Note: Core Services RBG Requirements: Building Information Management (BIM). Level 2 BIM is applicable to this project. The RBG requires all proposals be developed within an approved Level 2 BIM environment. 1. Generally 1.1 Attend RBG, Design, Project, Construction and other meetings. 1.2 Provide the structural and civil engineering design for the project (including builders work in connection with Mechanical, Electrical and Lift Engineering). 1.3 Design the Works to meet the RBG s desired objectives and outputs. 1.4 Ensure environmental considerations are taken into account and sustainable solutions are evaluated, at each stage of design. 1.5 Liaise with the Project Manager & Multi-Disciplinary Team, contribute to and maintain the Programme for the design, procurement and construction of the Project. 1.6 Liaise with the Project Manager & Multi-Disciplinary Team and contribute to regular/monthly quality, progress and cost reports. 1.7 Liaise with the Project Manager & Multi-Disciplinary Team, arrange for the preparation and maintenance of cash flow forecasts and other statements monitoring expenditure on the Project. 4

2. Briefing 2.1 Visit the site to carry out initial inspections. Study data and information relevant to the project which is reasonably accessible. Consider reports relating to the project including those that have been prepared by others and made available by the RBG, or other members of the Multi- Disciplinary Team. 2.2 Comment on any physical site restrictions or logistics which may affect the construction / engineering options. 2.3 Advise the Project Manager on specialist services, including consultants, contractors, sub-contractors and suppliers required in connection with the Project. 2.4 Work with the Project Manager & Multi-Disciplinary Team to determine the RBG s initial requirements. 2.5 Develop, establish, review and challenge, with the Project Manager & Multi-Disciplinary Team, the Brief, Budget and Programme. 2.6 Liaise with the Project Manager & Multi-Disciplinary Team and advise the RBG on structural, building, measured and other surveys and site investigations including condition reports, soil reports etc. 2.7 Advise the Project Manager on demolition, strip-out, site investigation and enabling works contracts required before the Building Contract commences. Liaise with the Project Manager & Multi-Disciplinary Team and assist in procuring demolition, strip-out, site investigation and enabling works contracts required before the performance of the Building Contract. 2.8 In conjunction with the Project Manager & Multi-Disciplinary Team prepare alternative viability studies, feasibility studies, sensitivity analyses and investment appraisals. 2.9 Comply with the CDM Regulations. 2.10 Consult any authorities or statutory bodies about matters of principle in connection with the design. Advise the Project Manager on approvals required and fees due in respect of the Project. 5

3.Outline Proposals 3.1 Consolidate and finalise the brief in consultation with the RBG, Project Manager, Multi-Disciplinary Team and other relevant stakeholders. 3.2 Liaise with the Project Manager & Multi-Disciplinary Team and establish a structure and procedure for quality management. Establish review, approval, variations and reporting procedures. 3.3 Develop and make available to the Project Manager & Multi- Disciplinary Team all feasible building and engineering design solutions. Ensure that each option is fully considered/appraised. 3.4 Provide sufficient information in the form of advice, sketches, reports or outline specifications to enable other members of the Multi-Disciplinary Team to prepare their proposals. 3.5 Liaise with the Project Manager & Multi-Disciplinary Team and establish a structure and procedure for cost management. 3.6 Input to the cost planning, pre-construction information and Health and Safety File. 3.7 Liaise with the Project Manager & Multi-Disciplinary Team and prepare a scheme design, and Stage 2 Report summarising the Project design, cost, programme and risk register. 3.8 Advise on additional works required by third parties. 3.9 Liaise with the Project Manager & Multi-Disciplinary Team and identify any long delivery building components and systems. 3.10 Liaise with the Project Manager & Multi-Disciplinary Team and identify specialist/proprietary building components and systems. 6

