INTRODUCTION This manual provides a uniform method of inventorying the physical and service characteristics of all sewer assets included in the MDW master file as follows: Figure 1 There are some attributes that have been included in the Municipal DataWorks master file that are specific to certain municipalities. These attributes do not currently have a definition, OGRA will continue to work and provide definitions for these attributes. SECTION 1 MUNICIPAL ROADS MUNICIPAL ROAD APPRAISAL INSTRUCTIONS All roads under a municipality's jurisdiction, including boundary roads and King's Highway Connecting Links must be inventoried and appraised in accordance with the instructions contained in this manual. Each road, including all subdivision roads, shall have at least one road appraisal sheet completed for it. Do not combine a number of roads on the same road appraisal sheet. Roads may be several blocks long in urban areas or cover multiple concessions and sideroads in rural areas or be divided into more than one section relative to changes in the design elements, traffic and structural condition. There is no limit in Municipal DataWorks as to how long a road section may or may not be. In developing the section length consideration should be given to how the road system will be managed for capital planning and asset valuation purposes. In developing road sections there should be some type of commonality within the section. For example, there should be section breaks where the road condition changes, speed limit changes, roadside environment changes, surface type etc. In an urban section it is sometimes more convenient to make the section breaks at intersections where a stop condition exists. There has to be some practicality to the length of the sections however, too many short sections could produce an unwieldy number of road section records to manage. Also where an unpaved road intersects with a paved road, it is typical that the intersection be paved 15-20m onto the unpaved road; there is no need to create a new section to identify that short length. PART I IDENTIFICATION SECTION This section of the inventory page identifies the Asset Type, Asset ID, Asset Name, Asset Status, Asset Material, GIS ID # and jurisdictional status of a road section within the municipality. Asset Type, Asset ID, Asset Name and Asset Status are required fields as denoted by the asterisk (*). Asset Type The pick list provides a choice of either road section or shoulder. Use shoulder as an asset type only if the municipality plans on establishing shoulder as a tangible capital asset for PSAB 3150 compliance purposes. Otherwise shoulder type, width, length, etc can be included on the road inventory asset type. Asset ID Options for Asset ID number are a numeric number, an alpha number or a combination alpha/numeric number and a number that includes a decimal. Municipalities are free to choose a numbering system that makes sense for your 3

municipality. Thought should be given to how the numbering system is established as there may be a future requirement to add new road sections to the system that may need to fit into the existing schema. For example, numbering road sections in multiples of 10 would allow for future re-sectioning and still maintaining continuity of the numbering. Municipal DataWorks will accept the same number for multiple assets and asset types. Asset Types with a relationship to the road section such as curbs and sidewalks and having the same start and end locations as the road section can be given the same asset ID number with an extension that identifies the asset type i.e. 10010 is the asset ID for the road section, 10010_CrbL is the asset ID for the curb left of centerline. Asset Name This item can accommodate up to 64 characters. It may include some or any of the following data: road number, local road name, lot & concession. If the local road name is used, that name will be the name used continuously throughout the entire road section. Asset Status Active assigned to an asset, when the inventory information for that asset is to be used in capital investment planning, asset valuation or other applications Extant (not in Use) assigned to an asset, when the inventory information for that asset is to be retained for legacy purposes Planned Removed Unknown Deleted assigned to an asset, when the asset has not been assumed by the municipality such assets built under plan of subdivision assigned to an asset, that is no longer in use but not deleted from the inventory assigned to an asset, where its status is not known deletes the asset and all of its records from the inventory Asset Material Select from the pick list the appropriate surface material type. You may wish to be specific for asphalt surface types or more generic by choosing low class intermediate class or high class bituminous. GIS ID Insert the GIS ID number for the section. If GIS integration is being contemplated by the municipality consultation with a GIS provider should be completed prior to establishing the road section. 4

Area If the asset is an upper tier asset in a lower tier municipality or vice versa or a boundary road, the list of available municipalities will be established by the profile administrator. From the pick list select the appropriate municipality. PART 2 DIMENSION All fields of information in this section are optional. Any field which is not populated by the user will not appear on the final inventory page. Area m 2 Area represents the width of pavement from edge of pavement to edge of pavement times the length of the section and includes: tapers, ramps, acceleration/deceleration lanes at intersections and bicycle lanes which are integral to the road surface, but does not include paved shoulders. Measured to the nearest tenth of a square metre. Base Depth mm Is the thickness in millimeters of the granular A supporting the road surface. Design Concrete Depth mm Design Concrete Depth is a measurement of the thickness of the concrete pavement in millimeters. The thickness of the pavement would be identified by the design criteria for the road section. Design Width & Minimum Design Width m Design Width & Minimum Design Width is the surface width of pavement as would be identified by the design criteria for the road section measured horizontally to the nearest tenth of a metre and includes all lanes traveling in both directions. See Surface Width. Desired Right-of-way Width m Desired Right-of-way Width would be identified by the design criteria for the road section measured to the nearest tenth of a metre. See Right of Way Width for more detail. Design Gran A Depth & Design Gran B Depth mm Design Gran A Depth & Design Gran B Depth is a measurement of the thickness of the Granular A and Granular B road base materials in millimeters. The thickness of the pavement would be identified by the design criteria for the road section. 5

