1. INTRODUCTION Pakistan Sustainable Transport (PAKSTRAN) Project is a joint undertaking of the Ministry of Environment Water & Power, Government of Pakistan; Global Environment Fund (GEF) and United Nations Development Programme (UNDP) Islamabad. The basic objective of the Project is to reduce the growth of the energy consumption and related greenhouse gas emissions from the transport sector in Pakistan, while simultaneously improving urban environmental conditions and improving Pakistan s trade competitiveness by: Creating an enabling investment environment for sustainable urban transport; Creating an institutional and policy framework that is supportive of urban transit development; Improving the fuel efficiency of trucking freight Transport; and Increasing awareness and capacity in Pakistan on sustainable transport. PAKSTRAN Components: PAKSTRAN Project Management Unit (PMU) Office was established in 2011 at Islamabad and have following four associated Component Implementing Unit (CIU): 1. CIU-Sindh at Karachi 2. CIU-Punjab at Lahore 3. CIU-Trucking at Islamabad 4. CIU-IUCN at Islamabad CIU-Trucking, Islamabad: CIU Trucking starts its operations from April 2015 and CIU-Trucking Office is established at National Transport Research Centre (NTRC) Pakistan which is the related department of Ministry of Communication, Government of Pakistan. Major objectives of CIU-Trucking is To demonstrate international best practices for modernizing the trucking fleet through developing fleet strategies in concert with strengthening of regulatory institutions; To create an investment environment with widespread stakeholder acceptance to sustain modernization of trucking fleets; To achieve the objectives and Outcome No.3: Improved fuel efficiency in truck freight transport in Pakistan following are the set outputs for the CIU-Trucking: a) Output 3.1: Approved and Enforced Policies on Energy Efficiency in Truck Freight Transport. b) Output 3.2: Completed pilots to implement strategy to modernize trucking fleet. c) Output 3.3: Established private-public partnerships in the modernization of the trucking fleet. 4
2. WORKSHOP PROCEEDINGS The Component Implementing Unit (CIU) Trucking, PAKSTRAN organized a one day Consultative Workshop on Truck Freight Transport in Pakistan in Sheesh Mehal Hall, Islamabad Hotel at Islamabad on 17 th September 2015. The workshop was attended by more than 180 stakeholders and representatives from all over the country. Following are the major public and private sectors departments participated in the Workshop: United Nations Development Programme (UNDP), International Union for Conservation of Nature (IUCN), Ministry of Communications, National Transport Research Centre (NTRC), Energy Karachi Port Trust (KPT), Environmental Protection Agency from Federal and Punjab, Motorway & Highways Police departments, Traffic Police department, Supreme Council of All Pakistan Transports, Perfect Transport Network (PTN), Automobile Corporation of Pakistan, Engineering Development Board (EDB), National University of Science and Technology (NUST) Islamabad, NED University of Engineering & Technology Karachi, University of Sindh Jamshoro, Agha Khan University Karachi, Associate Press of Pakistan (APP) and representative of print & electronic media of Pakistan. Representatives from the other Component Implementing Units of PAKSTRAN Project authorities were also invited to attend the workshop as Observers. The workshop highlighted the significance of the need for involving all the major stakeholders to improve the current situation of truck freight transport in Pakistan. This was the first ever event organized by CIU-Trucking after its office establishment in April 2015. This workshop also provided the opportunity to the participants to learn from the experiences of people currently involved in managing the truck freight transport in the country. Dr. Saleem Janjua, NPM, PAKSTRAN Hameed Akhtar CD, PAKSTRAN Mahboob Elahi Ex. DG, Environment Dr. Javed Iqbal DG, EPA Punjab First Session of the Workshop Welcome address was given by Mr. Irfan Hyder, Component Manager, CIU-Trucking PAKSTRAN Project. He thanked all the participants of the workshop for coming from all over the country which shows the seriousness and commitment of stakeholders to work together for the improvement in the truck freight transport in Pakistan. Dr Saleem Janjua, National Project Manager, PAKSTRAN in his speech gave the brief introduction about the Pakistan Sustainable Transport (PAKSTRAN) Project. He share the aims and objectives of the Project and its four Component Implementing Units and about the role and responsibilities of 5
each Unit. He informed the audience that PAKSTRAN Project major focus is to provide support for the sustainable transport in the country and BRT in Lahore and Islamabad is one of the living example of current initiatives in this sectors. Talking about the truck freight transport in Pakistan and CIU-Trucking role. He appreciated the achievements made by CIU-Trucking in less than six months time. He hoped that CIU-Trucking team will continue to work in the right direction to achieve their targets of fuel efficiency in truck freight transport, reduction in GHG gas and modernization of trucking in Pakistan. Danish, DSP/SPO, Highways & Motorway Police Dr. Muhammad Bilal, NUST Dr. Raza Mehdi, NED Mr. Hameed Akhtar, Component Director, CIU Trucking in his presentation describe in details objectives of CIU-Trucking. He shared the issues and problem faced in the trucking sector of Pakistan. He talks about particular issues like overloading, axle management. He discussed about Principle roads of Pakistan which are GT (Grand trunk) road, Super Indus High Way (N-55) Karakoram High Way (N-35), Makran Coastal High Way (N-10) and Motorway Project (M1, M2, M3, M8, M9) and also pointed out that trucking policy was prepared in 2008 but in actual this policy is yet to implement. He informed the participants that study currently in progress under CIU Trucking will help later to prepare new policy document for Trucking Sector in Pakistan. 6
