A scheme for a sustainable e-id interoperability 1. The French IdM scheme 2. What is e-id interoperability? 3. Mobility for e-id interoperability 4. Complementary issues to address 5. Addressed by a network of back-offices

1. The French IdM Scheme A centralized portal (Mon Service Public) may give access to all services provided by public sectors. Need shared authentication Need SSO based on federated identity Main constraints Respect for Privacy Free choice of how to identify oneself CNIL (National Commission for Data Protection) and French law considerations User control of personal data Open specifications and infrastructure (impact on all public services)

1. An Identity Federation based on Liberty Alliance One MSP account / several authentication ways (user / pwd, SMS challenge, smartcard) e-id means M DUPONT Other e-id MME DURAND Federation with different kinds of egov accounts MSP Account Dupont Account Durand Services provided by public sectors Health Care Refund Personal account M Dupont- N 85651 Job agency Researches Personnal account N 15646746 Tax administration Tax account Family account Durand - N 654832 Seamless adm Changement d adresse Procedure Id N 694125

1. The packaged service A personalized service Mon service-public". It will enable every citizen to set up his or her own home page and access all the online public services of concern to him or her. "Mon service-public" will incorporate the services developed by the public sectors (taxes account, family benefits, change of address, etc ). A "personal space" (briefcase / e-safe) can be used for storage of personal data and dematerialized official documents (diplomas, civil register certificates, etc ) which the user can obtain from the civil service and submit to the authorities to complete other procedures.

2. What is e-id interoperability? Electronic IDentification mean (e-id) As a mean for people to prove electronically that they are who they say they are. The e-id interoperability concept All European citizens, businesses and administrations shall benefit from secure means of electronic identification (eid) that maximise user convenience while respecting data protection regulations. Such means shall be made available under the responsibility of Member States but be recognised across the EU. 10/02/2006 MUMOK Vienna, Austria 6

3. Mobility for eid interoperability How to connect to national e-services from abroad? Citizen e-ids must be usable abroad, A first level of standardization is needed Smart Card platform standardization in progress in the CEN 10/02/2006 MUMOK Vienna, Austria 7

4. Complementary issues to address How can an e-service deal with a citizen having several smart cards with certificates of different trust levels? How can an e-service deal with a citizen having e-ids of different technologies? How can an e-service get access to user personal datas stored by another Member State? Is the identifier of an e-id going to become a unique identifier across Europe?

5. Addressed by a network of national back offices Spanish Back Office Authentication Service e-id Italian Back Office Authentication Service French Back Office Authentication Service Polish Back Office Authentication Service Italian e-services French e-services Polish e-services 10/02/2006 MUMOK Vienna, Austria 9