4. Detailed Proposals 4.1 Develop the design of the detailed proposals in collaboration with the Project Manager & Multi-Disciplinary Team. Ensure that all elements have been designed within financial constraints and the agreed requirements. 4.2 Prepare or seek from the Multi-Disciplinary Team such representative sketches, drawings, specifications, and / or calculations as are necessary to facilitate cost planning, and update the pre-construction information and Health and Safety File. 4.3 Contribute to discussions on tendering and contractual procurement options. 4.4 Liaise with the Project Manager & Multi-Disciplinary Team and prepare a Stage 3 Report summarising the Project design, cost, programme and risk register. 7

5.0 Technical Design 5.1 Develop the design of the Project in collaboration with other members of the Multi-Disciplinary Team and prepare calculations, drawings, schedules and specifications to support the final proposals. 5.2 Ensure that representative sketches, detailed drawings, specifications and all specialist / supplier input are available to update the cost plan. 5.3 Ensure that representative sketches, detailed drawings, specifications and Specialist input are available to enable the CDM Co-ordinator to review and update the pre-construction information and Health and Safety File. 5.4 Liaise with the Project Manager & Multi-Disciplinary Team and prepare a Stage 4 Report summarising the Project design, cost, programme and risk register. The Stage 4 Report should draw attention to any significant differences from the previously agreed requirements of RBG. 5.5 Develop the design of the Project in collaboration with other members of the Multi-Disciplinary Team including any appointed Specialists and prepare calculations, drawings, schedules and specifications in detail to enable the preparation of tender documentation for the Project. 5.6 Prepare such calculations and details as may be required for submission to any appropriate authority including the co-ordination. of such information submitted by other members of the Multi-Disciplinary Team and / or Specialists. Make submissions to the relevant authorities for the purpose of seeking approvals as are required by statutory regulations for the Works to be constructed. 5.7 Following submission of drawings, and other information relevant by any other member of the Multi-Disciplinary Team, co-ordinate dimensional and similar requirements including builders work, provisions for building services. 5.8 Prepare any further drawings and schedules necessary to enable the Contractor and Specialists to carry out the Works. 5.9 Ensure that representative sketches, detailed drawings, specifications and all specialist / supplier input are available to the Quantity Surveyor for tender preparation purposes. 5.10 Ensure that representative sketches, detailed drawings, specifications and Specialist input are available to facilitate tendering and enable the CDM advisor to review and update the pre-construction information and Health and Safety File. 8

6.0 Tender Documentation & Tender Action 6.1 Prepare such calculations, drawings, schedules, specifications in collaboration other members of the Multi-Disciplinary Team to enable invite tenders to be invited. 6.2 Ensure that representative sketches, detailed drawings, specifications and Specialist input are available to facilitate tendering and enable the CDM advisor to review and update the pre-construction information and Health and Safety File. 6.3 In conjunction with the Project Manager & Multi-Disciplinary Team appraise and evaluate tenders. Advise on the tenderer s design and construction programmes and method statements. 6.4 Liaise with the Project Manager & Multi-Disciplinary Team and assist in the preparation of an Authority to Start Work Report. 6.5 Liaise with the Project Manager and the Multi-Disciplinary Team and advise on methods of progressing design and/or construction works prior to the execution of the Building Contract. 9

7. Construction 7.1 Examine, with the Contractor, all Installation Drawings, Shop Drawings, Builders Work Details and specifications submitted for the Works, in respect of the design intent and compliance with performance and quality targets. 7.2 Provide any other details, drawings and specifications necessary to support the construction process. 7.3 Attend relevant site meetings and make other periodic visits to the site as appropriate to the stage of construction or as otherwise agreed to monitor that the Works are being executed generally in accordance with specification / contract documentation and with good engineering / construction practice. Comment/report to the Project Manager and other members of the Multi-Disciplinary Team as appropriate. 7.4 Inspect on completion and in conjunction with the Project Manager and other Multi-Disciplinary Team members; record any defects and agreed remedial actions. 7.5 Agree all test certificates and statutory and non-statutory approvals required from the Multi-Disciplinary Team and the Contractor. Prepare recommendations for the RBG. 7.6 Liaise with the Project Manager, the Multi-Disciplinary Team and the Contractor and prepare and maintain a handover plan, or similar management tool, identifying the roles and the responsibilities of RBG, the Multi-Disciplinary team and the Contractor. Establish review, approval, variation and reporting procedures. 10