Dr. Ali Raza Shah from University of Khuzdar emphasizes on transportation sectors in Pakistan. The transport sector is very important in the development process of country, and density of transport is an index to economic development. As compared with develop countries; Pakistan possesses a less developed transportation network. Government is making serious efforts to develop an efficient transport network to meet the growing needs of the country. Road transport is most popular and it s carried about 90%of the total traffic. Mr. Mahboob Elahi, Ex. Director General, Ministry of Environment and currently working as Consultant with CIU Trucking, PAKSTRAN Project on stocktaking of studies already carried out in Pakistan on Truck Freight Transport. In his presentation he discussed the stocktaking process and product, his methodology for the stocktaking of studies. He also shared his initial findings of the study with the audience during the presentation. During the discussion about the Performance of Trucks in terms of Compliance to NEQS is Poor and the transport Sector is Responsible for 42.57 Mt CO2e GHG Emissions,Fuel Specifications are not compatible with Euro Standards.Share of Trucks in the Registered Motor Vehicles is Steadily Increasing at the rate of 5 Percent Per Annum close to GDP Growth Rate. In our country the Population of Buses and Trucks is Almost Equal at 250,000 and the Population of Registered Trucks in 2014 was 251,300.Trucks Fleet Market is now dominated by Japanese Brand and the Average Age of a Truck is 12.6 Years 15 Years. Second Session of the Workshop Dr. Muhammad Bilal Khurshid, Head Transport Department, National Institute of Transportation (NIT), National University of Science & Technology (NUST) Islamabad in his presentation discuss in detail the topics related to transport sector of Pakistan, Freight Transportation in Pakistan, National Trade Corridor Improvement Programme (NTCIP), Energy-Transport aspects, Modernization of truck freight transport, key aspects of Freight Villages and fuel efficiency in freight trucking. Dr. Bilal also informed the audience that the transport sector is a major consumer of gasoline, diesel, LPG and CNG in the country. Promotion of sustainable means of transport is considered extremely important for future sustainable development in the country. Road freight sector in Pakistan has major contribution to the GDP of the country but in spite of this fact the sector is still informal and unorganized to a large extent. He also told that the National Logistic Cell (NLC) is a reliable government body which owns and runs a large trucks and trailers fleet. Geographical location of Pakistan can make it a regional hub for international trade by integrating it with the international transport system, provided competencies of the domestic trade and distribution system are improved by replacing the existing fleet with modern and compatible trucking fleet. Apropos, Government of Pakistan launched National Trade Corridor Improvement Program (NTCIP) for improving the infrastructure of roads, railways, airports and ports to facilitate trade activities. 7
Mr. Danish, DSP/SPO, National Highways & Motorway Police in his presentation on Road and Safety highlight the issues and how to tackle with them in a very comprehensive manner. He discussed the following topics in details: road safety statistics, road safety challenges, difference between highways and motorways, lane and line difference, road making, causes of accidents, traffic signs, safe driving tips, post accidents tips, helplines and expectations from Police. After his presentation he also replied the questions from the participants of the workshop. Dr. Mohammed Raza Mehdi, Department of Urban & Infrastructure Engineering, NED University of Engineering & Technology Karachi gave a very impressive presentation on Modernization in Truck Freight Transport in Pakistan. He shared the current situation of truck freight transport in Pakistan and its background. After that he educate the participants of the workshop with the modernization of trucking around the world. At the end he concluded the presentation with the concluding topic of adaptation of modernization in trucking sector according to our own country needs. Mr. Shahbaz Latif Mirza, RO, NTRC Islamabad gave presentation on role of National Transport Research Centre and its research work on trucking and transport sector of Pakistan. He also discussed the various projects carried out by his organization. Appraisal of transport sector plans/projects (Road, Rail, Ports & Shipping, Aviation and Urban Transport). NTRC is providing research input for safe, reliable, efficient, affordable, sustainable and integrated transport system in the country. He praised the establishment of CIU Trucking Office at NTRC Islamabad and gave full cooperation and support from NTRC for the achievement of objectives and targets for CIU Trucking. Mr. Hanif Khan Marvat, General Secretary, Supreme Council of All Pakistan Transporters, Karachi in his speech discussed the issues and problems faced by truck freight transporters in Pakistan. He pointed out that truck freight transport in Pakistan need special attention and he pleased to found out that PAKSTRAN Project new Component CIU Trucking invited the relevant stakeholders on a 8
