Role Overview Operations Director The role of Operations Director for Galway 2020 represents a unique opportunity to help ensure that Galway makes waves across the globe as European Capital of Culture in 2020 and beyond through the development of an organisation that it a model of best practice in terms of performance, governance, and accountability. The role will focus primarily on the strategic Finance, Risk/Compliance and IT oversight requirements of Galway 2020 ensuring a robust, performance orientated and effective organisation across the 4 year term. In addition, experience and understanding of strategic Operational and HR issues would be a distinct advantage. The Operations Director will report directly to the CEO of the Galway 2020 company and the role will involve reporting at Board level and across a broad range of stakeholders. In addition the role will involve managing a team and playing a full and active role within the Galway 2020 Senior Management Team. 4
Job Description Operations Director Principal Accountabilities Primary focus on strategic Finance, Risk/Compliance and IT oversight. Finance Financial and Management Accounting, including working with the CEO to prepare Budgets and ensure effective monitoring of same. Implementation of a sound system of internal controls and procedures (Financial and Non-Financial) in full to ensure best practice Corporate Governance. As a key element of company management team, develop a solid working relationship with the CEO and the rest of the management team. Taxation Management In addition to the financial accounts work alongside the CEO and Senior Management team to make sure we have accurate financial forecast and trending for the business Cash flow Management Ensuring effective Treasury Management and Safeguarding of Company Assets in conjunction with the CEO. Risk/Compliance and IT Insurance / Risk Management Apply all required reporting deadlines and compliance with same Ensure all government & statutory reports & payments are kept up to date & correctly prepared Oversight of all ICT operations to provide assurances around quality, effectiveness and security. Overall management responsibility for company administration and corporate functions Ability to manage an evolving and dynamic team 5
Collaborates directly with senior leadership on the development of strategies to enhance the effectiveness of all aspects of the company s operations, and participates in overall decision making as a member of the senior management team. Any other Duties as reasonably required by the Chief Executive Officer 6
Person Specification Operations Director Essential Experience and Skills: Qualified Accountant, ACCA or similar qualifications. Fully appraised of current reporting standards in Accounting. Comprehensive applied knowledge and expertise on corporate governance. At least 5 years of relevant demonstrable experience in a Head/Senior Operations Management position within a Business, Cultural, or Civic/Municipal organisation. Management of significant operating budgets, including management accounting and financial reporting. Sound knowledge of best practice in procurement and contract management. Ability to analyse complex problems, interpret operational needs, and develop integrated, creative solutions to human, financial and other resourcing issues. Sound knowledge and demonstrable experience in risk management. Strong interpersonal skills and the ability to effectively build relationships and communicate with a wide range of individuals, communities of interest and stakeholders. Advanced analytical, evaluative, and objective critical thinking skills. Working knowledge and understanding of the principles and processes of computerised business and operating systems. 7
Proven ability to take responsibility and work effectively in a demanding role. Ability to gather data, compile information, and provide quality reporting on all areas of responsibility, including meeting the requirements of multiple funding partners. Knowledge and understanding of integrated program planning, development, and administration within a multi-sectoral environment. Skilled in organising resources and establishing priorities. Ability to supervise and train employees, to include organising, prioritising, and scheduling work assignments. Ability to provide technical guidance and leadership. Desirable experience: Solid knowledge and understanding of accessing & managing national and European funding streams an advantage. Experience and understanding of strategic operational and HR management would be an advantage. 8
