Regional Cooperation Project (SADC) Title Project Purpose Project Period Outputs Project for Forest Conservation and Sustainable Management of Forest Resources in Southern Africa To develop the capacity of the SADC Secretariat and Member States for promoting forest conservation and sustainable management of forest resources. June 2015 ~June 2020 1. The capacity of SADC Member States to enhance Forest Information System is improved. 2. The capacity of SADC Member States to enhance Integrated Forest Fire Management is improved. 3. The capacity of the SADC Member States to enhance Participatory Forest Management is improved. 4. The capacity of the SADC Secretariat to coordinate the above 1 to 3 is improved. Member States: Angola, Botswana, DR Congo, Lesotho, Madagascar, Malawi, Mauritius, Mozambique, Namibia, South Africa, Swaziland, Seychelles, Tanzania, Zambia, Zimbabwe 5

Regional Cooperation Project (COMIFAC) Title Project for Promotion of Conservation, Sustainable Use of Biodiversity and Climate Change Issues in COMIFAC Countries Project Purpose Project Period Implementation of Convergence Plan is promoted through institutional capacity enhancement of COMIFAC August 2015 ~August 2020 1. The activities related to the Climate Change Working Group(GTCCC) and the Forest Governance Working Group(GTGF) are enhanced Outputs 2. The activities related to the Biodiversity Working Group(GTBAC) are enhanced 3. The capacity of the COMIFAC Coordinators(CNC) is enhanced Member States: Burundi, Cameroon, Chad, Central Africa, DR Congo, Equatorial Guinea, Gabon, Republic of Congo, Rwanda, STP 6

Related RS/GIS, Database, GPS and NFMS) in Japan (mostly 2-3 weeks) are organized under several JICA REDD+ projects. More than 70 of Engineers C/Ps took training courses in Japan 7

Training Courses in Japan Title Period Contents Capacity Building for NFMS to Promote REDD+ and SFM 8 weeks NFMS will be developed based on the technical knowledge and institutional arrangement which are learned through the course. The NFMS shall be appropriate one considering the condition and situation of each country. Remote Sensing of Forest Resources 6 weeks Participants are expected to acquire the basic skills and knowledge for using remote sensing with the aim of understanding forest resources in their own countries on the basis of international discussion of REDD+. Forest Resource Monitoring for French Speaking Countries Centering on Countries around Congo Basin 4 weeks This Program aims at setting out the problems and making concrete measures for the forest resource monitoring in order to SFM and poverty reduction in French Speaking Countries centering on Countries around Congo basin. 8

Early Warning System of Tropical Forest Change Providing forest change images of tropical forest - 50m Resolution, Every 1.5 months Observing all time (day/night) and all weather - Using ALOS-2 with PALSAR-2 Free access on tablet, smart phone ~ Test Operation start from Nov., 2016 ~ 9

ALOS Landsat 5 Image on 2011/09/07 Forest Density Difference by ALOS Between 2009 and 2011 Almost the half period of the year, Amazon Forest is covered with Cloud. ALOS SAR sensor can detect deforestation even in rainy season or night time. JICA Tropical Forests Early Warning System 1) Coordination among participated countries and the private sector 2) Planning on collaborative system including web-site designs 3) Cost sharing of project cost and fund raising from the private sector Coordinating Forest Governance Initiatives 1) Coordination among participated countries & Private sector 2) Organizing International Conferences Human Capacity Development 1) JICA Trainings in Japan for senior technical experts in Japan 2) JICA Regional trainings in South America, Southeast Asia, and the Congo Basin which have strong needs for this system Training 500 persons until 2020 for extension of the system JAXA Tropical Forests Early Warning System 1) System Development 2) Basic process (ScanSAR, ortho-rectification, slope correction) 3) Deforestation detection (50 m resolution, frequency: 1.5 months) 4) Producing deforestation polygon 5) Feedback based on field surveys and validation for accuracy improvement Disclose on the Web site 1) Uploading data by JAXA 2) Uploading reports from participated countries and the private sector User can observe the deforested areas on Smart Phone/Tablet (~sample next slide) Concession management by private companies Illegal deforestation monitoring by Government agencies Contributing to Improvement of Forest Governance in Tropical Forest Target Area: Approximately 16.6 million km 2 11

Various option of REDD+ implementation ~ JICA s effort at REDD+ implementation stage 1) Forest Carbon Partnership Facility (FCPF) - JICA is supporting formulation of sub-national REDD+ project and capacity development Project in many countries - JICA is implementing Loan Project in collaboration with FCPF to fill the gap of result-based-payment (RBP) in Vietnam 2) Green Climate Fund (GCF) - JICA is formulating REDD+ Project(s) in some countries (JICA is applying GCF to be Accredited Body) 3) Amazon Fund (mainly from Norway Gov t) - JICA is preparing Loan Project and Technical Cooperation Project in Forest Sector to fill the gap of RBP by Amazon Fund in Peru 13

Various option of REDD+ implementation (cont d) ~ JICA s effort at REDD+ implementation stage 4) Central African Forest Initiative (mainly from Norway Gov t) - JICA is considering to join CAFI as a REDD+ implementer (sub-national REDD+ Project) in DR Congo 5) Private Investment thorough Joint Credit Mechanism (JCM) - JICA is promoting JCM-REDD+ in collaboration with both Public-Private sector, to contribute - JICA has an Japanese Private Business Program(BOP, SMEs, Finance etc), which can be use for promoting Low-Carbon Development, Green Economy and so on. 14
