Vancouver Wharves Today Site and Services KM Canada Marine Terminal LP currently operates Vancouver Wharves Land owner is BCR Properties 125-acre terminal operating safely since 1959 Four vessel berths and rail infrastructure handling 4 million metric tonnes of cargo each year Material handling systems for mineral concentrates, sulphur, wheat, canola seed and diesel Aerial View of Existing Terminal and Neighbouring Areas 3
Project Rationale Vancouver Wharves provides an important international trade gateway for western Canadianbased industry Storage and handling of diesel since 2009 Only North Vancouver terminal specializing in diesel and biodiesel import and export Increasing demand for diesel storage and export handling capacity requested by industry Consistent with existing District of North Vancouver (DNV) zoning (Employment Zone Industrial EZ-I) Northwest View of Proposed Diesel Handling Facility Expansion Project 4
Project Overview Two New Tanks One (Tank #5) 80,000 barrel storage tank (30.5m diameter x 18.3m high*) One (Tank #6) 120,000 barrel storage tank (36.6m diameter x 19.8m high*) Removal of two existing small tanks Tank foundations, soil improvements designed to meet current Building Code seismic standards Piping / pumping systems to interconnect with existing infrastructure Secondary containment / double-walled to meet regulatory requirements Wastewater management system Stormwater management system Electrical systems and control integration into existing systems Firefighting system upgrades Aerial View (rendered) from West of Terminal *Tank railings, lights, dome extend an additional 1.5 to 2.0 m 5
Project Overview Railcar and Vessels Railcar Rack Extension Currently 12 railcar unloading positions on existing tracks Additional 12 railcar unloading positions on western extension of rail rack Piping / pumping systems to interconnect existing infrastructure Increase maximum daily capacity from existing 24 cars / day to 36 cars / day Spill containment extended for new railcar unloading positions to meet regulatory requirements Vessel Movement No berth modification needed One additional mid-range vessel visit / month (12 annually) Two additional smaller barge visits / month (24 annually) No change in vessel size Less than 1% increase in Burrard Inlet marine traffic 6 View East of the Existing Railcar Unloading Rack Barge Example Handysize Vessel Example Photo Credit: maritimeconnector.com/wiki/handysize/

Mitigation by Design Tanks Foundations and associated soil improvement work To comply with the British Columbia Building Code Constructed to withstand 1 in 2,475 year earthquake Secondary containment system / second tank shell for tanks Over-fill prevention of storage tanks using two independent level devices (a radar level transmitter and a high-high level switch) Environmental and Safety Features Proposed Tank #5 Location, Section of Secondary Containment, Access Ramp Existing Rail Unloading Rack Containment 11 Rail Automatic and manual shut-off systems in the event of an accidental spill Rail unloading rack containment collects potential spills Wastewater Treatment Run-off captured by oil / water separator, routed to existing wastewater treatment plant
Mitigation by Design Environmental and Safety Features (con t) Existing fire protection upgrades Semi-fixed foam suppression system for steel containment tank space (Tank #6) Portable foam bladder trailer (800 gallon) to supply foam Foam solution piping using galvanized pre-fabricated spools Fixed cooling lines installed (on Tank #4, #5) Relocate two fixed fire water hydrant monitors Example of Existing Fire Equipment Cabinet and Foam Tote Portable Foam Bladder, Pump Trailer 12 Additional fire protection Two fixed fire equipment cabinets at the rail loading / truck loading area, tank farm Two 275-gallon foam totes one per equipment cabinet Two 150 lb wheeled dry chemical extinguishers, and 30 lb handheld extinguishers in new rail area
Environmental Management Construction Environmental Management Plan Surface Water Quality, Groundwater, and Sediment Management Plans Air Quality, Traffic, Noise, Lighting Management Plans Contaminants, Waste Management Plans Spill Prevention and Emergency Response Plan Wildlife Management Plan Chance Find Procedure (Archaeology) Environmental Monitoring Comply with by-laws, permits, regulatory direction Visual new structures blend with existing Training (Daily Safety Meetings, Environmental Orientation, Incident Response Training) Member of Western Canada Marine Response Corporation (WCRMC) 13 North View (rendered) from Stanley Park South View (rendered) from Spirit Trail (Whonoak Street and Welch Street)
Anticipated Benefits Local and regional economic benefits $32 million capital costs Additional annual DNV property tax Twelve full-time construction jobs Two additional full-time operations jobs Increased job security for port workers Increased local business procurement opportunities Improved operating efficiency Existing Tank #4-100,000 barrels 14
