Food & Civil Supplies Department, GoUP The Department of Food & Civil Supplies, Government of Uttar Pradesh ensures enforcement and compliance of Public Distribution System on the targeted citizens through the policies established by the Government of Uttar Pradesh and Government of India. The Department is responsible for :- Supply and delivery of commodities to the Citizen through Public distribution centres at reasonable or subsidized rates Procurement of food grains and other essential commodities Maintenance of stocks and their storages Food security, licenses etc.
AAPURTI-UP National Food Security Act (NFSA) - 2013 implemented in 28 districts of UP from 1-January,2016 and in remaining 47 districts from 1-April,2016. Automation of PDS as per NFSA has been introduced with the name AAPURTI-UP with the objective of providing essential commodities to underprivileged sections of the society at subsidized rates. Largest network of PDS in India with more than 3.40 crore ration card holders and 15 crore beneficiaries. AAPURTI-UP to provide fast and accurate information to the Govt. for strategic decisions to be made for effective implementation of NFSA.

Ration Card Management Digitized beneficiary data and created centralized database with clear process flow of data updation. Data from various sources viz. SECC-2011, APL, BPL, AAY, Online applications and DSO office applications has been used to generate FPS wise eligibility list of beneficiaries. After due verification, NFSA Ration Cards are digitally signed and PDF generated using Windows Application (RC data accessed through web service ) 100% ration card details with member details are available online. De-duplication process to remove duplicate beneficiaries. Various exception reports to eliminate bogus beneficiaries. Exhaustive search to view details of NFSA Ration Card on the web portal. Integration with e-district to ensure delivery of Ration Card services through Common Service Centres (CSC). Ration Card details are being provided through Web Services for identification of beneficiaries for National Health Insurance Scheme.

POS with UID Integration Commodity distribution automation at Fair Price Shop (FPS) using Pointof-sale device(pos) Aadhaar based biometric authentication of the beneficiary using web service of UIDAI at FPS Transactions and closing balance are being updated at central server in real time. Provision of SMS based OTP in case of biometric authentication failed. System ensures food grain distribution to genuine beneficiary, SMS alerts to beneficiary about commodity distribution. Drill down MIS from State Level to FPS and Ration Card Level.
POS with UID Integration Beneficiary reaches the FPS and provides ration card to FPS dealer FPS dealers enters the Ration Card ID in the PoS device Adhaar based Biometric authentication of the beneficiary is done.( In case of failure, OTP through SMS is used ) Requested commodity is issued and receipt is printed. PoS terminal pushes the transaction data to the PDS server.
Mobile App Mobile App developed to empower beneficiary to get latest updated information. Facility to search Ration card details on parameters name, and Adhaar /mobile no etc. viz. Location details, Locate Fair Price Shop of the beneficiary. Information regarding eligibility criteria for NFSA beneficiary. Information regarding current rate of commodities, entitlement for Antyoday and Priority Households, MSP for Wheat and Paddy etc. Important notifications from the department, news, weather forecast etc. can be viewed. e-procurement Procurement system to facilitate farmers to sell wheat/paddy at Govt. approved procurement centres. Farmer can register and choose procurement centre with tentative dates & quantity for selling of wheat/paddy. SMS alerts to farmer date confirming procurement centre and procurement Purchase amount transferred directly to farmers account same day and SMS alert generated Backend process flow from procurement centre to mill and finally to FCI depot captured to ensure leakproof movement system. Facilitate procurement centres in generating account ledger to show availability of funds and consumption & availability of types of gunny bags.

Grievance Redressal System Citizens can directly register complaint on the web portal. Complaints received through toll free no. are registered by call centre executives. Registered complaints are being marked to concerned officers by call centre executives. On receiving a complaint, department officers take prompt action on it and enter the details of action taken. Complaints are finally disposed by State Level Nodal Officer of the department. In case of unsatisfactory resolution, complaint can be re-assigned to concerned officer by State Level Nodal Officer. Citizens can view current/final status of complaint through the web portal. SMS and email alerts are sent to complainant and concerned officers of the department at every stage.
Unique Features Adhaar based biometric authentication of beneficiary is done at the time of distribution of food commodity using online service of UIDAI. Various exception reports based on logical anomalies and de-duplication algorithms generated to remove duplicate/bogus/ghost beneficiaries. Total no of Ration Cards in the state reduced from 4.41 crore to 3.79 crore after the cleaning process based on de-duplication and exception reports Data of Socio-economic and Caste Census(SECC) has been utilized for identification of eligible beneficiaries in rural areas as per NFSA norms. As per NFSA norms, oldest female in the family was made head of family(hof) and relation of other members with the HoF were modified accordingly using indigenously developed algorithm. With the help of Online NFSA application system, 1.34 crore applications for new ration card were received from citizens.
Unique Features Digital Signatures have been used to enable authenticity of Ration Cards. QR codes have been used for Online Verification of Ration Cards. Allocation is being done on the basis of actual beneficiary count derived from digitized ration card database. Online transfer of payment from FPS dealers to godown incharge has been implemented through e-challan system. Automatic updation of monthly closing balance of FPS through information pushed by PoS devices. Automatic adjustment of FPS wise Allocation for next month based on the closing balance for previous month. Mobile App provided for facilities like RC Search, FPS Search, view NFSA eligibility criteria, important notifications from the department etc. New bilingual GIGW compliant web portal launched to provide complete information regarding PDS
