ACODEV through partnership with BERGESTROME FOUNDATION is launching a 3 year project in five refugee settlements in Adjumani District. The project focuses on promoting an informed and voluntary use of family planning services by women and men between 15-49 years by strengthening capacity of Village Health Teams (VHTs) to provide Quality Community Based Family Planning Services and Health Workers (H/Ws) to provide Quality Facility Based FP services particularly LA/PMs in the target sub-counties to deliver quality Family Planning services. The project will support Family Planning commodity supplies as well as creating an enabling environment to sustain delivery and utilization of quality Family Planning Services in the District of Adjumani." In connection with this ACODEV is inviting applications from suitably qualified Ugandan Nationals for the following positions; Job Title: Project Coordinator Reports to: Programs Manager The Project Coordinator is responsible for overall coordination, supervision and implementation of project activities by creating linkages and partnerships within the districts to ensure smooth program Operations. They will support and supervise the project staff to ensure quality work on the Project is achieved. Supervise the Project Officer, M&E Officer and Driver to ensure an effective delivery of the project mandate in the district Directly work to ensure effective execution of all phases of project activities Participate in district health sector engagements through meetings and any other existing platforms. Support accountability mechanisms which include but limited to programmatic as well as financial accountability. Ensure compliance with donor requirements including providing weekly updates, monthly reporting as well as quarterly reporting Develop and disseminate quality assurance strategies to direct service providers. Provide overall direct technical assistance to all project staff and direct health service providers in order to ensure quality service delivery. Provide approvals to all project documents including but not limited to reports, requisitions, etc. Participate in development, implementation and follow-up of training activities for CHWs, health workers and any other project structures. Work with the appropriate district authorities to ensure provision of quality long Acting and permanent methods of family planning. Responsible for logistics management for the project supplies Responsible for budget and day to day financial management, and monthly book-keeping reports. Develop and maintain contacts with health workers, CSOs, IPs, UNHCR teams, CHWs/VHTs, LG leaders and Governmental authorities. Conduct monthly site visits, review the programming and implementation of ongoing project activities, prepare reports, make recommendations and conduct follow-up visits as directed by the Program Manager.
Ensure consistent and efficient use of all resources especially financial resources by all field based staff. Perform other duties as assigned by the Project Manager. Job Title: Project Officer Reports to: Project Coordinator (PC) The Project Officer is responsible for providing day to day operational support of project activity implementation in the respective project sites. Support day-to-day engagement with a wide range of stakeholders especially Village Health Teams (VHTs), Health Workers, partners, Local Government leaders, etc. Responsible for the day to day field support to the VHTs, Health Workers and any actors supporting the project. Support the Project Coordinator in day to day monitoring of project activities. Support the Project Coordinator in building capacity and support VHTs, health workers and any teams working to deliver Family Planning services in the settlements. Work with the MEAL specialist to support day to day data collection from the project sites. Ensure that VHTs, health workers, and any partners have the required support and materials to meet project targets. Respond to day to day needs of the project actors (VHTs, Health Workers, etc.) Develop and submit activity and funds requisitions to the PC for approval Support the Project Coordinator in the maintaining network of contacts and represents the organization and the project in the district forums geared at supporting the project. Maintains good working relations with all stakeholders within the camps. Ensure and co-ordinate the planning and implementation of the project activities in relation to the project objectives and plans. Provide day to day updates of project activities Support the daily, monthly and quarterly reporting processes. Creatively and optimally utilize the resources available to ensure proper and timely implementation of planned activities as well as value for money. Support any other duty as directed by the Project Coordinator. Diploma in Comprehensive Nursing/Midwifery or Diploma in Clinical Medicine with at least 5 years of direct clinical/nursing work particularly providing Family Planning Services; Bachelor of Nursing/Midwifery is an added advantage; Awareness and familiarity with the different frameworks around provision of contraceptives in Uganda; Good knowledge and experience working in a humanitarian situation.; Demonstrable training skills, able to develop training materials and capacity; A team player; Good communication skills, fluent in written and spoken English.; Knowledge of Microsoft Office software required.
