They consume over eighty percent of the total energy of the city and account for over half of the carbon emission. Steps to increase energy efficiency and energy saving is of paramount importance in our quest for a low carbon economy. The author intends to provide a framework for the green management practices and supported with a survey of the green property management practices adopted by property and facility management services providers in Hong Kong. These could form the base of further development and innovation in the environmental management of our existing stock of buildings. 1. Introduction Buildings completed in last several decades had little consideration of environmental protection and energy saving. They consume over eighty percent of the total energy of the city and account for over half of the carbon emission. Steps to increase energy efficiency and energy saving is of paramount importance in our quest for a low carbon economy. 2. Environmental Management Aspects 1 We must look for and adopt a comprehensive environmental management system in order to conduct a systematic environmental management of our existing buildings. At the moment, the most comprehensive scheme available for us in Hong Kong is the Comprehensive Environmental Performance Assessment Scheme developed by the Buildings Department for the Operation and Maintenance of Buildings. In summary the following aspects of environmental management are suggested for adoption for the formulation of environmental management policies and aspects in the day to day management of our properties: Indoor Environmental Quality, Building Amenities, Resources Use, Loading, Site Amenities, Neighourhood Amenities, Site Impacts and Neighourhood Impacts. Indoor Environmental Quality 1 Extracted from the Operation Stage Manual of the Comprehensive Environmental Performance Assessment Scheme of the Buildings Department of the Government of the Hong Kong Special Administration Region Health & Hygiene Health & Hygiene Good ventilation in common corridors and lift lobbies Formulation of building hygiene management plan Carry out inspection of hygiene conditions and cleaning of common parts of buildings regularly Space provided for cleansing facilities and storage of cleansing equipment Maintain water trapping of floor drain Operate and maintain services installations to minimise health risks Sufficient air relief/ transfer air for lavatories and bathrooms if MV is used Innovative method to enhance the health and hygiene of the building Indoor Air Quality (IAQ) IAQ Certification Building achieved a certain class of the relevant criteria in EPD IAQ Certification Scheme and with the conditions of fresh air intake locations Thermal Comfort Provide and maintain good thermal comfort in occupied space using Predicted Mean Vote (PMV) IAQ Strategies Survey of baseline outdoor air quality of the site to compare the findings with EPD outdoor air quality objectives Provide with sufficient fresh air in MVAC 1