Ditch Depth m Is a vertical measurement from the invert of the ditch at the centerline of the ditch to the subgrade elevation at the crown of the road measured to the nearest tenth of a metre. Ditch depth should reflect the average depth for the road section. Lane Kilometre km Lane kilometer is a measure of road section length. The value to be entered should equal the length of the section times the number of lanes. Length of the road section is measured to 2 decimal points to the nearest hundredth of a kilometer. Length km, Length m Is the centerline length of the road section measured from centreline to centreline of the intersecting roads or from centerline of an intersecting road to the terminal point of the road. Length of the road section is measured to 2 decimal points to the nearest hundredth of a kilometer or hundredth of a metre as the case may be. Median Width m On roads where traffic traveling in opposite directions is separated by an open ditch, raised curb, painted or rumble strip median. Median width is the horizontal measurement of width over the median from edge of pavement to edge of pavement. Median Width will be measured to the closest tenth of a metre. Pavement Design Depth mm Pavement Design Depth is a measurement of the thickness of the asphalt pavement (surface and binder lifts) in millimeters. The thickness of the pavement would be identified by the design criteria for the road section. Pavement Resurfacing Depth mm Pavement Resurfacing Depth is a measurement of the thickness of the asphalt pavement that would be used if this road section were to be resurfaced. The thickness of resurfacing is measured in millimeters. Pavement Thickness - mm Pavement Thickness is a measurement of the thickness of the current asphalt pavement (surface and binder lifts) in millimeters. Platform Width m (Rural Sections Only) Platform Width is the horizontal distance measured from top of ditch slope on one side of the road to the top of ditch slope on the opposite side, including rounding measured to the nearest tenth of a metre. The measured platform width should not be reduced because of the existence of grass berms. For sections without ditches, locate desirable ditch lines (1.0 m from edge of traveled surface) and make the measurement assuming ditches to be in existence. In swampy 6

areas, the Platform Width should be the width of roadbed capable of supporting a vehicle. Platform Width will be measured to the closest tenth of a metre. Recommended Improvement Length km If the recommended improvement length is different than the section length (lane km, section centre line length, etc) measure the recommended improvement length to the nearest hundredth of a kilometer. Right of Way Width m Right of Way width is the horizontal distance measured from property line on one side of the road to the property line on the opposite side measured to the nearest tenth of a metre. Where the Right of Way Width varies along a section, the estimated average or most common width, should be entered for this item. For forced roads, the right of way is from fence to fence or, if there are no fences, from one edge of the traveled/maintained way to the other. Roadway Width m By definition a Roadway means that part of a highway designed or intended for use by vehicular traffic and includes the shoulders. Roadway Width is the horizontal distance measured from edge of shoulder one side of the road to the edge of shoulder on the opposite side measured to the nearest tenth of a metre. Section Centre Line Length km Section Centre Line Length is the centerline length of the road section measured horizontally from centreline to centreline of the intersecting roads or from centerline of an intersecting road to the terminal point of the road measured to the nearest hundredth of a kilometer. Shoulder Count items The valid values for shoulder count would be 2 for all undivided highways and 4 for divided highways. Shoulder Design Width m Shoulder Design Width is the surface width of paved and unpaved shoulders as would be identified by the design criteria for the road section measured from the edge of pavement to the top of the shoulder rounding to the nearest tenth of a metre. See Shoulder Width. Shoulder Length m Is the centerline length of the shoulder measured from centreline to centreline of the intersecting roads or from centerline of an intersecting road to the terminal point of the road and includes the shoulder on both sides of the road. For divided highways the length of the median shoulders shall also be included. Measured to the tenth of a metre. 7

Shoulder Width m Shoulder Width is the surface width of paved and unpaved shoulders measured from the edge of pavement to the top of the shoulder rounding to the nearest tenth of a metre. Shoulder with is ½ the difference between the platform width and the pavement width. If is expressed this way then a municipality may realize they don t have to take quite as many measurements when there in the field. Sub Base Depth mm Is the thickness in millimeters of the granular B supporting the road surface. Surface Depth mm Is the thickness in millimeters of the granular A and granular B supporting the road surface. See Base Depth and Sub Base Depth. Surface Design Width m Surface Design Width is the surface width of pavement as would be identified by the design criteria for the road section measured to the nearest tenth of a metre and includes all lanes traveling in both directions. See Surface Width. Surface Width m Surface Width is the surface width of pavement measured to the nearest tenth of a metre and includes all lanes traveling in both directions. For unpaved roads surface width is measured from the top of rounding (or berm) on one side of the road to the top of rounding of the other. 8

