Community Choice Aggregation (CCA) Reference Guide Community Choice Aggregation (CCA) programs are governmental entities formed by cities and counties to serve the energy requirements of their local residents and businesses. CCAs do not own the transmission and delivery systems. CCAs and California Public Utilities Commission (CPUC) Requirements The CPUC is in charge of creating the guidelines for a CCA program. Prior to becoming a CCA, the local governing body (ies) shall adopt an ordinance proclaiming their decision to become a CCA. CCA must file an implementation plan with the CPUC. o CPUC will notify the Investor Owned Utilities (IOUs) within 10 days of the implementation filing from the CCA. o Within 90 days of the implementation plan, CPUC shall certify that they have received the plan and all the required documents to determine the Cost Recovery Surcharge for customers who leave the IOUs. More information can be found in Section 3.8 of CCA Guidebook. o CPUC shall designate the earliest date for implementation. The set up with ISO should run parallel with the CPUC process. o The CCA should engage with an SC (could be self). o CCA should notify the CEC and CPUC of their assigned ISO LSE ID. CCA customers must be notified twice within 60 days prior to automatic enrollment so they can opt out at no cost. o After the initial 60 days, exit fees may be imposed. CCAs and ISO Requirements CCAs are considered a load serving entity. CCAs should decide if they want to participate in Demand Response. CCAs must obtain a Scheduling Coordinator (SC) or become an SC in order to schedule the load in the ISO market. First interaction with ISO may be through the designated SC. It can range between T 6 months to T 120 days. Some of the activities include: Requesting an additional SCID Identify the LSE on the request form CCAs will be an assigned LSE ID and be associated with an SCID in the ISO Master File as they are required to be in the ISO systems 60 days prior to proposed commencement for serving load. Once the SCID and LSE ID are effective in the ISO Master File, CCA shall complete and submit the Project Details Form to establish a unique NRI Project Number. This Project Number is a required field on the SQMD Plan Template. Instructions on how to complete the Project Detail form is available on page 3 of the 5760 Settlement Quality Meter Data (SQMD) Plan Submission and Approval Process documentation. CCA will be set up in the ISO systems as its own organization for Resource Adequacy (RA) submission and Congestion Revenue Rights allocation. o Have RA obligations based on California Energy Commission (CEC) forecast. RA submissions require T 45 days prior to load migration and CRR allocation. Annual RA plans are due the last business day of October; therefore, CCA must submit an annual RA, which will need to be in the ISO systems by October 1 st. o Eligible for CRR allocations to off set congestion changes. CRR registration process takes about 60 days to complete to become a candidate CRR Holder. SC for CCA must submit Settlement Quality Meter Data template at least 40 days prior to the effective date of the Default Load Aggregation Point (DLAP) effective date. o This is a requirement for SC Metered Entities. SQMD Plan Template Tips SQMD Plan Template Form and Tutorial CCAs that did not participate in the ISO Market prior to April 10, 2017 are required to have their SC submit a SQMD Plan for their SC Metered Entity aggregation to obtain ISO approval. The goal is to facilitate resources on becoming SC Metered Entities, while ensuring that they have met all the requirements: Configuring the meter, calculations, processing revenue quality meter data and key controls to assure accuracy and correctness of the aggregate SQMD value submitted on a daily basis to the ISO. The approval process SLA is 20 business days (or 40 calendar days) and will go through the NRI group for review. Without this approval, a resource/load cannot participate in the ISO markets. General account information o The SQMD Plan should provide information on how the CCA assures that they know the complete list of end use customers they represent. o Discuss which Utility Distribution Companies (UDCs) the CCA interfaces with as well as the process to obtain the customer s unique service accounts and meter values. o The SQMD plan does not need to identify all individual service accounts; however, the CCA should maintain a list of service accounts and the effective dates for CCA participation. Upon request or an audit that list will need to be provided to the ISO. o The CCA should have controls around the opt in or opt out aspects of the service accounts. o The CCA should also provide a general description of the metering devices. o Identify that the retail meters are certified by the LRA. o Identify if the meters are interval meters or non interval meters. If interval meters, identify the interval size (i.e. 5 min, 15 min, and 60 min). If non interval meters, identify what load profiles will be used to parse the data into 60 min intervals. Process Revenue Quality Meter Data o Identify the Meter Data Management Agent (MDMA) that will read the retail meter and to perform the VEE (Validation, Editing and Estimation) for the CCA s service accounts. o Identify the CCA s SC o Identify their Local Regulatory Authority (the authority who is responsible for setting the metering requirements being followed) and any other third party that is involved in the meter data processing. o Identify where the following are obtained: DLFs (Distribution Loss Factors) Load Profiles (if applicable, for non interval meters) o If the resource is connected to the Distribution System, transmission line losses are no applicable. o Identify controls performed to assure completeness of the meter data prior to submittal to the ISO. o A Single Line Diagram (SLD) is not required for Load or DLAPs. Submittal of SQMD o Identify the organization that will be submitting the SQMD to the ISO. o Identify controls in place to assure the SQMD is submitted as required by the ISO Payment Calendar. o Obtain the appropriate access to submit Meter data in the MRI S application. o B represents Business days (i.e. T+8B, T+48B). This excludes weekends and holidays. For example, if you create a csv file using a Mac operating system, it may show up as a.txt file when trying to upload meter data to the MRI S application. In this instance, it will fail.
