7 STAKEHOLDER ENGAGEMENT PROCESS 7.1 INTRODUCTION This chapter presents a summary of the engagement activities undertaken as well as future engagement activities planned as part of the ESIA process for the Tema LNG Project. It serves as a summary of the more detailed Public Consultation and Disclosure Plan (PCDP) contained in Volume Two - Annexure B. The PCDP has been compiled to present on the engagement approaches adopted, the stakeholders included in the engagement activities, and the methods through which they were engaged. The PCDP also provides a means to document all future stakeholder engagement process yet to be undertaken. The complete PCDP, a list of identified stakeholders and key issues and responses to date, are contained in the PCDP of Volume Two- Annexure B. The engagement process was designed to meet Ghanaian legal requirements for public participation and also to align as far as practically possible with good international industry best practice (GIIP), based on the project timing and budget. The key objectives of stakeholder engagement for the ESIA process included: Ensuring understanding: An open, inclusive and transparent process of culturally appropriate engagement and communication was undertaken to ensure that stakeholders are well informed about the proposed development. Information throughout the ESIA process was disclosed early, and as comprehensively as possible for stakeholder groups. Involving stakeholders in the assessment: Stakeholders were included in the scoping of issues, the assessment of impacts, the generation of mitigation and management measures and the finalisation of the ESIA report. They also played an important role in providing local knowledge and information for the baseline to inform the impact assessment. Building relationships: Through supporting open dialogue, engagements helped establish and maintain a productive relationship between the ESIA team and stakeholders. This supported not only an effective ESIA, but will also strengthen the existing relationships between Quantum Power and identified stakeholders. Engaging vulnerable people: An open and inclusive approach to consultation increases the opportunity of stakeholders to provide comment on the proposed Project and to voice their concerns. Some stakeholders, however, need special attention in such a process due to their vulnerability. Where vulnerable groups were identified, differentiated measures were used to ensure effective participation of vulnerable stakeholders. Managing expectations: It was important to ensure that the proposed Project does not create or allow unrealistic expectations to develop amongst stakeholders about Project benefits. The engagement process was designed to serve as one of the mechanisms for understanding and then managing stakeholder and community expectations, where the latter will be achieved by disseminating accurate information in an accessible way. Ensuring compliance: The process was designed to ensure compliance with Ghanaian regulatory requirements and align with good international industry best practice. 7.2 STAKEHOLDERS IDENTIFIED A stakeholder to the Project refers to any individual or group which is potentially affected directly or indirectly by the proposed Project or who has an interest in the proposed Project and its potential impacts. A complete stakeholder database has been compiled and is appended to the PCDP. The database has been periodically updated throughout the ESIA scoping engagement process. Figure 7-1 illustrates the location of different stakeholder groups that were identified and engaged with through the process. This figure also shows the location of directly affected communities in and near the Project area that are likely to be affected by the proposed Project. 7.3 STAKEHOLDER ENGAGEMENT PROCESS 7.3.1 Stakeholder Engagement Activities The engagement process was designed to align to the stages of the ESIA process, which involved: Scoping Baseline Data Gathering Draft ESIA Preparation Final ESIA Preparation and Disclosure A summary of the objectives and activities undertaken is listed in Table 7-1. Further information regarding the engagement activities undertaken during each of these phases, as well as the outcomes of these visits are described in detailed in the PCDP. 7.3.2 Outcomes of the Stakeholder Engagement Activities The key issues there were identified during scoping disclosure and baseline data gathering are summarised in Table 7-2, below. The findings of the stakeholder consultation activities were also used in the compilation of Chapter 13 (Assessment of Socio-economic Impacts and Mitigation). 7.4 NEXT STEPS IN THE STAKEHOLDER ENGAGEMENT PROCESS As indicated in this report, consultation for the Tema LNG project is an ongoing process and will see another round of information sessions and displays as well as other activities undertaken during the public exhibition of the ESIA. These activities will include: public notices, one-on-one meetings and responses to emails, telephone and written enquires. Following disclosure engagement on the draft ESIA, the records of engagement will be appended to the Final ESIA report. This will be reviewed by the Environmental Protection Authority (EPA) and a final consultation forum will be held organised by the EPA with Quantum Power as host. The consultation durbar will involve EPA officials disclosing the outcomes of the ESIA to all identified stakeholders by Quantum Power. Once stakeholders have agreed with the mitigation measures addressing significant impacts identified in the ESIA, the EPA will inform Quantum Power of their Record of Decision (RoD). Following receipt of the RoD, Quantum Power through Knight Piésold s engagement team will conduct final round of consultation and make this available to stakeholders as well as providing information on the appeals process. 7.5 FEEDBACK MECHANISM Following completion of disclosure engagement, Knight Piésold s stakeholder engagement team will arrange for a handover to Quantum Power of key project information including the stakeholder database and issues table completed to date. Knight Piésold has set up a Grievance Management Framework (refer to Annexure B) with tools and approaches which Quantum Power can adopt to resolve all project conflicting issues. Knight Piésold will provide input on a broader approach towards engagement for the Project through a Stakeholder Engagement Strategy (SES) which will be generated as one of the outcomes of the ESIA process. 7.6 MONITORING AND REPORTING It is important to monitor and report on the on-going stakeholder engagement efforts to ensure that the desired outcomes are being achieved, and to maintain a comprehensive record of engagement activities and issues raised. This has been done through the PCDP, where the following have been recorded: Updates to the stakeholder database; Recording of all consultations held; and Updates to the issues and responses table. These records and outputs have been regularly updated and appended to each iteration of the ESIA. In other words, the PCDP has served as a tool not only to plan future engagements but to also record previous phases of the process. 7.7 CONCLUSION Due to the time constraint for the Tema LNG ESIA consultation, it presented a unique challenge in that the community had been consulted to the point of saturation. The reality could have been accepted and little or no effort made to motivate the community to participate in the consultation process. This was not the case, however and an enormous amount of energy and resources was devoted to ensuring that the community and stakeholders were not only given the opportunity to become engaged and involved but also that their knowledge on local resources and how the project will affect them were incorporated exponentially. Feedback from and evaluation of the consultation activities helped both to guide the direction of the consultation and inform the project team of the significance and importance of specific issues to stakeholders and communities. In particular, the consultation assisted with understanding the social impacts of the fishing industry and how the LNG project will impact the sector. All issues raised during the scoping disclosure consultation process have been incorporated into this draft ESIA and plans are that they will subsequently have an impact on the project design, construction and operation.
