Sign Upgrades SCOPE OF WORK TexAmericas Center (TAC) is soliciting proposals for Sign Upgrades at TexAmericas Center Headquarters until 10:30 a.m. on Monday, April 21, 2014 at the TAC main office, 107 Chapel Lane, New Boston, TX 75570. The bids will be publicly opened and read aloud at 10:30 a.m. on Monday, April 21, 2014 at TAC main office. A mandatory pre-bid meeting will be held at 10:00 a.m. on Thursday, April 10, 2014 at the TexAmericas main office located at 107 Chapel Lane, New Boston, Texas. The scope of this work includes six secondary announcer signs and three directional way-finding signs to be installed. The proposed work generally consists of designing, fabricating, and installing signs. Equipment, labor and incidentals to complete initial design and sign installation shall provide a fully functioning sign when complete. The basis of selection will be the proposal that provides the best value to TAC. Time is of essence for the completion of this work and will be a factor in selection. The selected proposer will be required to provide evidence of insurance and execute a contract with TAC. The design of the sign, including its form, materials and colors, should reflect the conceptual design provided by HOK's Site Master Planning Report for TexAmericas Center and attached as Exhibit A. Design Principles The materials, color and form should reflect the conceptual design provided by HOK's Site Master Planning Report for TexAmericas Center. Variation in the appearance of the different sign types should be minimal; the different sign types should be perceived as a related family. Where practical, sign locations should include complimentary landscaping. The design should be low maintenance. Visual clutter should be controlled around the signs. All signs should be illuminated at night with internal LED lighting elements. Each type of sign should fit comfortably within the right of way. Prepare basic CADD or Microsoft Visio drawings showing Sign Structure views with dimensions and clearances. Sign dimensions, such as height clearances, letter sizes, and setbacks, should comply with the details provided in the HOK Master Planning Report in Exhibit A. There shall be no visible angle iron supports, guy wires, braces or secondary supports, except in
the case of projecting signs. All sign supports shall be an integral part of the design. 6 Corten Style Secondary Announcer Signage The secondary announcer sign will be placed at vehicular entrances to the campus. These are to be freestanding and illuminated. 3 Corten Style Site Directional Signage Vehicular way-finding signs will be placed to help vehicles navigate the site and efficiently reach their desired destination. These are to be freestanding and illuminated. Construction / Installation Mobilization & setup to perform the work described above including traffic control. The contractor should assume the removal and hauling of existing fill to accommodate the installation of sign structure. Fill can be dumped On-site at a location approved by TAC. Perform an in-depth hands-on inspection of each of the Sign locations to determine the condition of the Sign Structure and the Structure site. Provide immediate notification to TAC, of any adverse conditions observed during the inspection that would jeopardize the structural capacity of any of the Sign locations. Signs should be located and oriented appropriately to allow sufficient visibility and legibility. Factors that may be considered in reviewing the appropriateness of the sign location and orientation may include, but are not limited to, location relative to the surrounding streets, traffic volumes and access points, visibility angles and topographic features. Additional Requirements The following is a brief partial list of additional requirements for this project: 1. Implementation of sediment and erosion control measures for excavated areas. 2. The contractor will be responsible for obtaining all clearance for existing utilities and permits required for the implementation of these signs. 3. The contractor will be responsible for the engineering of all structural elements and attachments according to local codes and will submit any required stamped engineering drawings as part of the shop drawing approval process. 4. Contractor will prepare detailed shop and engineering drawings as required (footing/attachment details, internal signage structural details, etc.) to submit to TAC for approval prior to construction and installation. 5. A project schedule and location plans will supplement this bid package after the bid has been awarded. 6. Installation of the new signage will be phased to accommodate the contractor by location of signs and shall occur during normal business hours. Installation of all sign components within this scope of work shall be complete by August 1, 2014. 7. Clean up of work area. 8. All work to be performed to OSHA and NEC standards by qualified personnel. 9. The selected proposer will be required to execute a standard contractual agreement with
TexAmericas Center and provide certificates of insurance prior to installation of signs.
