OIE International Standards The Quality of Veterinary Services (VS) depend on OIE International Standards which are Official references of the WTO SPS Agreement Adopted by consensus of OIE Members and are available as the Terrestrial Animal Health Code (the Code) 2

Quality of VS Standards on the Quality of Veterinary Services (VS) include fundamental principles of an ethical organizational; and technical nature and VS shall conform to these principles regardless of the political, economic or social situation of the respective country 4

Quality of VS These OIE standards, contained in Chapter 3.1 of the 2008 TAHC, are Professional Judgement Independence Impartiality Integrity Objectivity General Organisation and Quality Policy; Procedures And Standards; Information, Complaints And Appeals; Documentation; Self-evaluation; Communication And Human & Financial Resources 5

Quality of VS EVALUATION of a VS with regard to COMPLIANCE with these FUNDAMENTAL PRINCIPLES should be based on EVALUATION CRITERIA as contained in Chapter 3.2 of the TAHC. OIE/FAO Global FMD Conference 30.06.2009 6

Any such EVALUATION of a VS should use the OIE Tool for the Evaluation of the Performance of VS (OIE-PVS Tool) 30.06.2009 OIE/FAO Global FMD Conference 7

The use of the OIE-PVS Tool 1. Self evaluation performed by internal and/or OIE experts for the purpose of assessing the performance of VS process reviewed on a regular basis to monitor improvements 2. An evaluation relevant to bilateral negotiations between trading countries: performed at the request of either country best done by mutual agreement OIE/FAO Global FMD Conference 30.06.2009 8

The use of the OIE-PVS Tool 3. An independent evaluation that provides a strong legitimization of a request for national and /or International financing. Major donors have accepted the use of the OIE PVS Tool and the criteria in the Code in the evaluation of performance and priorities of VS, as a prerequisite in helping countries make requests for investment. ACCESS TO MARKETS This component of the evaluation appraises the authority and capability of the VS to provide support in order to access, expand and retain regional and international markets for animals and animal products. It comprises 9 critical competencies Critical competencies: IV.6 Traceability 6. Traceability The authority and capability of the VS to identify animals and animal products under their mandate and trace their history, location and distribution. 16

IV-6 Traceability Activity per Level Level 1 The VS do not have the capability to identify animals or animal products 2 The VS can document the history of some animals and animal products 3 The VS have procedures in place to identify and trace selected animals and animal products as required for disease control and food safety purposes, in accordance with relevant international standards 4 The VS and their stakeholders have coordinated national procedures in place that can identify and trace animals and animal products as required for disease control and food safety purposes. 5 The VS, in cooperation with their stakeholders, carry out audits of their traceability procedures. 17

CRITICAL COMPETENCIES cutting across ALL SECTORS of a country s veterinary services sectors and having a particular relevance regarding FMD are: I. Human, physical & financial resources Professional and technical staffing of VS Competencies of VS Physical resources II. Technical authority and capability Veterinary laboratory diagnosis Epidemiological surveillance Early detection and emergency response Disease prevention, control and eradication 19

Conclusion The application of the OIE-PVS Evaluation tool for veterinary services as a whole, is an important and necessary instrument and step to evaluate the compliance of all countries worldwide with the OIE international standards of quality of veterinary services and to increase capacity building programs when necessary, because only one country which does not comply may endanger the entire planet (Dr. Bernard Vallat, Director General of OIE - 2007).
