1. Provides guidelines for the different logging scenarios used by the Generation Dispatcher. Caution: Since Settlements reconciles and/or is supported by data from these entries, accurate and detailed log entries are critical. Discrepancies between log entries and the records of the other entities result in disputed settlement data. 2. Generation Logging Types The following table represents Generation Desk-specific logging types and their descriptions. Refer to Figure 1 for a sample log for the Generation Desk. Note: These logs are subject to change and may not be consistent with current SLIC log titles. Additional AS Procurement Ancillary Services (AS) Deficiency AS Non-Compliance AWE EDE Instructions for Generators / Correction-96 Hour Frequency Disturbance (Instantaneous Change) Log any request to increase AS procurements. Log any A/S deficiencies in the Real-Time market. Log any manual ISO instruction or ISO system problem, which prevent a unit from delivering its Scheduled AS commodity. Note: Validated by the OS- Data and Compliance group. Alerts, Warnings, and Emergencies (AWE) Notifications (See ISO 4420 System Emergency). Log all manual dispatches that require changes in the data once they are out of the Generation Desk control. Log all Exceptional Dispatches sent via ADS. Log all Exceptional Dispatches for RMR Condition 1 and 2 units. Note: Validated by the Market Services (MS); Market Information group. Log all frequency deviations in which the change in frequency occurs in < 5 minutes and ACE x ΔHz -50. Include the cause of the deviation. Page 1 of 6

Log any message requiring communication to the markets and is not covered under any other Market Operator log. 5-minute Dispatch Interval Price System trouble/return Incorrect prices on OASIS Scheduling limits, etc. Log details as a result of an issue the ISO has with any SC that potentially affects the performance of ISO operations and the market (e.g., SC is unable or unwilling to abide by market rules, demonstrates inappropriate market behavior, etc.). Log when Reserves (ORs) requirements are not met. There are three choices for deficiency: 1. The actual ORs were lower than the requirement. 2. The Spinning Reserves did not account for at least 50% of the total. 3. Both of these conditions occurred. Select one of four possible dispatch reasons that reserves were dispatched: OR Event 1. Meet supply requirements for load variations. 2. Replace generating capacity and energy lost due to forced outages of generation or transmission equipment. 3. Meet on-demand obligations. 4. Replace energy lost due to curtailment of interruptible imports. Ensure the following information is included in the SLIC log: Other Compliance Issues The hour the OR requirement was not met (a separate log for each hour if ORs were not met in more than one hour). Deficiency reason. Event date and time. Recovery time. Whether or not Reserves were dispatched (via drop down). Reason ORs were dispatched. OR requirement in MW. OR actual in MW. % of ORs that are Spinning Reserves at the time of deficiency. Log any manual ISO instruction or ISO system problem that causes a unit to incur Uninstructed Deviation Penalty (UDP) or the Metered Subsystem (MSS) Deviation Penalty. Log items that may be a violation according to the Enforcement Protocol Non-AS compliance issues, questionable bids. This log is validated by the OS- Data and Compliance group. Page 3 of 6

Log causes and details whenever there is a substitution of units to supply RMR requirements. This log is validated by the MS-Market Information group. Log all Dispatch decisions, declarations, announcements, and orders, supported with reasons and data. Log reasons whenever an operator stops an instruction from the market optimization software. Log reasons whenever Ancillary Service Energy Bids have been skipped. Which AS types, which hours? Obtain Shift Manager approval. Log all the Voltage Mitigation situations using a Generator. 3. 4. AWE Stage 3 Load Curtailments The following table represents the required logging criteria for an Alert-Warning- Emergency (AWE) Stage 3 load curtailments, as ordered by the Shift Manager: Part RT HASP Re-Rates & De-Rates Logging Descriptions a) Interruptible/firm. b) Time issued. c) Start and end time. d) AWE declared or terminated. e) Totals for ISO, CDWR, PASA, PGAE, SCE, SDG&E, Vernon, and any others.
