t undertake the fllwing: 1) Technical appraisal: identify which f the prpsed technlgies is best suited t the respective buildings (new cmmunity centre and new dwellings) and any further identified netwrked buildings. Pririty generatin technlgies fr review are slar PV/thermal and heat pumps fr the new building, and slar PV/thermal and a heat netwrk fr the husing develpment. This technical assessment shuld therefre include: spatial analysis f the prpsed hst sites, identifying lcatins fr any new generatin equipment, and any access issues [this will require site visit(s)] ptential t cnnect neighburing buildings t a shared energy netwrk (e.g. Scut Hut, cricket club, and new build hmes additinal t the redevelpment f the Reading Rm) structural survey suitability f generatin systems fr the existing building fabric, energy cnsumptin patterns, prjected future energy use, etc rientatin and shading analysis initial lcal grid cnditin review and grid cnnectin enquiry with the Distributin Netwrk Operatr appraisal f energy strage, netwrks and grid exprt limitatin ptins review f planning requirements any cnstraints physical, technical r lgistical wrk with Curdridge Reading Rm t identify the criteria against which any prpsed system will be assessed cnfirm the capacity f the generatin plant, as well as annual and lifetime energy generated. N.B. Early estimates suggest a ptential capacity f 120kWp (rf munted slar PV), 350kWh (slar thermal) and ver 100kW (grund surce heat pumps). identify any risks, cnstraints r requirements fr preferred technlgies at each site 2) Financial appraisal: assess the capital csts and lifetime peratinal csts f each recmmended technlgy assess the ptential revenue streams, including energy savings, energy sales, financial incentives, etc calculate the financial perfrmance f any prpsed system, including metrics such as: net present value ver system lifetime and any ther relevant timescales payback perid and return n investment internal rate f return cst f carbn savings identify any assumptins, key sensitivities r dependencies that culd affect verall financial perfrmance present the recmmended systems as a clear business case with supprting ratinale fr review by decisin makers, and cmmunicatin t ther stakehlders, e.g. prspective funders r energy clients 3) Cmmunity benefit assessment: the tenderer shuld wrk with Curdridge Reading Rm t identify what kind f benefit the cmmunity culd reap, and what scale this wuld be. The benefits f this scheme must be fr the benefit f the whle cmmunity, and this shuld be reflected in the tenderer s prpsed apprach. Current ideas include using the mnies t ffer mre activities t mre residents; ffer further emplyment pprtunities thrugh the revenues assciated with this scheme; lcal grants and supprting lcal causes, fr example the Scuts and Guides, cricket club, etc identify any nn-financial benefits frm the scheme, fr example educatinal prgrammes fr the lcal schl, lcal investment and wnership this stage shuld als invlve suitable cmmunity engagement activities we ask that yur respnse include a prpsal fr hw best t engage apprpriate grups in this prject s develpment 4) Funding rutes and gvernance mdels: Page 4 f 7

identify the mst suitable funding surces fr this prject fr Curdridge Reading Rm, and utline what wuld be invlved in accessing these funds quantify the relative benefits f any funding rute, fr example grants vs. financial incentives, and prpse a recmmendatin t Curdridge Reading Rm assess and recmmend a suitable gvernance mdel fr the scheme, if required (e.g. third party wns and perates, r whlly wned and perated by Curdridge Reading Rm) 5) Implementatin radmap: fr any prpsed system, identify the next steps t implementatin fr Curdridge Reading Rm, e.g. fundraising activities, supplier engagement, further cmmunity engagement, etc develp an implementatin timeline fr the prpsed prject identify any risks assciated with implementing this scheme 6) Cmmunicatins: The appinted cnsultant will be respnsible fr agreeing all third-party cmmunicatins with Curdridge Reading Rm, fr example with lcal residents, the sprts club cmmittees, and existing facility users, as required The methd f engagement with these grups will be agreed in advance As this prject will be subject t reprting requirements frm the funders, tenderers shuld state their apprach t prject management and quality assurance, and hw this will ensure cmpliance with RCEF s reprting requirements.
