BUREAU OF INDIAN STANDARDS EXAMINATION POLICY FOR SCIENTIFIC CADRE OFFICERS (BISQES) In exercise of the powers conferred by Regulation 7 of BIS (Terms & Conditions of Service of Employees) Regulations, 2007 and Regulation 6(4) (Recruitment to Scientific Cadre) Regulations, 2002, BIS hereby makes following policy: 1. Short Title - This policy may be called the BIS Examination Policy for Scientific Cadre Officer. 2. Definitions- In this policy, unless the context otherwise requires: a) Probationer means a person appointed to the Service on probation. b) Service means the Bureau of Indian Standards Scientific Cadre Service. 3. Period of Probation Every person recruited for the service in accordance with a) BIS (Recruitment to Scientific Cadre) Regulations, 2002 (Appointment by Direct Recruitment). b) BIS (Recruitment to Scientific Cadre) Regulations, 2002 (Appointment by Selection). c) Every person promoted to the service from Group B. 4. Training shall be appointed to the service on probation for a period of two years. The probation may be extended upto one year. a) During the period of Probation, a Probationer shall be required to undergo an on the job training for a period of two years. b) It should be ensured that the probationers take the training seriously. They should be discouraged from taking long spells of leave, except for unavoidable reasons. Lady probationers should take all possible care/precautions to avoid conception during their training period, as this would affect their training. c) Those probationers who require leave due to unavoidable reasons will be allowed to take leave as due and admissible, but will be required to complete the training of two years duration before they can be confirmed in service. d) Travelling Allowance During the Training A probationer shall be entitled to travelling allowance for the journey which he may undertake during the period of his training. A probationer shall not be entitled to any

daily allowance during his halt/stay at various places to which he may be posted in the course of his training. e) Discipline & Conduct During the Training Provisions of the Central Civil Services (Conduct) Rules, 1964, and the Central Civil Services (Classification, Control and Appeal) Rules, 1965, as amended from time to time, shall be applicable to the probationers. 5. Purpose of Examination: a) For newly recruited Scientist B During the two year period of probation/training, all probationers will have to pass the Bureau of Indian Standards Qualifying Exam for Scientists (BISQES) before they can be confirmed in service. b) For promotion of all eligible Laboratory Officers and Technical Assistant - This BISQES will replace the Limited Departmental Competitive Examination (LDCE) organized for Lab Officers and Technical Assistants (Group B ) for promotion to Scientist B (Group A ). Any Lab Officer or Technical Assistant, who meets the minimum qualification required for promotion to Scientist B (Group A ) can appear in this exam. 6. Syllabus for the Examination a) The exam will have following four papers: Paper Subject Maximum marks Paper -1 Certification 75 Paper-2 Testing & Calibration 75 Paper-3 Standard Formulation 75 Paper-4 Other Support Services/ Act, Rules, Regulations, Guidelines and Policies. 75 b) The minimum pass marks for each paper will be 50%. The minimum pass marks for the overall exam shall be 60%. c) The marks obtained in final examination shall be compiled as per Part-III of Appendix A by NITS. d) The syllabus for each paper is attached as Appendix B. 7. Conduct of Examination a) NITS will organize the BISQES atleast once and where possible twice every year. This exam should preferably be conducted in the months of June & December. NITS will be responsible for the following:

i) Setting up of Question Paper as per direction of DG b) Conduct of the exam c) Evaluation of Answer Sheet d) Preparation of final result. b) A probationer shall be allowed to clear all the papers in a maximum of three attempts. Papers passed in the earlier attempts shall be carried forward for a maximum period of 2 years and candidate will not be required to appear in that paper again. Provided that he other papers are cleared within a period of 2 years from the date of conduct of the exam in which the candidate was declared as passed. c) A candidate shall be allowed to reappear for a paper in which he /she has already passed, with view to improve his/her marks. The marks obtained in the latest attempt shall only be counted for the purpose of this rule. 8. Monthly Assignment/Project Report a) During on-the-job training each Scientist B is required to submit an assignment/project report every month suggesting improvement in the areas of their work. b) For this purpose, the entire work has broadly been classified into four areas Standards Formulation, Certification, Testing and Calibration and Technical Support Services. The various aspects of the projects in these areas are listed in Appendix-B. c) The officers should submit their monthly report to Head (NITS) through their respective departmental heads in the format as at Appendix- C so as to reach NITS by first week of next month. These assignment/project reports shall be evaluated by the respective Activity Heads. The evaluation by the activity heads shall take the following into account: i) Impact of the proposal on the working of BIS ii) Extent of innovative approach/innovation in the ideas iii) Wiring ability vi) Professional Knowledge/interpretation capability vii) Thoroughness and objectivity of the proposal The activity heads shall evaluate the officer s report and give marks on a scale of 1 to 10 depending upon the substance of the proposal & it s likely impact on the working of BIS. The rating and points shall be given in the Format at Appendix-D. d) The marks thus obtained by the officer shall be communicated to him. The total marks obtained by the officer in the entire period of training

shall be taken into consideration at the time of final evaluation of the officer at the end of training period. e) The entire work of the monthly evaluation of officers (Scientist B ) at NITS will be coordinated by the respective Chair. 9. Conditions applicable to Newly Recruited Scientist B /Laboratory Officer a) Confirmation The confirmation of the probationer will be based on the marks obtained in final exam, marks obtained in General Assessment and monthly assignment/project report. The format for General Assessment is attached as Part I and Part II of the Appendix A. b) Where a probationer fails to obtain minimum 60% marks overall and does not complete the probation period successfully or is not found suitable for the post during the period, the Competent Authority may either extend the probation period or terminate the services as per the existing Regulations. Under no circumstances shall the probation be extended or the services of a probationer be confirmed in case the probationer fails to clear the examination as above. c) Seniority of Newly Recruited Scientist B The BIS shall prepare a list of all probationers who are recruited to the service and such list shall be arranged in the order of merit which shall be determined in accordance with the aggregate marks obtained by each probationer as given below: i) at the competitive examination (600 Marks). ii) in the final written examination conducted by NITS ( 300 Marks). iii) assessment of performance during training (100 Marks). iv) monthly assignment/project report (100 marks). Provided further that if two or more probationers have secured equal number of marks in the aggregate, their order of merit shall be the order of their date of birth. 10. Conditions applicable for eligible Laboratory Officers and Technical Assistants: a) Seniority of qualified Laboratory Officer/Technical Assistant Seniority will be fixed on the basis of marks obtained in the exam and date of passing the exam. b) A seniority list of qualified candidates shall be maintained by HRD Department based on the date of passing the exam and promotion order shall be issued as and when a vacancy arises. Provided further that if two or more Lab Officers have secured equal number of marks in the aggregate, their order of merit shall be the order of their date of birth.

11. Leave/TA for Appearing in the Exam. a) TA/DA, as applicable, will be paid for the first attempt whether the journey is made for appearing in all the 4 papers or is performed to appear in lesser number of papers. NO TA/DA will be admissible for second and third attempt. b) Leave for the Exam - For appearing in the first exam, a Laboratory Officer/Technical Assistant/Probationer will be on temporary duty. For Second & Third attempt, a probationer shall have to apply for leave, that is due, for appearing in the exam.