Job Title: Monitoring & Evaluation Officer Reports to: Project Coordinator The M&E officer will ensure that participatory Monitoring and Evaluation systems and processes are in place for effective delivery of planned project activities. This implies excellent capacity to provide critical information to monitor outcomes /impact of the entire projects. Work closely with the Project Coordinator and external M&E to develop the project M&E plan and data collection tools, and facilitate the use of data collection tools at all levels, through training. Collect and analyze data to measure and track project monitoring indicators. Collect and provide quantitative analytical support of primary and secondary data using Stat or SPSS. Actively coordinate with the external M&E to design, coordinate and implement qualitative and quantitative research including baseline evaluation and rapid assessments. Initiate/ensure clear, efficient and timely communication and reporting in respect to the programmatic needs of the project. Carry out routine data quality assessments at service delivery points. Cleaning data from project studies and assessments. Prepare tables, graphs, reports and visual presentations based on the data analysis for presentation to internal and external audiences. Actively contribute to strategic planning and work plan development based on data generated from the M&E system Support the program to strengthen the capacity of project staff, community partners, district staff and volunteers in collecting, analyzing and utilizing data; Analyze, interpret and disseminate information that document project performance and findings, including identification of best practices and lessons learned from Project activities. Organize and conduct periodic meetings with local collaborating agencies, partners and stakeholders to discuss achievements, challenges, and lessons learned. Job Title: Finance & Administration Officer # of Positions: One(1) Reports to: Finance & Administration Manager The Project Finance and Admin Officer is responsible for the day-to-day general financial and administration of the organization, assisting Finance Manager and supporting the programme team in enforcing financial compliance to the donor reporting guidelines. Key Roles Financial reporting and auditing Liaise with ACODEV finance and administration staff on the timely provision of monthly financial reports. Support ACODEV accounting staff at the regional office with reporting as required. Support the Finance manager with the preparation of ACODEV financial records for annual auditing processes. Under the supervision of the Finance Manager, prepare monthly financial reports and activity based budget versus expense project reports for the Project manager. Under the supervision of the Finance Manager, prepare monthly updated budgets of different projects for the project coordinator. Petty Cash and Banking Track monthly office petty cash expenditure and prepare petty cash reconciliation statements for sign off by the project coordinator. Check and reconcile cash requests from ACODEV staff and liaise with Project Coordinator on outstanding administrative issues. Prepare and manage in a timely manner, payment orders for pending invoices to be paid by ACODEV. Prepare office petty cash requests for sign off by the Project Coordinator Conduct monthly cash counts including petty cash and documented with a cash count certificate signed by the project coordinator. Maintain accurate banking records, perform bank payment orders and deal with bank on all financial matters. Administrative tasks Provide general financial support as required for the office management and for the projects. Maintain a strong financial filling system and manage filing of financial documents in both hard and electronic form. Assist Finance & Administration manager in the procurement of equipment and supplies for the project office in Adjumani, ensuring strict adherence to ACODEV procurement guidelines. Oversee the booking of accommodation for ACODEV staff travelling to & from Adjumani for field activities as required. Ensure the timely submission of staff travel advance requests and timely disbursement of travel advances to staffs. Support the Human Resources Service to manage project staff leave records by ensuring that leave requests are submitted and filed in a timely manner. Job Title: Driver Reports to: The driver will support the project by driving organization vehicles in a safe and economical manner in conjunction with the organization policies and the traffic laws and regulations of the Government of Uganda. Key Roles Drive official vehicles as assigned in a safe and courteous manner at all times using defensive driving techniques. Perform daily check of vehicle oil, water, tire pressure and other fluids, and verify safe condition of vehicle before departure on travel. Verify completeness of tool kit, first aid kit, spare tire, e.t.c, daily Perform necessary cleaning and washing of the assigned vehicle on a daily basis or as may be required. Perform emergency repairs and maintenance as needed. Assist with loading and unloading of vehicle as needed Maintain vehicle use log of all travel. Provide timely advice to the transport office of any vehicle requiring maintenance services.