PART 3 SURROUNDINGS All fields of information in this section are optional. Any field which is not populated by the user will not appear on the final inventory page. Pick lists are populated and edited by the profile administrator. Adjacent Bridge # From the pick list, identify the bridges that form part of the road system. Backfill Type From the pick list, select the type of backfill used at bridges that form part of the road system. See Adjacent Bridge #. Bedding From the pick list, select the type of bedding used at bridges that form part of the road system. See Adjacent Bridge #. Catchment Area From the pick list select the catchment or drainage area through which the road section is located. Concrete Base This field identifies whether or not the road section has a concrete base. See also Asset Material for Asphalt over Concrete. Some concrete roads may have a concrete base that is a different mix design than the surface concrete. This field could identify the existence of that separate concrete base, Crossing Type From the pick list, select the crossing type bridges that form part of the road system. See Adjacent Bridge #. Drainage Condition From the pick list, select the type of storm water drainage available for the road section. Fill Type From the pick list, select the fill that comprises the sub grade for the road section. Ponding From the pick list, select if storm water ponding is an issue along the road section. 9

Roadside Environment From the pick list, select the appropriate roadside environment for the road section. Rural Roadside Environment is defined as being: areas with sparse development or where development is less than 50% of the frontage, including developed areas extending less than 300 metres on one side or 200 metres on both sides and no curbs and gutters. Semi-Urban Roadside Environment is defined as being: development exceeds 50% of the frontage for a minimum of 300 metres on one side or 200 metres on both sides and no curbs and gutters, with or without storm/combination sewers or curb and gutter on one side only without storm/combination sewers or for subdivisions, the majority of the lot frontages are 30 metres or greater Urban Roadside Environment is defined as being: curb and gutter on both sides with or served by storm/combination sewers or curb and gutter on one side with or served by storm/combination sewers or reversed paved shoulders with or served by storm/combination sewers for subdivisions, the majority of the lot frontages should be less than 30 metres. Shoulder Type From the pick list, select the shoulder surface material type for the road section. Soil Condition From the pick list, select the soil condition for the sub grade material over which the road section is constructed. Terrain and Soil Type From the pick list, select the predominant soil type and terrain for the road section. Transition Section A transition section would be a road section where the road is transitioning from a two lane road to a multi lane road or divided highway. From the pick list, select true if the road section is a transition section. PART 4 ROAD SECTION All fields of information in this section are optional. Any field which is not populated by the user will not appear on the final inventory page. Pick lists are populated and edited by the profile administrator. 10

Average Operating Speed The purpose of this measurement is to obtain an indication of the effects of horizontal and vertical alignment on the Average Operating (driving) Speed. The measurement should be made at a time when traffic or other conditions will not have an appreciable effect on the results. On gravel roads, where the surface is poor due to lack of grading, it may be necessary to adjust the measured speed upward to give a more realistic measurement. To measure Average Operating Speed it may be necessary to take two timed runs to provide a good "average". When driving the section, the following criteria should be applied: (i) (ii) (iii) (iv) (v) Speed on curves should be the maximum that is comfortable for a driver who might like to go faster. Speed reduction for stopping sight distances should be sufficient to allow for an average driver to avoid collision with an object on the road. Acceleration and deceleration should be at normal rates. Grades should be allowed to take their natural effect. The legal speed limit should not be exceeded. Enter the measured Average Operating Speed to the nearest multiple of 5 kmlh (e.g. 50, 55, 60, etc.). Minimum Tolerable Operating Speed (km/h) Legal Speed Limit 40 50 60 70 80 90 Minimum Tolerable Operating Speed 35 45 50 60 65 75 Compare the Minimum Tolerable Standard to the Existing Condition and code as follows: CODE (Now) If the Existing Average Operating Speed (Item 52) is less than the Minimum Tolerable Standard. CODE (Adeq) If the Existing Average Operating Speed equals or exceeds the Minimum Tolerable Standard. Boundary Road A Boundary Road is any road which is located on the boundary line between two municipalities. The actual boundary line may be located on the centreline of the road, or on either side of the right of way. A road which deviates from the actual municipal boundary line due to physical obstruction (e.g. hill, water, etc.) is still considered to be a boundary road even though it may be totally within one municipality. When a Boundary Road is inventoried by two municipalities, it is important that the sectional terminal points, inventory data, condition ratings, identified needs, recommended improvements and costs are identical. For these situations it is desirable that the two municipalities review the road together. However, by agreement, one municipality may inventory half the length and the 11

second municipality the other half and then exchange inventories. Both municipalities should provide a completed appraisal sheet or sheets for the full length of the boundary road and agree with the Identified need and type of Improvement. From the pick list, select: (i) Not a Boundary Road. (ii) EXTERNAL Boundary Road between the study municipality and an adjacent municipality. (iii) INTERNAL Boundary Road between two local municipalities within an Upper Tier municipality. (iv) EXTERNAL Boundary Road between two Upper Tier municipalities where, by mutual agreement, the boundary is 100% assumed by bylaw by one of the municipalities for the purposes of maintenance and reconstruction. It is important that corresponding boundary roads be assigned the lengths in the affected municipal road inventory systems. Classification From the pick list, select the functional classification for the road section. Design Class This item should be completed for all sections where improvements are proposed that change the design elements of the road section. Use the estimated AADT for the year of the improvement to determine the appropriate design class and design criteria. Ten and twenty year growth factors are available in the MTO Inventory Manual.