single platform and provide them opportunity to share their problems, views, suggestions and recommendations for the betterment of the Truck Freight Transport in Pakistan. Hanif Khan Marvat, SCAPT Usman Manzoor, UNDP Shahbaz Latif Mirza, NTRC The presentations were very well received and participants took keen interest during the question and answers session. The presentations were related to truck freight transport, road & safety, environmental aspects, fuel efficiency, reduction in GHG and modernization in truck freight transport. A Survey Form was also distributed at the start of the Workshop among the participants. This survey form will be use by the CIU Trucking to analyze the level of understanding of participants of the workshop about the currently situation of truck freight transport system of Pakistan and outputs related to CIU Trucking PAKSTRAN objectives and outcomes. Q&A Session A participant from Ministry of Industries and Production (MOIP) emphasized that trucking policy is already prepared by MOIP in collaboration with Engineering Development Board (EDB). He further added how such projects as undertaken by CIU Trucking PAKSTRAN will help improve mal practices at gross root level. One of the participants raised the question, how existing road structure in Pakistani will compliment modern trucking technology. Dr. Raza Mehdi answered that Pakistani roads are not fit for such type of technology and firstly there is a need to construct such type of roads which takes into account modern engineering aspects such as sharp curve point. 9
The Honorable, Guest of Honor, Rear Admiral Habib-ur-Rehman Qureshi, General Manager (Operations), Karachi Port Trust (KPT) in his speech thanked organizers of the workshop for inviting him and KPT in a very fruitful and informative workshop on Truck Freight Transport in Pakistan. He also briefly shared the interesting facts & figures related to Karachi Port Trust with the participants of the workshop. He further said that KPT will support and work together in future with CIU-Trucking, PAKSTRAN for mutually related areas of Truck Freight Transport in the country. Concluding Remarks from the UNDP Representative Mr. Usman Manzoor, Programme Analyst, UNDP Pakistan in his concluding remarks congratulate the PAKSTRAN Project and especially the CIU Trucking Team for organizing such successful workshop on Truck Freight Transport in Pakistan. He said that these type of workshops provide an opportunity to all the stakeholders to sit together and learn from each other experiences and here they can raised issues and recommend solutions to achieve the objectives and goals. He further added that although CIU-Trucking is the youngest component of PAKSTRAN Project but within this short time the CIU-Trucking Team able to create synergy among the stakeholders in the form of this workshop. This Workshop is the starting point for brainstorming on the truck freight transport system in Pakistan. He strongly suggested that CIU Trucking should organize another workshop in the coming quarter related to Trucking Policy of Pakistan update and implementations. After the launch of Pakistan-China Corridor project role of CIU-Trucking also become more important and it further increases. UNDP will continue to provide its full support and cooperation to CIU-Trucking and PAKSTRAN Project to achieve the objectives and goals. Workshop was officially over after the votes of thanks from the CIU-Trucking Team, PAKSTRAN Project. 10

3.7 Press Cuttings New Trucking policy required to solve transporter s problems in Islamabad / on September 18, 2015 at 12:00 am / ISLAMABAD: Participants in a workshop Thursday called for making a new comprehensive freight trucking policy to resolve the issues facing by the transporters. They stressed that during different regimes transport policies were made but could not be implemented due to unknown reasons while new mechanism in this particular sector is required. The consultative Workshop on Freight Truck Transport in Pakistan under Pakistan Sustainable Transport (PAKSTRAN) project an initiative of United Nation Development Programme (UNDP) was held here. The project is being implemented by the ministry of Water and Power, Government of Pakistan with the objective to reduce the growth of energy consumption and related greenhouse gases emissions from Pakistan s transport sector, while simultaneously improving urban environmental conditions and improving Pakistan s competitiveness. The Government of Punjab (Urban unit, Planning and Development Department), Government of Sindh (Transport Department), Ministry of Communications and IUCN- International Union for Conservation of Nature are the partners of the project. The aim of Workshop was to strengthen institutional framework that enables sustainable freight truck transport development in Pakistan. The General Manager, Karachi Port Trust (KPT), Admiral Habib ur Rehman, said that it is neglected sector while 96 percent cargo trade is being done through trucking transport which will also increase after China Pak Economic Corridor. 18
He said that new Port has also been completed after which this carriage load will also increase. He said that new transport policy is needed to avoid problems in near future. Transporter representative, Hanif Marwat said in the country the transport sector is a neglected sector while there is dire need of improvement in this sector and to guide the transporters. He said that transporters contribute in national exchequer while no incentive is being given to them adding that carriage transporters always help out the government in critical conditions, like during war transporters provide their services and even in earthquake and flood, they always discharged their duties with full dedication. Moderation and innovation in this sector is must to achieve targets while banks also not cooperating the transporters, he added. The Senior Police Officer (SPO), Motorway Police briefed the participants regarding differences between Motorway and National Highway and urged that traffic rules should be followed by the drivers adding that Police is always ready to facilitate the travelers. Chairman Transport Department, National Institute of Transport at National University of Science and Technology (NUST), Dr. Bilal Khursheed said that transport industry accounts for 10.5 percent of the national GDP and in future trade will increase which will also contribute in GDP adding that new policies should be introduced to achieve desired results. He added that due to geographical location of the country trade will increase while to avoid any mishap training of drivers is required. He said that fuel efficiency can also be improved through training of drivers and after replacing old vehicle with new one, as mostly thirty years old vehicles are running all over the country. 19
