The Huron Parks and Recreation Department is currently accepting bids for the demolition and disposal of the current playground system and the design, supply, and installation of a new playground system including fall zone materials at Andrew L. Fabens Memorial Park in Huron, Ohio. Work is to include the design of a play system within the currently constructed boundaries, as well as the installation of commercial grade play equipment and fall zone materials. Proposal specification forms are available at the Huron Parks & Recreation Department 110 Wall St., Huron, Ohio 44839, or online at http://www.cityofhuron.org/huron/bidnotices--tabulations.html. There will not be a pre-proposal meeting, but a site visit is strongly encouraged prior to submitting a proposal. Each vendor shall provide a maximum of two (2) designs for the park playground. The proposal shall include the cost of the delivered play system as designed, removal of existing equipment and play surface, installation of new play surface and fall zone materials, and installation of playground equipment. Sealed proposals will be accepted until 10:00 AM, March 26, 2014, in the office of the City Manager Attn: Fabens Park Playground Equipment, 417 Main Street, Huron, Ohio 44839. Envelopes shall be clearly marked Fabens Park Playground Equipment Proposal. The proposals will be opened and publicly read aloud at that time. Following the opening, they will be forwarded to the Parks and Recreation staff for review. A recommendation will be made to the Huron Joint Recreation District and the Huron City Council for consideration at a future meeting. In awarding the proposal, Huron City Council reserves the right to reject any and all proposals, and to award whatever proposal determined to be in the best interest of the City of Huron, Huron Township, the Huron Joint Recreation District, and the Huron Parks and Recreation Department. Project Scope The Huron Parks and Recreation Department is seeking proposals for the demolition and disposal of the existing play structure and design, supply, and installation of a new playground structure and safety surfacing for the designated play area at Fabens Park, located at the corner of Adams Ave. and Taylor Ave, Huron, Ohio 44839. Playground designs should meet all accessibility and safety standards as well as the guidelines and specifications listed in the RFP. Quality of the equipment, quality of the design, play value, cost, and appropriateness to location and target demographic must be taken into account in the design of the play system. All materials must meet the standards set forth by the U.S. Consumer Product Safety Commission (CPSC) guidelines for Public Playgrounds, the American Society for Testing Materials (ASTM), and be certified by the International Play Equipment Manufacturers Association (IPEMA). The supplier will be responsible for the demolition and disposal of the existing play system. The current playground system has a large amount of unutilized space. The Parks and Recreation Department encourages creativity and maximal use of the play surface in the proposed design. The proposed play system must fit within the boundaries of the existing playground. The current site s dimensions are: 96 ft. x 60 ft. The City recommends visiting the site prior to the submission of a proposal. Site visits can be accommodated with Parks and Recreation Staff if desired. The ideal target age would be for use by children ages 5 to 12. Additionally, the City wishes to have as much ADA accessibility as reasonably possible. The playground system should be designed with the target population and surrounding amenities in mind. The supplier shall provide any and all signage necessary stating the age appropriateness of the equipment and the safety rules for the playground. All signage must first be approved by the Parks and Recreation Department. Supplier shall provide all components, tools, and labor necessary to install the play system. In addition, the supplier shall pay any and all additional costs necessary for completion, such as shipping and travel expenses. The supplier shall repair any and all damages outside of the playground area that were a result of the supplier s installation efforts, including turf and fencing. Repairs shall be made to the standards of the Parks and Recreation Department. The desired timeline of this project from award to completion is 90 days.

Proposal Requirements All proposals shall include schematic drawings, dimensions, elevations, product photos, and 3-dimensional color renderings depicting the layout of the equipment to be provided. The drawings shall clearly represent the location of signage and placement of fall material. The City is accepting up to a maximum of two (2) proposals from each supplier. If submitting more than one proposal, please delineate on the front page of the proposal the document s corresponding number. Proposals must include a list of both elevated and ground activities offered by the design. Also, proposals must include a list activities that are ADA compliant. Color options for equipment and play surface shall be clearly delineated. Proposals shall include all information regarding product and workmanship warranties and specifications, and all insurance certificates of manufacturer and installer. Proposals shall include information on the qualifications of the playground system manufacturer and certified installer. Proposals shall include the cost of the delivered play systems as designed as well as all structures, components and hardware necessary for installation. Additionally, the proposal shall include the cost of technical installation. Proposal shall include an estimated lifetime of the equipment. Specifications and Guidelines All equipment and materials must conform to U.S. CPSC Guidelines for Public Playgrounds, ASTM Standards, and be certified by IPEMA. Safety play surface shall meet ASTM Standards F-1292 for Impact Attenuation and F-1951 for Accessibility of Surface Systems under and around playground equipment. All materials must be new. Upright posts and structural steel beams for play systems shall be no less than 5 OD. All post tops shall have caps that are permanently affixed. Installation of equipment shall include all equipment footings. All slides must be molded (no steel or other metals). There should be no wood utilized in any of the equipment. Playground engineered wood fiber which meets ASTM standards shall be 14 compressed. Steel decks shall be coated with either PVC or plastic. All hardware shall be made of stainless steel. All hardware shall be tamper resistant with no protrusions or projections.

Any and all efforts to accommodate users with physical disabilities by requiring access to play features using transfer stations and ground level components shall be included in the design. There is existing drainage tile that runs to a catch basin outside of the play area. This will remain as shown on the site plans (Attachment B). The play system shall fit safely within the playground area as shown in the site plans (Attachment B). Suppliers are encouraged to be creative with their designs in order to maximize useful space in a safe manner. Play systems should be geared towards children between the ages of 5 and 12. Desired Equipment One swing system that shall provide a minimum of 2 swings for toddlers. Provide one classic style swing set with 4 belt seats. Other desired elements include: transfer stations, no less than two platforms, no less than three slides, climbing elements; the latest concepts in playground design. Landing mats shall be included for the appropriate areas. Suppliers shall make an attempt not to repeat equipment throughout the system. Assembly, Installation and Inspection All assembly, installation, and inspection will be provided and managed by the supplier. A representative of the supplier is required to conduct post installation inspection of equipment upon completion to insure proper installation of the play system. If modifications are necessary, the supplier shall submit plans in writing to the City and remedied immediately. Co-inspection upon completion of the project will be conducted by a representative of the City. The supplier shall submit to the City the manufacturer's certification of compliance and warranty stating that the equipment has been installed meeting all specifications thereby warranted by the manufacturer. Additionally, it is the supplier's responsibility to provide to the City the manufacturer's warranty of installed equipment. Qualifications The proposal shall include statements showing the ability and expertise of all parties involved within the suppliers bid, including the manufacturer and the installer. A minimum of three (3) references should be included, as well as photos of prior projects. Any installers must be CPSI certified.

Budgetary Scope The proposed budget for the completion of this project is $80,000. Evaluation Criteria The Parks and Recreation Department will be evaluating the bids based on the following criteria, in no specific order: Presentation of the proposal Creativity of the design ADA components included Quality of design and inclusion of target population Durability/Quality of the materials used Reputation of the manufacturer Content of proposal Qualifications of the manufacturer Qualifications of the installer Safety of the design Price alone will not be the determining factor, except in the event that two or more proposals receive an identical score. The proposal with the highest overall score will be recommended by the Department of Parks and Recreation to the HJRD/Huron City Council for award.
