Transforming to e-governance The advent of computers and Information Communication Technology is not only felt in the Corporate but also in Government Departments. Earlier Computers in Government departments were used merely as replacement to typewriters. Now the scenario has totally changed. ICT is used in all e-governance Initiatives which not only improve delivery of services to citizens, business and employees; will also engender re-engineering Government processes, making it more efficient and increasing transparency in how Government departments function. Normally the common man has to reach the Government Offices for getting the services. A radical transformation to the scenario is evolving. The web/mobile is becoming the interface for the Citizen with the Government for availing routine Government Services. The Mantra for this transformation is: Minimize Citizen Government Office interaction IT Department is striving towards this objective.

Director of egovernance and TNeGA (Tamil Nadu e-governance Agency) Tamil Nadu e-governance Agency (TNeGA) is the State designated Nodal Agency for all e-governance initiatives of the Government. It has aligned itself with the vision of the National egovernance Plan. The Projects carried out by TNeGA are: E-District Common Service Centre State Portal and SSDG Capacity Building State Resident Data Hub (SRDH) Creation of an IT CADRE E-Governance Initiative Fund Digital Maps Repository (TNGIS) Centre of Excellence for Capacity Building e-office SMS Based Service Tracking egovernance Awards to MSMEs Chief Minister s award for excellence in egovernance

National e-governance Plan (NeGP) The National e-governance Plan (NeGP), takes a holistic view of e-governance initiatives across the country, integrating them into a collective vision, a shared cause. The ultimate objective is to bring public services closer home to citizens, as articulated in the Vision Statement of NeGP.

NeGP Mission Mode Projects The Government approved the National e-governance Plan (NeGP), comprising of 27 Mission Mode Projects and 8 components, on May 18, 2006. In the year 2011, 4 projects - Health, Education, PDS and Posts were introduced to make the list of 27 MMPs to 31 Mission Mode Projects (MMPs).

Back end computerization To Transform High priority Citizen Services from their current manual delivery into e-delivery, many Projects have been taken up and back end computerization are being done for effective implementation of e-governance. To name a few : Agriculture AGRISNET - a software for Agriculture Department aims at delivering single window information and services to the farmer Commercial Taxes This software enables the Commercial Tax Dealers to register online and to file their monthly VAT Returns online. An end-to-end Computerization of CT Department is on the anvil. Employment Exchange An online 24x7 web portal has been exclusively developed for the Employment Directorate where the job seekers can register / renew their candidature online. Land Records This software for the Anytime / Anywhere Land Record provides details on plots of land in Rural areas to Citizens over the Web

Back end computerization (contd.) Municipalities A comprehensive web application for Chennai Corporation covering a wide range of activities ranging from Municipal accounting, Works Management, Property Tax, Asset Management, etc has been put into use Panchayats This Software has been implemented in all the 385 Blocks and 31 Districts. The Village level data is being captured at Block levels for monitoring monitor Mahatma Gandhi National Rural Employment Guarantee Act (MNREGA)

Back end computerization (Contd.) Police CCTNS -An integrated system developed for policing through a nation-wide networking infrastructure for evolution of IT-enabled-state-of-the-art tracking system around Investigation of crime and detection of criminals. This will cover all the Police Stations in the State. Road Transport This GIS based system is being used for Tamil Nadu Road Sector Project and also for Road Accident Data Management System. Treasuries A web-based application and web-payroll have been developed for the Department of Treasuries and Accounts for specific functions. This application simplifies the work and the bills can be audited across the counter and passed on the same day. Apart from this integrated Financial & Human Resource Management System (IFHRMS) for endto end computerization of Treasuries Department is underway. Registration A web-based solution for end-to end computerization of the Department is underway. Through this the Registration process will be made easy. IT Department is actively involved in the above initiatives.

Support infrastructure (Middleware) For effective implementation of e-governance in all Government Departments, the following Infrastructure (Middleware) have been created Tamil Nadu State Data Centre (TNSDC) Tamil Nadu State Wide area Network (TNSWAN) State Portal, State Services Delivery Gateway (SSDG) & e-forms.

Interface state portal, SSDG & e-forms State Portal is the Single Window Access to the citizen for online services. New State Portal is developed with additional features like; Citizen Registration, Citizen can personalise the views Content Management System (CMS) Department can own and update contents Compatible with mobile devices Advance Search facility After the approval of the design layout, State Portal can be launched

Service Delivery outlets Common Service Centres - rural Government Services are provided to the common man in his locality at affordable costs, by the following type of service delivery outlets: Urban Common Service centre managed by ELCOT. Facilitation Centre managed by TACTV. Primary Agricultural Credit Cooperative Societies (PACCS) Village Poverty Reduction Centres (VPRCs) Facilitation Counters at Revenue Inspectors Offices/ Taluks / Districts

Common service centres - urban Urban Common Service Centres (Urban CSCs) have been set up in Chennai city and its Suburban areas. Data, Voice and Video services in the areas of e- Governance, Health, Education, Entertainment and other private services will be rendered to the Citizens through these Urban Common Service Centres (Urban CSCs). At present 23 centres are functioning in Chennai and its sub-urban areas. In addition to this, it is proposed to establish 332 UCSCs by ELCOT and 1261 UCSCs by TACTV shortly

e-district Introduction e-district is one of the State Mission Mode Project under the National e-governance Plan. e-district has been envisaged by Government of Tamil Nadu as automation of workflow and internal processes of District Administration with the possibility of seamless integration of various departments for providing services to the citizens. The project aims to target high volume services and undertake backend computerization to electronically enable the delivery of services through facility centers.

Objectives Enhance the Efficiency, Transparency, Reliability and effectiveness at affordable costs. Efficient electronic workflow system for District Administration Seamless integration of various Departments services Capacity building to empower employees to own and operate the IT enabled Systems with confidence.

State Resident Data Hub(SRDH) State Resident Data Hub (SRDH) is a unified AADHAAR enabled Database of all citizens. It will help the Government in better targeting, effective service delivery, greater accountability and more efficient monitoring of schemes. It is also proposed to use it to put in place a biometric or `AADHAAR' based payment system to disburse welfare benefits to citizens. SRDH Integrates AADHAAR enabled National Population Register (NPR) with Departmental utility Databases on a real time basis. It facilitate AADHAAR authentication into various applications for the Departments.

Digital Maps Repository (TNGIS) Many departments in the State have been extensively working on GIS and Remote sensing Technology and huge volumes of datasets have been prepared at various scales for the State. However, due to lack of coordination there is no standardization on the data Restrictive map policies do not encourage sharing of maps among the departments. To overcome these issues, State Spatial Data Infrastructure (SSDI) is being proposed for the State in the name of TNGIS. Core / Technical Team of Resource Departments to support and deal with technical issues has been formed under TNeGA to propose the Common Framework, Common Platform, Common Coding, Standards for datasets, Application and Tools, Consolidation of village data. NIC has been assigned the role of Implementing Agency The Project has been inaugurated on 12.12.2014