8.Use 8.1 Liaise with the Project Manager, the Multi-Disciplinary Team and the Contractor and prepare and maintain a defects administration plan, or similar management tool, to identify the roles and responsibilities of the RBG, the Multi-Disciplinary Team and the Contractor. 8.2 Provide services required post completion to ensure completion of all defects and of all project related structural engineering issues. 8.3 Advise on the operation and maintenance of the building. 8.4 Provide drawings and other relevant information for the Health and Safety File.. Review and comment upon record drawings and other information provided by the contractor for the Health and Safety Files and Operation and Maintenance Manuals. 8.5 Attend and actively participate in Lessons Learnt workshops. 11

Supplementary Services (1) SS1.1 Prepare fee bid documentation for other consultants. Assist in review and selection SS1.2 Provide services for organisational moves to new premises. SS1.3 Provide services for fitting-out or direct works contracts. SS1.4 Provide services in connection with (potential) in-coming tenants negotiations and subsequent fitting out works. SS1.5 Provide benchmark data from similar projects. Confirm fit in Stage C, D,E and Authority to Start Works Reports. SS1.6 Provide information to an electronic document management system. SS1.7 Participate in value engineering, value management and risk management workshops & exercises. SS1.8 Participate, in whole life costing workshops & exercises. SS1.9 Participate in early warning and risk reduction meetings. 12

A separate Planning Consultant will be appointed, allow for liaison and providing all necessary information to allow Applications to be made. Provide Building Conservation advice. SS2.10 Liaise with English Heritage and Special Interest Groups. Prepare Listed Building Applications. Obtain Listed Building Consent. SS2.11 Provide full time, site-based Engineering Support (No of Weeks). SS2.12 Provide full time Clerk of Works. SS2.13 Act as Information Manager/BIM Level 2 Manager & Co-ordinator in accordance with the CIC Outline Scope of Services for the role of Information Management (CIC/INF MAN/S first Edition 2013). SS2.14 Specify commission and manage Specialist Consultants/Surveys. Analyse and précis specialist reports. SS2.15 Achieve compliance with BREEAM Rating or other standards. 13

Supplementary Services (3) SS3.1 Co-ordinate, author and publish the following monthly reports:- Cost Forecast Cash Flow Progress Predicted against Actual Cash Flow SS3.2 Draft and complete (Monthly) Project cost returns. SS3.3 Attend (in addition to the normal project meetings) the following meetings:- Stakeholder Meetings Committee/Project Board Meetings Monthly liaison with Assistant Director SS3.4 Draft, in RBG agreed format, all project-related Committee Reports (including [final] Outcome & Benefits Realisation Reports). SS3.5 Prepare scaled model of design proposals. SS3.6 Prepare CGI s of design proposals. Scope of Structural Engineers Services (Date & Reference) 14

Tender Summary: Instructions The table (below) describes the inter-relationship between the RIBA Plan of Work 2013, the Scope of Services required and the RBG Approval System. In computing their final fee Consultants are required to price (individually) each of the seven Output/Outcome/Activities described in the table (ie Feasibility Study; Stage C Report; Stage D Report; Stage E Report; Authority to Start Work; Progress Reports & Lessons Learnt Report). In computing their fee for each Output/Outcome/Activity described Consultants must take cognizance of each Supplementary Service required by the Scope of Services and include them in the particular stage applicable as appropriate Separately to their completed Form of Tender, and in Excel format, consultants are to submit their staffing proposed, together with a resource schedule and plan based on their tendered fee rates. An indication of the outputs associated with the resources (number of drawings/documents) is also to be provided. The RBG will issue instructions to proceed on a staged basis as it wishes to reserve the right to break the commission at the conclusion of each stage 15
