Resource pooling 1- Human An officer of the rank of Assistant Conservator of Forest has been posted at district level by state govt. for NAP exclusively. 2- Financial At present afforestation activities are supported by a- State Budget b- 12th Finance Commission c- Central Assistance / Grants d- NREGA e- NAP 3- Informational Existing MIS of NREGA at Janpad Panchayats will be used. IT infrastructure Computer - 2 at each block Data Entry Operator - 2 at each block Broadband - 2 at each block Monitoring & Evaluation As per departmental & NREGA guidelines. External monitoring and evaluation is proposed to be done by a- State Forest Research Institute, Jabalpur. b- Tropical Forest Research Institute, Jabalpur. c- Indian Institute of Forest Management, Bhopal.

Other Issues As per NREGA operational guidelines 3 rd edition chapter 14-14.1.1 NREGA funds do not substitute resources from the others sectors or schemes. - 14.1.2 NREGA funds should not be used as a substitute for departmental plan funds of different department & agencies. In view of provision of chapter-14 NREGA operational guidelines 2008 (Third edition) there should be no decrease in allocation of NAP funds. MIS problems First year plantation activities coincide with agricultural activities, leading to non-availability of local labour for plantation at some places. So it may be necessary to get labour from outside but current NREGA MIS does not accept entry of job card holder from other Blocks or Districts. Shelf-of-project Shelf-of-Project for year 2009-10 has been frozen by MORD letter dated 3 rd Sep 2008. Hence exemption is needed for pilot districts to include the works to be taken up through convergence with others programmes like NAP, PMGSY, PVK, WRD, etc.
