It is very exciting to be here as part of this momentus event. I would like to welcome all of you to the Convention for Young Administrators of ASEAN Higher Education Institution 2016 (YAS 16). My deepest gratitude goes to Join Training Committee of Higher Education Institution in Malaysia (JALUMA) in collaboration with Higher Education Leadership Academy (AKEPT) who made it possible for us to discuss on various issues, challenges and oppurtunities concerning on quality, standars and excellence in delevering services. This effort by both institutions and co-opertaion is and idea that should be commended for recognizing The Management and Professional Group as one of the driving forces of the Universitiy. Hence, the presence of this event will give a new spirit to the administratos to increase efforts in order to make Malaysia a world-class hub for higher education. In accordance with the theme "Striving Towards Managerial Excellence", the administrators role is just as important as academicians role in contributing to the development of the society. As a driving force to the university, the administrator should be regarded as a governance partner. This is because the roles that it plays as a planner, implementer and also a strategic monitor in Public University that will finally contribute to the target achievement of world class higher education services. Administrator in this context should be viewed with larger scope, in which it is a management team and professional group of more than 20 categories such as Administrative Officer, Librarian, Financial Officer, Information Technology Officer, Science Officer, Psychologist, Cultural Officer and others. Therefore, this management must always nurture good values and high performance work culture in order to understand and implement the policy either by the Ministry or the respective University with distinction. 2 P a g e

The higher education sector nowadays is changing dynamically and will undergo many changes and reforms ahead of the 21st century. Therefore, the Ministry of Higher Education plays a vital role in creating the best higher education environment in public universities where public universities are among the major components of the education cycle and it is the country high performing training that will produce thinkers, scientists, scholars, skilled labours and semi-skilled labours in accordance to their respective roles. Thus, outstanding work culture by the administrator line should always be nurtured: "up to date" management, attentive and creative in making changes and highlighting new innovations in the administration. In order to accomplish the Higher Education Ministry's wish, involvement of agencies such as AKEPT is particularly relevant to produce leaders with world-class education. Fundamental factors that move the transformation are the human potential and the way of thinking that can make the right action and not prioritize self-interest. Thus, high-performance work can be developed through a dynamic organization system. It includes training, team development and work culture based on continuous improvement in terms of implementation at all levels. This culture is important to harmonize the objectives and goals of the University in order to achieve the vision of the public sector. Thus, the top management of a public university should put the agenda to strengthen the administrative staff by encouraging self-development among the staffs by setting a realistic direction, promoting innovation, developing leadership and work as a team. Next, the university should give opportunity to the excellent staffs maximizing their contribution by recognizing and appreciate their ideas and insights. Finally, the university is also responsible for maintaining motivation by providing a conducive work environment. 3 P a g e

Brilliant administrator is defined as employees who demonstrate commitment to work through the implementation of generic competencies and functional thoroughly and consistently. Excellent administrator is also defined as a dynamic in effort and the generation of ideas, driving the transformation of education and exhibit leadership characteristics and can be exemplified as a Role Model. The group also has high potential to be highlighted for a further stage through the excellent work that has been exhibited. Changes in the new millennium of 21 st century of the national development require thousands of skilled labours and professionals who are knowledgeable. Therefore, investments in the driving force of high education has become the main agenda to ensure the national strategies to increase human capital potential always go hand in hand with the progress of the country. The Government has developed the National Education Blueprint (Higher Education), which will transform the higher education system in Malaysia to face this new challenge, but the government cannot carry out the transformation of the higher education sector without the support of various stakeholders including administrators. Here lies the importance and necessity to produce, nurture and develop dynamic administrators that are able to keep pace with the current era of globalization, besides giving the best service to ensure that higher education in Malaysia will always stand at the most outstanding level for the sake of the national development. 4 P a g e

CLOSING: In conclusion, the main role of public universities is to accomplish the development of higher education agenda. Again, I would like to congratulate the JALUMA and AKEPT for the ideas and excellent cooperation in organizing the Convention for Young Administrators of ASEAN Higher Education Institution 2016 (YAS 2016). I am certain this intellectual platform will provide a wider perspective in producing the good Young Administrator. I wish all of you success as you engage and participate in this convention. I am sure this engagement will enhance greater ties among participants for the benefit of all and develop ASEAN human capital to improve the quality of work at your workplace. On that note, with the verse Bismillah... in the name of ALLAH, the Most Merciful, the Most Compassionate, I now launch the Convention for Young Administrators of ASEAN Higher Education Institution 2016 (YAS 2016).
