The Project includes modifications to the existing Transco Mainline system to reverse the direction of flow, enabling new north-to-south capabilities (bi-directional flow) to transport this new source of natural gas to existing markets. The Lancaster County portion of the Project consists of the installation of 37.1 miles of new 42-inch-diameter pipeline utilizing a 100-foot construction right-of-way. Additionally, there will be nine staging areas totaling 38.3 acres, one contractor yard totaling 23.0 acres, a new Regulator Station (River Road Regulator Station in Drumore Township) which will also include a pig receiver and new communication tower, five new mainline valves, six permanent and 16 temporary access roads. Total earth disturbance for the Project in Lancaster County is 667.44 acres. SECTION D. Atlantic Sunrise Project PA DEP Chapter 105 Joint Permit Application Transcontinental Gas Pipe Line Company, LLC Lancaster County PA DEP Joint Application Form Supplemental Information for Section F Item N Hydraulic and Hydrologic Analysis: No permanent culverts which convey regulated waters are proposed to be improved or installed for access roads as part of this Project; therefore a Hydrologic and Hydraulic Analysis is not provided. The Project will involve the installation of temporary culverts for stormwater conveyance purposes only. The sizing calculations for these culverts have been included in the Chapter 102 Erosion and Sediment Control General Permit 2 for the Project, as required. Item Q Risk Assessment: This section is not applicable to the Project since the workspace areas for the pipeline will remain pervious and will be regraded to pre-construction surface elevations with minimal alteration. Pre-construction and post-construction runoff values (rate and volume) will not differ once construction is complete. BMPs will be placed, as needed, to control stormwater runoff in the ROW. These areas will be revegetated and stabilized once construction is complete. BMPs will remain in place until the ROW has been stabilized. All temporary waterbars in agricultural areas will be removed once permanent stabilization of upslope areas has been established. No adverse impacts to human health are anticipated.
